Accordingly, the Ministry of Agriculture and Rural Development said that the two provinces of Long An and An Giang currently have a large cultivated area and glutinous rice harvest. The Ministry proposed the Ministry of Industry and Trade and the Government to continue allowing the export of glutinous rice of the winter-spring crop 2019-2020.
The Ministry also proposed the Ministry of Industry and Trade to provide the export situation, the market demand as a basis for regulating the area ratio and glutinous rice production in the following years.

In Long An, the Summer-Autumn crop 2019 and the Winter-Spring crop 2019-2020, the total area of glutinous rice cultivation is nearly 130,000 hectares, the estimated yield of 735,000 tons of glutinous rice, equivalent to 441,000 tons of processed glutinous rice.
Particularly in An Giang province, the area of glutinous rice cultivation in the Summer-Autumn crop 2019, the Fall-Winter crop 2019 and the Winter-Spring crop 2019-2020, the total area of sticky rice cultivation is nearly 111,000 hectares, the estimated yield of 588,000 tons of glutinous rice, equivalent to 353,000 tons of processed glutinous rice.
Earlier, on April 3, Chairman of Long An People's Committee - Tran Van Can also proposed the Ministry of Industry and Trade, the Prime Minister for the mechanism of re-exporting glutinous rice for code HS 1006.30 with unlimited quantity. Because glutinous rice is produced in Long An a lot, accounting for over 30 percent of the province's rice area and most of the processed glutinous rice products are for export, with very little domestic demand.
In the list of national reserve food items and assignment of national reserve goods management agencies are specified in the Government's Decree No. 94/2013-ND-CP of August 21, 2013, detailing. In compliance with the National Reserve Law, glutinous rice is not on the list.
Currently, businesses in Long An are facing many difficulties in exporting rice and glutinous rice due to the Government's export suspension. Meanwhile, the contracts signed by the province's rice exporting enterprises have not yet delivered from now till the end of 2020 about 204,570 tons of rice, of which, the Chinese market is 44,303 tons, mainly glutinous rice.
