The Directive clearly states:

Through the time of implementing social distancing according to Directive No. 16/CT-TTg, dated March 31, 2020 and Official Letter No. 969/TTg-KGVX, dated July 17, 2021 by the PM, the whole political system from the provincial levels to the grassroots levels, the business community and classes of people have made great efforts to overcome difficulties, united their will and act in a drastic fight, seriously implementing urgent measures on the Covid-19 epidemic prevention and control. Up to now, the province has actively screened for Covid-19 infections in the province, especially in 5 localities in the province's key economic regions; at the same time, blockade, trace, isolate and treat in accordance with regulations. Therefore, the province has basically controlled the situation.

However, in the coming time, the epidemic situation will be very complicated, the number of infections will continue to increase while human resources, facilities, materials and equipment for epidemic prevention and control are not yet available guarantee or overload; a part of the people still have a lot of subjective psychology, neglect, lose vigilance, gather and travel a lot; The drastic inspection, control and strict sanctions in implementing social distancing are still very limited and not strict, especially in localities with low number of Covid-19 cases (such as Kien Tuong town and districts of Tan Hung, Vinh Hung, Moc Hoa, Tan Thanh, Thanh Hoa, Duc Hue, Chau Thanh, Tan Tru and Thu Thua).

In order to promptly correct and overcome shortcomings and limitations in disease prevention and control, and at the same time strictly implement the Emergency Call dated July 21, 2021 by the Standing Secretariat on continuing to strengthen for the Covid-19 epidemic prevention and control, the Executive Board of the Provincial Party Committee directed:

1. The whole political system from the provincial level to the grassroots levels continues to focus on epidemic prevention and control, with the goal of "protecting people's health and life first and foremost"; absolutely be not negligent, subjective, loose of vigilance. Continue to thoroughly grasp, and organize the implementation of seriously, drastically and effectively the direction of the Central Government and the province on strictly implementing Directive No. 16/CT-TTg of the PM; especially Conclusion No. 07-KL/TW, dated June 11, 2021 by the Politburo on a number of key tasks to strengthen the Covid-19 epidemic prevention and control and socio-economic development. Promptly encourage, praise and reward localities, organizations and individuals that do well; strictly handle violations of regulations during the time of social distancing.

2. Comrades of the Executive Committee of the Provincial Party Committee, members of Provincial Party Committee, heads of Party committees and authorities at all levels, based on the functions, tasks and areas assigned to be in charge, uphold the sense of responsibility, closely with the grassroots, firmly grasp the situation to strengthen the direction and implementation of measures to prevent and control the epidemic closely and effectively; promptly share, support and encourage forces participating in the prevention and control of Covid-19. Proactively propose and promptly solve difficulties and problems arising in the area, ensuring that it is suitable to the actual situation and does not cause frustration among the people.

3. The Party Committee of the Provincial People's Committee leads the People's Committee of the province and the Steering Committee for the prevention and control of dangerous epidemics on human in the province to urgently concretize and direct the organization to strictly implement Directive No. 16-CT/TTg for the province's "green zone" (including: Kien Tuong town and the districts of Tan Hung, Vinh Hung, Moc Hoa, Tan Thanh, Thanh Hoa, Duc Hue, Chau Thanh, Tan Tru and Thu Thua) and additional solutions to strengthen the implementation of Directive No. 16-CT/TTg for the "red zone" (including key localities such as Tan An city and districts of Duc Hoa, Ben Luc, Can Giuoc and Can Duoc); at the same time, establish a "Safety Ring", which strictly controls the movement and passage between the two regions on all traffic routes, trails and openings.

Strengthen the direction, review and strictly handle organizations and individuals that violate regulations on epidemic prevention and control and localities that are still negligent and subjective in the Covid-19 epidemic prevention and control.

Continue to direct relevant authorities, especially the health sector, to urgently coordinate with localities to develop appropriate scenarios and plans to proactively respond to all new situations and developments of the Covid-19 epidemic; have solutions to improve the efficiency of testing, isolation and treatment, etc.; focus on speeding up the implementation of vaccine injection to ensure safety and effectiveness.

Closely coordinate, regularly exchange, and promptly provide information with the Working Group of the Ministry of Information and Communications in Ho Chi Minh City to promote the deployment of technology platforms and applications in Covid-19 prevention and control.

Coordinate with ministries, branches and the Government's special working group to make the most of the support and aid to ensure human resources, the needs of physical foundations, medical equipment and medicines. serving the epidemic prevention and control; focus on capacity building, promptly handle, receive, care for and treat F0 cases, especially severe cases; detailed, easy-to-understand, easy-to-follow instructions for operating in isolation areas, blockade areas, isolation at home according to regulations, etc.

Continue to direct, coordinate and organize well the transportation and supply of essential goods for life and goods for production to ensure smooth, convenient and absolutely no congestion. Develop a plan to coordinate and create conditions to support people from epidemic-hit areas to localities to ensure strict management and isolation according to regulations. Directing to fully equip the necessary costumes and equipment to protect the team and forces on duty of epidemic prevention and control (especially the medical team, doctors, sampling, testing, checkpoints, etc.) to ensure compliance with technical standards as prescribed and guided by the Ministry of Health.

