The province directs departments, branches and localities to continue reviewing and reducing the time and dossier components of administrative procedures, especially those related to investment, land and business registration.

In addition, the Provincial Steering Committee for Administrative Reform concretizes and issues many documents directing and implementing administrative reform tasks associated with socio-economic development plan, improving the business environment; innovating the working methods of state administrative agencies; promoting digital transformation; enhancing the handling of records, work in the electronic environment, handling administrative procedures online, creating maximum convenience for people and businesses.
At the same time, the province strengthens inspections associated with assessing the responsibility of leaders in implementing office culture and administrative reform work of agencies, units and localities.
Deputy Director of the Department of Home Affairs - Tran Hai Tuan said that recently, the Department of Home Affairs has coordinated with the People's Committees of districts to organize training courses on administrative reform, SIPAS and PAPI in 2024. The training courses combined with seminars help leaders and officials, civil servants and public employees in charge of administrative reform to remove difficulties that they are facing, overcome the situation of records, networks, data, etc being erroneous, missing, redundant for many reasons and how to fix the late cases, helping to ensure progresses according to regulations, contributing to increasingly improving PAPI in the coming time.
PAPI is an index to monitor the effectiveness of the implementation of State policies and laws based on people's feedback and has been initiated since 2009. PAPI in 2024 continues to measure 8 content area indicators including: participation of people at the grassroots level; publicity and transparency in decision-making; accountability to the people; control of corruption in the public sector; public administrative procedures; environmental management; e-governance. |

According to the Chairman of Duc Hoa District People's Committee - Le Thanh Phong, in 2024, the district focused on directing departments, branches, socio-political organizations, People's Committees of communes and towns to effectively implement the remaining limitations in administrative reform work to improve PAPI.
The District People's Committee directs communes and towns to organize public disclosure in writing on the posting boards at the headquarters of the People's Committees of communes and towns, neighborhoods, hamlets and integrate them into radio programs of communes and towns on the following areas: the situation of management of the state budget and procurement of public assets; construction investment; land management; regimes and policies for people with meritorious services, social policies; administrative procedures and fee; capital mobilized, contributed and sponsored by individuals and organizations; etc.
In 2024, the Standing Committee of Duc Hoa District Party Committee deployed and implemented the theme of "Mass mobilization in creating consensus, improving people's satisfaction index".

Chairman of Thanh Tri commune People's Committee, Kien Tuong town - Ngo Minh Tong said that on June 6, 2024, the People's Committee of the commune issued Plan No. 517 on improving PAPI in 2024. In the past time, the commune has thoroughly grasped the spirit of serving the people wholeheartedly to all cadres and civil servants. Thanks to that, when people come to perform administrative procedures, they are warmly welcomed and enthusiastically guided.
These positive changes not only contribute to improving the service quality of state administrative agencies but also increase the satisfaction level of people and organizations in the area.
Regarding the content of publicity and transparency, the commune promotes the dissemination of the Law on Access to Information to sectors, members, cadres and civil servants about citizens' right to access information through many forms such as posting news and articles on mass media, receiving people, handling complaints and denunciations, distributing 100 free documents to disseminate legal education, etc.
In addition, the commune reviews and evaluates poor and near-poor households to ensure publicity, transparency and compliance with procedures. The evaluation has the participation of sectors, organizations and people. The data and list of poor and near-poor households after evaluation are announced on the loudspeaker system; posted at the cultural houses of 3 hamlets and the commune People's Committee to ensure that 100% of households are informed. According to the statistical results up to October 28, 2024, the commune has 9 poor households, accounting for 1.13%; There are 37 near-poor households, accounting for 4.65% (according to the multidimensional poverty standard for the period 2022-2025).
The content of "public administrative procedures" and "one-stop" mechanisms continue to be seriously and effectively implemented at the commune-level reception and result delivery departments, contributing to improving the transparency and publicity in handling administrative procedures, gradually improving the satisfaction of people and businesses. The number of administrative procedures implemented under the "one-stop" mechanisms (from January 1, 2024 to October 28, 2024) is a total of 388 records. Of which, 226 records are online, reaching 58%; 162 records are direct, reaching 42%; 247 records are resolved ahead of schedule, reaching 63.6%; 138 records are resolved on time, reaching 35.5%; Digitalization of administrative procedure records reached 100%; 105/287 records were resolved online, reaching 36.59%; etc.
Administrative reform, improving the efficiency of governance and public administration were carried out by all levels.
