In 2021: Long An to be supplemented with over 38.4 billion VND to build new-style rural area

The People's Council of Long An province has just agreed to allocate regular funds from the central budget in 2021 to implement the National Target Program on building new-style rural areas in the province.

According to Decision No. 1379/QD-TTg dated August 2, 2021 of the PM, Long An province is supplemented with regular funding for the implementation of the National Target Program on building new-style rural in 2021 with 38.443 billion VND. Based on the report of the Provincial People's Committee, the Provincial People's Council agreed to allocate this funding source to implement 6 contents.

Firstly, about socio-economic infrastructure development, the province will allocate 1.140 billion VND (accounting for 3 percent), to complete the system of commune cultural and sports centers, cultural houses - hamlet sports areas and complete works to ensure the supply of daily-life water for people. 

Regarding production development associated with agricultural restructuring, rural economic restructuring, and income improvement for people, 11.063 billion VND (accounting for 28.8 percent) will be allocated to implement the following contents: Developing production links along the value chain and developing rural industries; support in fostering human resources for cooperative development; improve the quality of vocational training for rural workers; improve the quality of cycle implementation in the One Commune One Product (OCOP) program. 

Regarding the content of education development in rural areas, the province will allocate 7.940 billion VND (20.7 percent) to support facilities for schools that ensure the conditions to meet the national standards at level 1 (priority is given to support communes to register to meet new-style rural standards in 2021, communes with overloaded schools in industrial zones and clusters); implement education universalization, illiteracy eradication and re-illiteracy fight.

For rural environmental sanitation, the province allocated 9.4 billion VND (accounting for 24.5 percent) to support solid waste collection and treatment; collect and treat domestic wastewater in a concentrated and scattered manner; renovate green - clean - beautiful environment (allocation level: average commune level 50 million VND per commune; district level: 90 million VND per district).

Regarding quality improvement, promoting the role of Party organizations, authorities, socio-political organizations in building new-style rural areas, will allocate 885 million VND (accounting for 2.3 percent) to implement the Campaign "All people unite to build new-style rural areas and civilized cities"; the campaign “Building a 5-no 3-clean family”; Project of Ho Chi Minh Communist Youth Union participating in building new-style rural.

Finally, the content of improving the capacity of monitoring the implementation of the Program and communicating about new-style rural construction, program management expenses, is allocated a budget of 8.015 billion VND (accounting for 20.8 percent).

The resolution on allocating regular funds from the central budget in 2021 to implement the National Target Program on building new-style rural areas was approved by the Xth Provincial People's Council at the 3rd session (thematic session) and effective from October 15, 2021.

The Provincial People's Council assigned the Provincial People's Committee to organize the implementation of this resolution and decide on the harmonization of the total allocated capital, ensuring efficiency but without changing the total capital source and not creating new spending tasks./.
