According to the assessment of the Agriculture and Environment sector, environmental protection has achieved some results in recent times. Many environmental issues have been addressed, the pressure from socio-economic development activities on the environment has been gradually better controlled; many facilities and sources of pollution, negative impacts on the environment have been minimized.

Environmental quality in some places has improved significantly; some forecasts of negative impacts on the environment from socio-economic development activities have been effectively prevented.

The province has proactively implemented solutions to improve the effectiveness of management work, towards sustainable environmental development

Activities to control and reduce environmental pollution in industrial parks have had many positive changes, the progress of installing automatic monitoring systems and transmitting data directly to the Department of Agriculture and Environment for monitoring and supervision has been accelerated.

The collection and treatment of domestic wastewater, domestic and industrial solid waste are carried out seriously and effectively with the trend of gradually reducing the landfill rate and increasing the rate of waste being recycled and reused. Hazardous waste is better managed through controlling emission sources, collection, storage, transportation and treatment. Some seriously polluted areas are gradually being renovated and restored. The process of coordination in performing public duties with all levels and sectors is strengthened and maintained regularly, removing difficulties and obstacles, creating conditions for businesses to develop, thereby actively contributing to the socio-economic development of the province.

Vinh Hung district focuses on performing well its tasks in the field of environment. The district fully implements the proposed solutions, deploys a number of pilot models to propagate and mobilize people to join hands in preserving and building the living environment.

In addition, the district was chosen by the province as the locality to implement waste classification at source in rural areas to serve as a basis for replication throughout the area.

According to Vice Chairman of Vinh Hung District People's Committee - Vo Van Bao, environmental management work in the locality has always been proactively implemented. In addition to directing localities, the district also focuses on promoting propaganda, disseminating legal regulations and building many typical, effective and suitable models on environmental protection. Thanks to that, local people proactively coordinate and participate. Currently, the district continues to replicate waste classification at source and propagate for people to grasp and implement.

In addition, environmental protection in the production and business activities is also closely inspected and monitored. The district focuses on implementing many solutions to improve and enhance environmental quality in this field. On the other hand, businesses also raise awareness and sense of compliance with environmental laws.

Units invest, build and effectively operate the waste gas and wastewater treatment system according to approved environmental records, install continuous monitoring stations for wastewater and exhaust gas quality to control and gradually limit pollution, contributing to improving the environment.

“We are always aware of the role and responsibility of enterprises in environmental protection. The district builds a standard wastewater treatment system, receives and fully treats wastewater from secondary enterprises; installs monitoring stations and transmits data 24/24 hours to the Department of Agriculture and Environment for monitoring and supervision. The area has a separate hazardous waste collection area, green areas, and periodic environmental reports in accordance with regulations; etc.” - representative of Hoa Binh Industrial Park (Thu Thua district) - Dang Trung Tin said.

Synchronizing solutions

Currently, the province is in the process of strong transformation, many projects are attracting investment, contributing to promoting socio-economic development. Along with that, the environment in the area faces many problems, challenges, and high risks of pollution if there is no serious and strict management.

To promote the achieved results and overcome the existing problems, according to Deputy Director of the Department of Agriculture and Environment - Nguyen Tan Thuan, in the coming time, it is necessary to further strengthen the management of environmental protection and consider this an urgent key task in the period of industrialization and modernization of the country associated with sustainable development.

The province pays attention to and implements the collection and treatment of solid waste, contributing to limiting pollution and protecting the environment.

The sector also proposes and advises on the synchronous implementation of 4 specific groups of solutions. Firstly, regarding the improvement of the organizational apparatus, the province continues to improve and enhance the capacity and organization of the environmental management apparatus of units and localities, ensuring the effective implementation of state management of the environment from the provincial to grassroots levels in order to improve the effectiveness and efficiency of state management in environmental protection.

The team of cadres and civil servants performing state management of environmental protection has a reasonable structure, arranging and re-arranging the existing payroll, timely supplementing to meet the requirements and specific tasks at environmental protection agencies and localities, must be properly trained in environmental expertise and profession, and meet the other requirements of environmental protection.

Second, in terms of capacity building, the province need to increase the quantity and quality of environmental management staff from the provincial to communal levels, train and improve the capacity of environmental management staff at all levels; strengthen the material and technical facilities for environmental management and closely coordinated with departments, branches and localities in the province; strengthen propaganda and legal education, raise awareness and responsibility for environmental protection, promote prevention and control of pollution sources; preserve and sustainably develop biodiversity and promote socialization of environmental protection activities; etc.

Third, in terms of mobilizing financial resources, the province needs to strengthen the mobilization of financial resources, increase investment and regular expenditure from the state budget for environmental protection; enlist the support of central ministries, branches and international organizations to implement environmental protection projects and biodiversity conservation projects in the province.

Finally, regarding the improvement of policies and laws, localities need to improve the functions and tasks of state management of environmental protection agencies from the provincial to grassroots levels in the direction of centralized management, unifying a focal point, with reasonable and specific assignments and decentralization; effectively and efficiently implement the Law on Environmental Protection and related decrees; strengthen close and effective coordination with the environmental police force in the fight against crimes and violations of environmental protection laws; develop environmental protection documents suitable to the development situation of the province, integrate environmental protection requirements into the planning strategies and development plans of local sectors; review and perfect the management and licensing processes in the field of environmental protection to ensure that the management and licensing processes are certified.

Develop a project to encourage and promote the socialization of environmental protection work, research and propose a list of priority subjects and fields for socialization and regulations and incentive mechanisms; study and promulgate incentive mechanisms for investment projects with environmentally friendly production technology, energy saving, efficient use of resources, low waste and low carbon; research and apply advanced technology to respond to climate change, resource management and environmental protection.

Develop areas where mineral activities are prohibited, temporarily prohibited in the province to protect mineral resources, propose reasonable exploitation solutions to meet the socio-economic development needs of the province; develop regulations to support the relocation of polluting facilities operating outside industrial parks and clusters, review the list and current status of facilities outside industrial parks/clusters.

At the same time, the province proposed to issue regulations on sharing environmental information so that other provinces can update, monitor and support environmental management work./.
