Determination to complete procedures towards starting construction of Ho Chi Minh City Ring Road 3 project

The transport sector is actively completing the procedures, striving to start the section passing through Long An province of Ho Chi Minh City Ring Road 3 project by June 2023.

Focus on completing site clearance work

Department of Transport informed that the Ring Road 3 project of Ho Chi Minh City has a total length of 76.34km, passing through the territory of Ho Chi Minh City and 3 provinces: Dong Nai, Binh Duong, and Long An. The project is divided into 8 projects with independent operating components with a total investment of 75,378 billion VND. The section passing through Long An province includes 2 subprojects 7 and 8. In which, project component 7 - construction of the section passing the province with the first point  intersects with subproject 1 in Ho Chi Minh City, the end point intersects with Ben Luc - Long Thanh Expressway at the intersection between Ben Luc - Long Thanh Expressway and Ho Chi Minh City - Trung Luong Expressway, construction investment range of 6.37km with a total investment of 3,040 billion VND. Project component 8 - compensation, support and resettlement with a site clearance area of 6.84km, total investment of 1,168 billion VND. When the project is completed, the road will have 8 express lanes, with parallel roads on both sides. This is a key traffic project of great significance not only for the province but also for the Southern Key Economic Region when forming a modern and synchronous transport system connecting the urban and industrial corridors between HCMC and neighboring provinces.

In order to best prepare for the project, right after National Assembly approved the investment policy and the Government decided to implement the project, since the beginning of July 2022, the Department of Transport has coordinated with the People's Committee of Ben Luc district, the consulting unit and other agencies to organize the reception of land clearance boundaries. Since then, Ben Luc District People's Committee has issued 319 notices of land acquisition for affected cases. In which, My Yen commune has 50 households, Tan Hoa commune has 24 households and Tan Buu commune has 245 households. At the same time, in mid-October 2022, the People's Committee of Ben Luc District held a meeting to announce the investment policy and hand over the notice of land acquisition to the affected households.

According to Chairman of Ben Luc District People's Committee - Tran Van Tuoi, for the Ring Road 3 project in Ho Chi Minh City, the district has completed the distraint of 380 households, an increase of 61 households compared to the original on an area of 43,33 hectares. Particularly, for the extension intersection with Provincial Road 830C site clearance landmark, the Center for Land Fund Development, Natural Resources and Environment Services is carrying out measurement work for additional distraint according to regulations. “Currently, the price appraisal unit has appraised the land price, which is expected to submit to the Provincial People's Committee for approval of the adjustment coefficient and compensation policy right in February 2023. At the beginning of March 2023, the district will hold a meeting of the people to collect comments on the draft compensation plan. From the end of March 2023 to April 15, 2023, the district will approve the compensation plan, issue a decision to recover the land and approve the value of compensation for each household and individual. It is expected that by June 2023, the district will hand over the ground to start the project "- Mr. Tran Van Tuoi confirmed.

According to the medium-term capital plan 2021-2025, the project will be allocated 2,555,954 billion VND. In which, the central budget capital for component 7 is 1,679,954 billion VND and component 8 is 876 billion VND; The local budget for component 7 is 178 billion VND and component 8 is 292 billion VND. In 2023, the allocated capital for the project is 1,304 billion VND.

Determination to start the project by June 2023

Department of Transport informed that, with the great determination of the Transport sector, up to now, the milestones of implementation of the Ho Chi Minh City Ring Road 3 project through the province have been basically completed compared to the plan and requirements of the Government such as completing the approval of feasibility study report, the Ministry of Natural Resources and Environment has organized the appraisal of the environmental impact assessment report and the consulting unit is finalizing the report for the Ministry of Natural Resources and Environment to approval. At the same time, the technical design work is also guaranteed by the units according to the plan.

However, the biggest difficulty for the province is that the source of common construction materials supplied to the project is currently scarce because many key transport projects have been deployed nationwide such as the highway to the East, Long Thanh Airport project, especially the source of sand for embankment. Meanwhile, the implementation of documents and procedures for mining encountered many difficulties due to the provisions of Law on Minerals, Law on Investment and Law on Land. To ensure the progress of the project, Director of the Department of Transport - Dang Hoang Tuan said: “The Department actively requested Tien Giang and Vinh Long provinces to assist in ensuring the supply of sand for leveling.

For stone materials, the province also contacted Binh Duong and Dong Nai provinces to request support. As for the source of soil materials for roadside embankment, the Department plans to coordinate with the Department of Natural Resources and Environment in surveying earthen tunnels, ensuring enough land to serve the project. We commit to the Provincial Party Committee, the Provincial People's Committee as well as to the Government to make efforts to ensure the construction of the Ring Road 3 project of Ho Chi Minh City will be started in June 2023, by 2025, it will be basically completed and  expressway will be opened, and by 2026, the entire project will be completed”./.

The Ring Road 3 in Ho Chi Minh City is an important transport line not only for the province but also for the Southern Key Economic Region. Therefore, the Provincial Party Committee and the Provincial People's Committee are focusing on directing to remove difficulties for the project, especially the site clearance to ensure the completion of the site clearance in the second quarter of 2023 to start the project. For some current difficulties, the province will closely coordinate with Ho Chi Minh City, Dong Nai and Binh Duong provinces to complete the procedures and documents as soon as possible. Particularly for the province, in addition to the central support, the province will find solutions from additional budget revenues, capital from land fund development to focus on allocating capital, ensuring sufficient capital for the project accordance with the requirements of the Government”.
