Digital transformation to build e-government, digital economy, digital society
The outbreak and prolonged Covid-19 epidemic has had a negative impact on all aspects of social life. However, this is also an opportunity for the province to promote digital transformation, build e-government, digital economy and digital society. Long An has been implementing drastically many solutions to achieve and exceed the digital transformation targets set out in the National Digital Transformation Program in the period 2021-2025.
Many outstanding results
From the beginning of July, the province implemented social distancing measures according to Directive 16 and until the end of August, the Provincial People's Committee strengthened the social distancing measures with the motto "stay where you are" to achieve the goal of epidemic prevention and control. At this time, most people order to buy essential necessities and pay online via apps. Ms. Le Thi Ly, living in ward 3 of Tan An city, said: "If I usually go to the market, supermarket to buy goods and pay cash, I will have to stay at home when the epidemic break out, then all forms of shopping, online payment via e-wallet or internet banking become a trend”.
Since the epidemic outbreak, the Information, Communication and Technology Sub-committee, the Provincial Steering Committee for Covid-19 Prevention and Control has regularly updated information about the epidemic situation in the province on the Zalo page of Long An e-government to provide information timely and officially to the people.

During the implementation of social distancing measues, the dossiers and administrative procedures of organizations and individuals are still carried out to solve by the Provincial Public Administration Service Center to ensure smoothness and convenience for people and businesses.
According to Deputy Director of the Provincial Public Administration Service Center - Luu Hieu Trung, from July 8 until now, although the Center does not accept dossiers directly, but it receives them through the Online Public Service (OPS) Portal and other public postal service with a total of 3,031 dossiers, currently paying the results through the public postal service of 795 dossiers. Statistics from the beginning of the year to the end of August, the center received more than 34,500 dossiers, of which nearly 11,000 dossiers received via online forms and handled over 33,000 dossiers for organizations and individuals. “Up to now, the province has provided 1,560 OPS level 3 and level 4. Of which, 1,399 OPS level 4; 161 OPS level 3 and the remaining 293 public services level 2. All are provided and announced on the Provincial Public Service Portal” - Deputy Director of the Provincial Public Administration Service Center - Luu Hieu Trung said.
Since 2020, the Provincial People's Committee has directed, invested and officially put into operation the Local Government Service Platform (LGPS). Up to now, the province has also coordinated with the focal units of the Ministry of Information and Communications and other ministries and sectors to successfully connect and officially put into operation many national online payment services and platforms (Paygov) that was integrated into the Provincial Public Service Portal as well as successfully connected to the National Database on business registration and the national database on population.
In addition, the province is currently running a trial to connect the one-stop shop inter-sector dossiers to the VBDlis software to process the land dossiers, then pass the tax and return the results to the one-stop shop system of land database. Currently, the Provincial People's Committee is also deploying for registration units to exploit the National Population Database under the guidance of the Ministry of Information and Communications, the Ministry of Public Security.
According to the assessment of the Provincial Party Committee, the information technology infrastructure serving to construct e-government and develop smart urban services has been gradually invested, basically meeting the requirements in recent years. The shared digital platforms were initially operated, and the shared software well served the management, operations and interconnection with the systems of central ministries and branches. Up to now, the province have been achieved most of the targets set by the Government, ensuring network safety and security.
Some sectors such as health, education, agriculture, natural resources - environment and finance have gradually built digital technology platforms and applications. At the same time, the province has been focusing resources on implementing important projects: "Building a shared database of the province in phase 1", "Building infrastructure, platforms and services for provincial smart urban areas phase 1", "Investing in 2-way conference system from province to communes" as well as focusing on speeding up the implementation of 100 percent of qualified OPS level 4. In the period 2016- 2020, the total investment capital for applying information technology in state agencies is more than 193 billion VND; By 2020, the province will have about 220 enterprises operating in the field of digital technology such as providing electronic hardware, software, information technology services, e-commerce and telecommunications with total revenue nearly 11,500 billion VND, estimated to pay nearly 200 billion VND to the state budget.

Focusing on synchronously implementing many solutions
In addition to the outstanding results, the digital transformation process still reveals many limitations when the digital infrastructure is not synchronized, the available level for information and communication technology applications is not high, the safety, network security has certain shortcomings. The quantity and quality of human resources in information technology is low, the number of enterprises is still small, they have not actively approached the application of digital technology, the scale of the digital economy is still small, and the people's ability to apply digital technology, the business is not high. Assessing the limitations, the Provincial Party Committee also frankly acknowledged that there are still some Party committees and authorities, especially the heads, who have not been really thorough in deploying and implementing digital transformation at present; a part of cadres and civil servants have not actively researched and applied digital technology; There is no effective solution to promote digital transformation for businesses and develop digital technology businesses.
Facing that fact, at the end of August 2021, the Standing Committee of the Provincial Party Committee approved Resolution No. 21 with specific orientations and solutions on digital transformation in the province to 2025 and orientation to 2030. Secretary to the Provincial Party Committee, Chairman of the Provincial People's Council - Nguyen Van Duoc affirmed that digital transformation in the province had to ensure the such following factors as people are considered as center; perception plays a decisive role; mechanism, policy and technology transformation is the driving force; digital platform development is a breakthrough solution; strengthening domestic and foreign cooperation is an important key solution, safety and network security.
In particular, the province focuses on bringing digital technology into all aspects of social life, state agencies operate effectively and efficiently based on data and digital technology, providing high-quality public services. The digital transformation process must be carried out synchronously on 3 key pillars throughout the province, including building digital government, digital economy and digital society. In digital transformation, it is also necessary to follow an open direction for people and businesses to participate and interact with state agencies; The State actively allows and provides open data for developing digital government, digital economy and digital society. In particular, many solutions to ensure safety and network security must be implemented so that digital transformation results are always sustainable.
To achieve these goals, the Standing Committee of the Provincial Party Committee requested all-level Party committees to strengthen the leadership of the Party and administration of all-level government, develop mechanisms and policies to create confidence to carry out the digital transformation comprehensively with the entire population in the province. In developing the e-government, it is necessary to aim at digital government to lead digital transformation, provide high-quality public services, optimize digital platforms to effectively solve socio-economic problems. In the development of the digital economy, it is necessary to gradually increase the proportion of the digital economy in order to strongly renew the growth model, improve the growth quality and transform economic structure of the province.
At the same time, develop a digital society for people and businesses to participate in transactions, interact with state agencies, increase publicity and transparency in social management and administration, and solve social problems. and jointly create value for the community. Firstly, the digital transformation will be implemented in priority areas such as healthcare, education, traffic - transportation and logistics, agriculture, natural resources - environment, finance - banking, energy and industrial production. The province strives to achieve above the national average by 2025 for digital transformation targets in the National Digital Transformation Program in the period 2020-2025 and above the national average for digital transformation indicators in the National Digital Transformation Program in the period 2025-2030./.
