Accelerating process of international economic integration in current situation

Thoroughly grasping guidelines and policies on international economic integration

Over the past time, the province has strengthened ideological education, thoroughly grasped the guidelines and policies of the Party and State on international economic integration in the new situation. Simultaneously, the province implemented Program No. 15, dated May 17, 2017 of the Provincial Party Committee on implementing Resolution No. 06 of the Party Central Committee (term XII) on the implementation of the international integration process, maintaining socio-political stability in the context of our country joining the new generation of free trade agreements. At the same time, the province continues to implement the resolutions of the Politburo; Action plan of the Government and Provincial Party Committee on a number of major undertakings and policies for rapid and sustainable economic development when Vietnam is a member of the World Trade Organization.

Thanks to promoting internal resources in the process of international economic integration, Long An attracts investment well, promoting socio-economic development.

In addition, the development and improvement of mechanisms, policies, legal documents and improvement of law enforcement capacity are also concerned through the development and issuance of documents in the province. Accordingly, since the beginning of 2022, the Provincial People's Council and Provincial People's Committee have issued many legal documents regulating a number of local implementation mechanisms and policies. The promulgated documents comply with the process, ensure the quality, feasibility, and in accordance with the current legal regulations. In particular, many documents and plans have been issued and deployed to concretize assigned tasks according to the guidelines and policies of the Party, National Assembly, Government, Ministry of Justice, as a basis for agencies, units and localities to organize and implement the implementation in accordance with their respective management areas.

Integration for development

In 2022, the province continues to effectively implement Resolution No. 02 dated January 10, 2022 of the Government on continuing to improve the business environment and enhance national competitiveness in 2022 and many other resolutions, plans and programs of the central and provincial governments. At the same time, the province urgently prepares a provincial plan for the period of 2021-2030, with a vision to 2050; focus on building transport infrastructure in the province in order to create favorable conditions for traveling and trading goods with neighboring localities, contributing to economic development, import and export of goods of the province.

In addition, Long An also develops and promulgates legal documents under the province's authority, ensuring uniformity and stability, in line with international commitments, associated with accelerating administrative procedure reform; actively implement solutions to quickly improve the investment, business environment and enhance the province's competitiveness; create favorable conditions to attract foreign investment. In addition, the province has also improved the quality of forecasting and assessment of the socio-economic situation, national defense - security and foreign affairs to serve the formulation of economic development goals, orientations, solutions and policies on socio-economic development of the province in line with the integration process of the country.

Digital transformation has been promoted by the province, initially achieving positive results. Long An has built a shared database and the Open Portal of the province (ttps://data.longan.gov.vn); establishing a Working Group and implementing the Project on Developing the application of population data, identification and electronic authentication for the national digital transformation period 2022-2025, with a vision to 2030. The province also put into operation the "Long An Digital" application, the system of receiving and processing complaints and petitions (Switchboard 1022) - an interaction channel between the government and the people, helping people to be more convenient in access to information, use digital platforms (online payments, access to e-commerce, purchase goods online, use health and education services, etc.) and direct agencies, units propagates and encourages cadres, civil servants, public employees and people to install and use.

The province's online public service portal currently provides 100% level 2 online public services; 165 level 3 online public services and 1,525 level 4 online public services, ensuring the maintenance of providing 100% of eligible  level 4 online public services; connected to the national online payment platform - Paygov (connected to payment intermediaries: ViettelPay, VNPTPay, Ngan Luong, Payoo).

In 2022, the province will actively coordinate with central ministries and branches to submit to the Prime Minister for approval the policy of investment in 4 more industrial parks in the province, including: Tandoland Industrial Park (250 hectares), Prodezi Industrial Park (400 hectares), Tan Tap Industrial Park (654 hectares), Loc Giang Industrial Park (466 hectares). Investment attraction continued to receive attention, achieving some positive results. Up to now, the province has 18 industrial zones in operation, attracting 1,762 investment projects. As for industrial clusters, the province has 23 operating industrial clusters, attracting 688 projects. Up to now, the province has 15,226 businesses registered to operate with a total registered capital of 362,731 billion VND. As for domestic investment attraction, the province currently has 2,175 projects with a registered capital of 221,898 billion VND. For foreign investment, there are 1,158 projects with a total capital of over 10 billion USD. In particular, in 2022, provincial leaders carried out many investment promotion programs in Korea, Japan, Australia and in the country. Thanks to that, many business delegations came to work and learn about investment opportunities in Long An. The province continues to implement solutions to promote infrastructure investment in industrial parks and industrial clusters to create more land fund.

In particular, the province continues to implement the project of restructuring industry and trade sector to serve the industrialization, modernization and sustainable development in the period 2020, with a vision to 2030; restructuring industries in industrial parks and industrial zones in order to promote industrial restructuring, develop in-depth, promote the development of industries and industrial products with high export value in associated with the development of industrial services, action plan to implement the National Action Program on sustainable production and consumption in the period of 2021 - 2030. As a result, export and import activities in the province have prospered. Export turnover of commodities is estimated at 6.7 billion USD (reaching 104.69% of the plan), an increase of 8.94% over the same period; import turnover is estimated at 5.1 billion USD (reaching 102% of the plan), an increase of 1.59% over the same period, with the participation of over 900 import and export enterprises of the province, exporting to more than 110 countries countries and territories around the world. Exports are diversified and gradually shifted from agricultural products to processed and manufactured industrial products. Export turnover of light industrial products - handicrafts accounted for about 83%, agricultural, forestry and fishery products accounted for 17%.

In order to speed up the process of international economic integration, the province has strengthened the implementation and exploitation of free trade agreements; at the same time, continued to widely propagate and raise awareness of international integration in all fields; strengthened dialogue between production and business enterprises in the province, ensuring that Vietnam's international integration commitments really come to life, bringing practical benefits to businesses and people. The province continues to implement solutions to improve competitiveness; administrative reform; investment environment while ensuring that it does not affect existing businesses as well as new investors in order to maximize investment resources for socio-economic development in accordance with the socio-economic development master plan of the province in the period 2021 - 2030, with a vision to 2050, regional and inter-regional plans; attracting economic sectors to participate in the formation and development of value chains, building brands for key products, improving the competitiveness of products and enterprises./.
