After 08 days of implementing social distancing according to Directive No. 16/CT-TTg dated March 31, 2020 by the PM across the whole province, the epidemic situation in the province is still very complicated, unpredictable and unexpected; The number of cases recorded daily is continuously increasing and at a very high level.
In order to achieve the goal of protecting people's lives and health, minimizing deaths, protecting the health system and the ability to treat and save patients, in addition to focusing to implement the prevention and control measures, the Provincial People's Committee asked the heads of departments, agencies, provincial mass organizations, chairpersons of People's Committees of districts, town, city and related units to focus on implementing the measures as the following contents:
1. Continue to direct the implementation of strict, drastic and full implementation of social distancing measures according to Directive No. 16/CT-TTg dated March 31, 2020 by the PM directed in Official Letter No. 7030/UBND-VHXH dated July 18, 2021 by the Provincial People's Committee.
2. Strengthen the implementation of some specific measures as follows:
2.1. Request all people in the province to minimize going out, shops and businesses must close from 18:00 to 06:00 every day, except for the following cases:
- Emergency, epidemic prevention and control forces or support forces at the request of coordination for disease prevention and control of functional agencies and local authorities.
- Officials, reporters, editors of newspapers and radio stations performing political tasks in the province, including the publication of newspapers.
- Urban environmental sanitation workers; troubles electricity, water, information systems and technical infrastructure.
Means of transporting essential goods; means of transport for forces performing epidemic prevention and control tasks; means of transportation for supplying materials serving production, import and export goods.
- Petrol retail stores at the gateways of the province.
2.2. For the purchase of food and essential foodstuffs: Recommend localities to deploy the distribution of "Essential vouchers" according to households, on even-odd days, divided by shopping time frame to minimize the density of person-to-person contact (each time frame is maximum 02 hours).
2.3. Deploy barriers (baries) at gateways, important connection areas between areas for all day-and-night control to limit unnecessary movement of people, ensure social distancing between hamlets and quarters isolated from hamlets and quarters, communes - wards - townlets isolated from communes - wards - townlets, districts - towns - cities isolated from districts - towns - cities.
The applied time is from 6p.m. on July 27, 2021 to the end of August 1, 2021.
3. The Department of Transport will coordinate with the Provincial in guiding and implementing to issue identification certificates for vehicles prioritized for circulation in the province during the implementation of social distancing in accordance with Directive No. 16/CT - TTg dated March 31, 2020 by the PM, especially the circulation in the period from 18:00 to 06:00 every day.
4. Provincial Public Security will coordinate with the Department of Industry and Trade, the Department of Transport, the Department of Health, the Department of Information and Communications, the People's Committees of districts, town and city and relevant agencies to agree and guide specific identification of forces and vehicles allowed to circulate after 18:00.
5. Provincial Public Security, Provincial Military Command, People's Committees of districts, town and city direct relevant functional forces to organize stations and checkpoints to separate and organize patrol and control all day-and-night on inter-commune and inter-district roads, observe regulations in residential areas, on the streets and strictly handle violations, administrative detention in case of opposition to law enforcement officers. For organizations and individuals that intentionally violate the epidemic to spread the disease, causing serious consequences, the competent authority will promptly investigate and prosecute criminal cases if there are sufficient elements to constitute a crime, etc.
6. Department of Information and Communications, Long An Newspaper, Long An Radio and Television Station promote and regularly inform and propagate so that all people and authorities in the province know and comply, strictly implement the above regulations on epidemic prevention and control, contribute to quickly preventing, controlling and repelling the Covid-19 epidemic in the province./.
