In line with Resolution 57, the Congress was organized as a “Digital Congress,” affirming the provincial Party Committee’s pioneering role in building a digital government and digital society.

With 448 delegates in attendance, traditional roll calls would have required considerable time and manpower. To address this challenge, the Organizing Committee adopted a high-tech solution.

Each delegate card was embedded with an RFID (Radio Frequency Identification) chip, allowing information to be instantly transmitted to the attendance system as delegates passed through signal checkpoints.

Explaining this choice, Mr. Nguyen Trung Hieu, Deputy Director of the Tay Ninh Department of Science and Technology, said it was the optimal solution for a large-scale event with 448 delegates. “As 10 to 20 delegates often enter simultaneously, using cameras for Face ID verification would be impractical. In contrast, RFID-enabled delegate cards can verify about 200 people in just 1 second,” he noted.

“For an event of this scale, the use of RFID technology has proven its speed and efficiency, significantly reducing the need for support staff. The combination of RFID chips and automatic signal checkpoints has made the attendance process transparent and seamless—a perfect start to a congress driven by technology,” Mr. Nguyen Trung Hieu affirmed.

As a “Digital Congress,” all documents were digitized on a shared platform called the Congress Handbook application. The app not only enables delegates to quickly access political reports, resolutions, and historical data but also integrates artificial intelligence (AI) tools that assist discussion groups in compiling and summarizing feedback swiftly and accurately.

Commenting on the convenience of the system, Ms. Nguyen Thi Thuy Nga, Secretary of Long Chu Commune, said: “Everything has become more efficient in management and administration. I can oversee all information at once. Everyone can promptly access documents and data without waiting for printed copies—just a click, and the materials are there.”

This organizational change reflects Tay Ninh’s strong commitment to innovation in the new term. A highlight of this year’s Congress is the introduction of a 3D exhibition, which delegates will experience through virtual reality (VR) headsets.

Mr. Vo Tran Tuan Thanh, Standing Deputy Head of the Provincial Party Committee’s Commission for Communication and Public Affairs, shared:
“The use of 3D technology helps delegates easily access the exhibition while saving physical space. It enables us to showcase more exhibits at the Congress and gain a deeper understanding of Tay Ninh’s history and development journey.”

No longer just a slogan, the spirit of Resolution 57 has been and is being translated by Tay Ninh into concrete actions.
