According to the content of program, the agencies such as the operating cooperatives and cooperative unions are running ineffectively or expecting to develop or expand; Cooperatives and cooperative unions formed from merging, separating, citizens who are in need of establishing a collective economic organization will be supported with information consultation, training and guidance on implementing the upcoming procedures rearranging and consolidating the organization and activities of the collective economic organizations and cooperatives in accordance with the current regulations. 

Chairman of the Provincial Cooperative Union - Dang Minh Hai said: “The program supporting to develop the collective economy and cooperatives signed by the Prime Minister is implemented and performing for the collective economic organizations and cooperatives operating in all sectors, areas of the national economy will be supported with trade promotion, market expansion, including funding support for participation in domestic and foreign fairs, exhibitions, forums, quality certification, branding, label, origin of goods and traceability. In addition, the program also supports to construct some centers for trade promotion, supports the cost of renting the venue and operates some venues for introducing and selling products to the market economic organizations in the localities. The condition to receive support is that the collective economy and cooperatives must have products associated with the value chain, green production practices, OCOP (One Commune One Product), etc.”

In addition, the program also supports to invest in infrastructure and processing products for cooperatives operating in the fields of agriculture, forestry and fishery. The supporting content, including supporting the construction of warehouses, product classification and packaging workshops, preliminary processing workshops, processing and procurement of equipment for production and business activities to bring benefits to member communities, and so on construction of irrigation works, on-farm transportation in the fields of cultivation and forestry, construction of infrastructure works in aquaculture and marine regions, including the focal water supply and drainage, dykes, embankments, traffic roads, common waste water treatment works for aquaculture regions, etc. 

Mr. Duong Dong Ngoc Nhan - member of Thuan Phat Trading - Service - Production Cooperative, shared: “Most cooperatives are small-scale, production and business capacity is limited; The qualifications and capacity of the managerial staff of the cooperative are low, and the appropriate production and business plan has not been developed, so the activities of many cooperatives have not brought the desired benefits to the members. Many cooperatives only operated for a short time and then had to dissolve or disband. That is why besides newly established cooperatives, the number of cooperatives that have stopped working and dissolved also increased continuously. If the small-scale cooperatives receive support from the program, they will have better conditions to invest, expand production and business”. 

The goal of the program is to support and develop the collective economic regions and the cooperatives both in width and depth, with special emphasis on improving the quality of activities, supporting members through raising awareness of the whole people on collective economy and cooperatives. Strengthening the capacity of the collective economy, cooperatives to further promote the role for connecting, cooperating and supporting the members and regional communities, contributing to enhancing the competitiveness of the household economy, especially economy for farmers.
