The inevitable trend
The promulgation of Decree No. 20 is an urgent requirement to implement the Resolution of the 13th National Congress of the Party, in line with reality, and is the motivations to strive to become a modern middle income an industrialized country by 2030 and a developed, high-income country by 2045.
Decree No.20 clearly states 5 guiding viewpoints, general and specific objectives for the market economy in the new period, along with 5 main tasks, solutions and assignment of implementation units. The Decree affirmed that the development of the market economy is an inevitable trend in the context of international integration, in line with the socialist-oriented market economy. The market economy with many forms of cooperative economic organization is diversified, developing from low to high (cooperative, cooperatives groups, cooperatives unions,etc) in which cooperatives are the core.
The overall objective of the market economy development in the coming period is to develop a dynamic, efficient and sustainable market economy, together with the state economy, to become a solid foundation of the national economy with many models of cooperation on the basis of respecting the nature, values and principles of the market economy, attracting more farmers, households, individuals and organizations to participate; contribute to raising the income and quality of life of members and households, social progress and justice, promoting rapid and sustainable development of the country, ensuring national defense and security, firmly defending the Socialist Vietnamese Fatherland.
Promote the core role
After more than 20 years of implementing Decree No.13-NQ/TW, on March 18, 2002, the 5th Conference, the IXth Party Central Committee on "continuing to innovate, develop and improve effective market economy", the economic sector of our country has changed rapidly. The system of cooperative alliances increasingly shows the role of connecting, guiding, representing, protecting the legitimate rights and interests of the cooperative and its members, acting as a bridge to propose to the Party and State on topics policies, legal frameworks to promote the development of the market economy and cooperatives.
Cooperatives are increasingly improving the quality of operations, creating stable incomes for members as well as employees
Together with the Vietnam Cooperative Alliance, in the past time, the Provincial Cooperative Alliance has played a pivotal role in the development of the market economy; at the same time, actively guide and advise cooperatives, cooperatives unions and cooperative groups in the province to approach and benefit from the State's support policies. Thanks to the synchronous implementation of many solutions, up to now, the Provincial Cooperative Alliance has completed the planned targets in 2022, thereby, actively contributing to the transformation of the market economy in the province.
Vice Chairman of the Provincial Cooperative Alliance - Tran Quoc Toan said: “The whole province has 294 cooperatives, 5 cooperative unions and 1,149 cooperative groups. Besides the development in both quantity and quality, the economic sector has gradually overcome the prolonged weakness, with many signs of recovery and stable development. Cooperatives are increasingly improving the quality of their activities, thereby, making an important contribution to rural economic development and creating stable income for members as well as employees.
In order to promote the development of the market economy, in the coming time, the Provincial Cooperative Alliance will continue to promote information, propaganda and dissemination of the Party's guidelines and the State's policies and laws on the role, position and importance of the market economy to all people, gradually bringing Decree No.20 into life./.
