Disbursement of public investment capital 2021 estimated at 96.9 percent of plan
In 2021, the total capital plan for implementing public investment projects according to the resolutions of the People's Council of Long An province and the policy of the Standing Committee of the Provincial People's Council is more than 5,840 billion VND. In which, provincial capital (including central support) is more than 4,362 billion VND, district management capital (including central support) is 1,637 billion VND.

By the end of October 2021, the value of implemented volume is more than 3,128 billion VND, reaching 53.6 percent of the plan; disbursed more than 3,072 billion VND, reaching 52.6 percent of the plan. Estimated disbursement for the whole year is 96.9 percent of the plan.
In 2021, there are 624 bidding packages belonging to the projects of the Provincial People's Committee as the investment decision level that have approved the contractor selection plan and implementation and implementation; in which, by form of bidding, there are 155 bidding packages for public bidding (of which there are 9 packages for domestic bidding and 146 packages for online bidding), 78 bidding packages for competitive bidding online and 391 packages of appointment of contractors.
For online bidding, in 2021, the Provincial People's Committee has assigned and the Department of Planning and Investment to advise and urge investors, bid solicitors, procurement agencies and other units concerned strictly follow the roadmap specified in Circular No. 11, dated December 16, 2019 of the Ministry of Planning and Investment.
At the same time, the Department of Planning and Investment also requires investors to report the list of bidding packages expected to deploy contractor selection in 2021. In which, it proposes bidding packages to deploy online contractor selection during the year to ensure adequate quantity and proportion in accordance with the requirements, the province's striving targets and the Government's regulations on the limit of bidding packages that must be selected for online contractor selection.
According to reports from investors in the province, by the end of October 2021, there were 708 out of 719 bidding packages for selecting online contractors (including bidding packages using district budget), reaching 98 .5 percent of bidding packages conduct open bidding and competitive offers. In general, the online bidding in 2021 at all units complies with regulations and achieves the number of online bidding packages required by the Provincial People's Committee at least 70 percent of the total number of open bidding packages and competitive offers. The advantages of online bidding are publicity, transparency, faster bid evaluation time, some units have a large number of bidders participating in online bidding, etc./.
