Currently, the Covid-19 epidemic is complicated and unpredictable, it causes negative socio-economic impacts. The Government and the PM have many directions, guidelines and policies to support localities to fight the epidemic, share with the people and accompany businesses to overcome difficulties during the pandemic.
In which, Resolution 68 on the Covid-19 support package for people and businesses with a scale of 26,000 billion VND. This package is being disbursed by all levels and sectors, some obstacles are also proposed for businesses to easily access when it is implemented. The Ministry of Finance is submitting to the Government to postpone the implementation of Circular 40 on guiding VAT, personal income tax and tax management for business households and individuals until January 1, 2022 (instead of August 1, 2021 as before).
In addition, the Government assigned the Ministry of Finance to coordinate with units to research and propose a new support package on tax and fee for businesses facing difficulties due to Covid-19 which is estimated at about 24,000 billion VND. Another policy issued by the Government and considered as a "lifebuoy" for businesses in the midst of the eempidic is Decree 52/2021/ND-CP (referred to as Decree 52), dated April 19, 2021, guidance on extending the deadline for payment of value added tax, business income tax, personal income tax and land rent in 2021.

The objects applied Decree 52 are widely, regardless of different business types, demonstrating the equality and determination that Government accompanies the business community to overcome difficulties together.
According to experts and businesses, this is essentially an interest-free loan of the state for businesses, units and individuals to have more financial resources for production, business and increase resources in the near future. The policies on delaying and extending tax in Decree 52 of the Government not only create conditions for enterprises to have more temporary capital to rotate and serve production, but also give more motivation for them to try and strive to rise up.
Representative of Hong Hoa SNK Infinity Trading Company Limited (Can Giuoc District) - Tran Thi Thanh Thuy informed: "In 2017, the company (100 percent foreign capital) officially went into operation, with 400-500 employees. The main industry is processing garment products. Due to the complicated developments of the Covid-19 epidemic, the company temporarily stopped operating from July 13, 2021, so it faced many difficulties. The guidelines and policies of the Government are practical, especially the extension and delaying of tax payment under Decree 52 so that the company can have more financial resources and resume operations after the epidemic is under control.
According to the Director of the Provincial Tax Department - Nguyen Van Thuy, the Tax Department has promoted propaganda of new tax policies to taxpayers over the past time. In particular, the Tax Department closely coordinated with the Department of Planning and Investment to well perform the work of granting business registration certificates, tax identification numbers, exchanging taxpayer information, so on to create the favourable condition for businesses to operate. Besides, the Tax Department organizes to disseminate and implement the provisions of Decree 52 to all taxpayers in the area; focus on supporting and guiding taxpayers in cases of extension to compile dossiers and procedures, and promptly handle the extension of tax payment and land rent in accordance with regulations.
As of July 31, 2021, the Tax sector recorded 3,181 applications for extension of tax payment and land rent, of which 1,434 enterprises and 1,747 business households with a total tax amount proposed to extend 553,3 billion VND. At the same time, other policies on tax exemption, reduction, support for taxpayers, etc. to overcome difficulties caused by the Covid-19 epidemic also interested in implementing by the tax sector quickly and smoothly.
Vaccination against Covid-19 is prioritized for employees
Currently, the province not only receives support from the Central Government, the support and cooperation of all people, the business community, but also receives support from provinces and cities across the country to urgently determined to soon fight the epidemic. In particular, the province directs departments, branches and localities according to their functions and tasks to effectively deploy and implement guidelines and policies from superiors in order to promptly support and share with people and businesses.
To ensure the production and business chain in extremely difficult circumstances, the province organized the "3-on-site" measure and directed the quick removal of related problems and difficulties. The province organizes delegations to visit, encourage, capture thoughts and aspirations, the situation of production and business activities, guide the organization of the "3-on-site" measure for businesses in the area. On the other hand, the province also prioritizes vaccination against Covid-19 for workers and employees, especially units that maintain "3-on-site" measure to ensure both anti-epidemic and production.

According to a representative of Samduk Vietnam Co., Ltd (Thu Thua district), although affected by the Covid-19 epidemic, the company tries to overcome difficulties and maintain production to complete contracts with partners. Currently, the company maintains about 360 workers working under the "3-on-site" measure. During the implementation process, the Company always receives timely support from the locality, especially prioritizing the implementation of Covid-19 vaccination for workers and employees.
Information from the Provincial People's Committee, currently, the province focuses drastically on the prevention and control of the Covid-19 epidemic; deploying Covid-19 vaccine for the entire population, in the immediate future in the districts of Duc Hoa, Ben Luc, Can Duoc, Can Giuoc and Tan An city.
At the same time, the province directs departments, branches and localities to focus on timely and effective implementation of support guidelines and policies from the central to people and businesses such as Resolution 68, tax policies, etc. At the same time, the province gives priority to vaccination against Covid-19 for workers and employees at enterprises to perform "3-on-site" measure before deploying vaccination for the whole population; organize a delegation to guide the implementation of the "3-on-site" measure and create favorable conditions for enterprises to both ensure anti-epidemic and maintain production./.
