In 2019, the construction of e-government is concerned by departments, localities in the province to perform and implement effectively; In particular, the application of information technology (IT) in the activities of state agencies has many positive changes. The situation of exchanging electronic text with digital signatures increased dramatically compared to 2018, with 192,194 out of 227,508 documents being digitally signed, reaching 84 percent (an increase of 40 percent compared to 2018, exceeding the plan by 2019 by 14 percent).
Up to now, 100 percent of departments, branches and district people's committees have deployed intranets and firewall equipment; over 97 percent of cadres, civil servants and officials at all levels are equipped with computers to serve their work. The task of network information security is focused on implementation, the province's key information systems operate stably, so as not to cause serious information security incidents.
In addition to the achieved results, the implementation and construction of e-government in the province still have some shortcomings: the people’s awareness and ability of IT application are still limited; many application software and databases of branches are still fragmented, not shared and interconnected within the province and between the provinces and ministries and branches; a number of specialized databases have been implemented but not guaranteed to update sufficient information and data; Many computers equipped with cadres and civil servants, especially at the commune level, have been invested for a long time, have not been upgraded or replaced yet, thus, cannot meet the demand for use.

At the same time, the Provincial Steering Committee for building e-government focused on contributing ideas, approving a number of draft documents: Regulation on managing, operating and using data transmission network of special-use level II in the province; regulations on managing and using the Government’s specialized digital signature authentication service; Action plan to implement the Resolution "on developing the provincial smart city service in the period of 2020-2025"; etc./.