Direct the review of the mechanism and funding sources for implementing policies, equipping facilities for the prevention and control of the Covid-19 epidemic in the province to promptly request the competent authorities (Provincial Executive Board of Provincial Party Committee, People's Council) for the implementation policy, meeting the requirements and tasks arising in the coming time.

4. The Party Committee of Provincial Public Security directs the Provincial Public Security to host and coordinate with relevant agencies and localities in formulating plans and thoroughly grasping and implementing synchronously the strict control of vehicles and people moving and traveling within the province; strictly handle violations. At the same time, there is a plan to ensure political security, social order and safety; do not allow hot spots, complicated situations or surprises.

5. The Party Committee of Provincial Military leads the effective implementation of measures to strengthen epidemic prevention and control; promote the role of presiding over, coordinating and operating the activities of concentrated isolation areas and field hospitals to collect and treat Covid-19 disease to ensure strict, safe, effective, and prevent cross-infection and infection in the service force; coordinate forces to spray disinfectants at blockade areas; organize convoys to transport goods to serve the people. Work closely with relevant forces to be ready to handle situations that arise.

6. The Propaganda ans Traning Department of Provincial Party Committee host and coordinate with relevant agencies in timely orientong the content and form of propaganda; strengthening and proactively providing timely and accurate information on the epidemic situation to media agencies to guide public opinion; directing and guiding localities to organize mobile propaganda teams and groups to each residential area, especially isolation and blockade areas, contributing to strengthening trust, unity, consensus and shared by all classes of people in the prevention and control of the epidemic. It coordinates with relevant authorities to promptly and effectively handle communication-related cases, especially strictly handling violations, distorting, inciting, opposing, causing insecurity and disorder affect epidemic prevention and control.

7. The Provincial Party Committee for Mass Mobilization hosts and coordinates with the Fatherland Front and other socio-political organizations in the province, to continue strengthening the dissemination and propaganda to raise awareness, responsibility and skills for union members. Members, religious dignitaries, religious compatriots and people strictly and actively participate in the prevention and control of the Covid-19 epidemic; each unit actively mobilized, gathered volunteers, quickly trained knowledge and skills in epidemic prevention, ready to perform tasks when required.

Arouse the spirit of mutual affection, mutual affection, helping each other overcome difficulties; continue to mobilize resources, promptly take care of the people, especially those in difficult and disadvantaged circumstances; at the same time, strengthen monitoring, inspection and supervision of implementing Resolution No. 68/NQ-CP, dated July 1, 2021 by the Government and Decision No. 23/2021/QD-TTg, dated 07 July 2021 by the PM stipulating the implementation of a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic.

8. Standing Committees of district, town and city party committees, especially those in the "green areas" of the province, must uphold the initiative and creativity to well implement the motto "4 on site"; thoroughly grasp and strictly implement regulations on epidemic prevention and control during the implementation of social distancing for cadres, party members, civil servants, public employees and employees; strongly promote the direct and comprehensive role in leading, directing, organizing the implementation, inspection and supervision:

Develop detailed plans, mobilize all social resources, assign the right people, clear tasks and clear responsibilities; organize the implementation of Directive No. 16-CT/TTg seriously and effectively and measures to supplement and strengthen Directive No. 16-CT/TTg; in which, strictly observe the regulations on isolation between families, hamlets, quarters, communes and districts; In particular, it is necessary to strictly control the movement of people in each locality, especially between localities with a high number of infections and the remaining localities to prevent spread, and strictly control the scope of infection.

Promote the role of a core force at the grassroots level, promote extensive propaganda, with various forms, close to the current epidemic situation, to mobilize people to voluntarily and seriously implement regulations on epidemic prevention and control; strictly implement social distancing regulations throughout the province, especially in blockade areas, concentrated isolation areas, crowded areas and high population density.

Strengthen inspection, supervision and correction of shortcomings and limitations; direct the payment and settlement of funds related to epidemic prevention and control to ensure compliance with regulations; at the same time, resolutely and strictly handle cases where people violate and the force on duty lacks a sense of responsibility, affecting the effectiveness of epidemic prevention and control. Timely detect positive factors, typical organizations and individuals, dynamic, creative, overcome difficulties, brave and so  on to encourage and reward.

Direct, inspect and supervise the role of heads of Party Committees and People's Committees of communes, wards and townlets in developing detailed implementation plans, ensuring that the all-level directives are organized and implemented promptly to each hamlet, neighborhood and household. Strengthen and promote the role of the Community Covid Team in propagating and mobilizing the people and checking and supervising the strict implementation of regulations in the blockade area, especially strict supervision and management families with cases of F0, F1 and isolated cases at home, etc. Organize thoughtfully and closely coordinate the care and supply of food, food and essential goods for people in the locality. table; assigning day-and-night hotlines to promptly deal with people's recommendations and reflections.

Assign the Party Committee of the Provincial People's Committee to host and coordinate with relevant agencies in, monitoring, guiding, inspecting and urging the implementation of this Directive; regularly summarize and report to the Standing Committee of the Provincial Party Committee and the Executive Board of the Provincial Party Committee on the situation, implementation results and problems arising in order to promptly lead and direct the settlement.
