Accordingly, the Provincial People's Committee requested heads of departments, branches, provincial mass organizations and chairpersons of People's Committees of districts, town and city to promptly, fully and effectively implement the direction of the PM, Deputy Prime Minister on Covid-19 epidemic prevention and control; the head is fully responsible for the epidemics prevention and control in the locality; resolutely prevent the epidemic from entering and spreading in communities, industrial zones and clusters; further strengthen the direction and ensure the effectiveness and efficiency of the proposed epidemic prevention and control measures.

The Economic Zone Authority, Department of Industry and Trade, Department of Planning and Investment, Department of Health, People's Committees of districts, town and city to direct and guide all industrial parks, industrial clusters and economic zones of border gates, factories and enterprises must strictly follow the epidemic prevention and control procedures, self-assess the level of safety, and update the Covid-19 safety map. They resolutely stop the operation when it is not safe and do not update the security level on the system.

Direct the implementation of mandatory medical declaration for all workers in industrial parks, industrial clusters, border-gate economic zones, factories, enterprises and related people (persons supply, transport materials, goods, meals, etc.); strictly punish cases of failure to declare, untruthful and incomplete declaration according to regulations.

The factories and enterprises, especially industrial parks, industrial clusters, and border-gate economic zones are directed to take measures to ensure disease prevention and control, ensure safe production without stalling or break the production chain.

The results require localities and units to update in a quick daily report and send it to the Provincial Steering Committee (through the Department of Health) to summarize and report to the Provincial People's Committee and the National Steering Committee according to regulations. 

Departments of Labor - Invalids and Social Affairs, Economic Zone Authority, Departments of Industry and Trade, People's Committees of districts, town and city should strengthen coordination to closely manage local workers, especially from provinces, cities are having epidemics according to regulations and guidance of health agencies.

The Department of Health will coordinate with localities to actively review and have a plan to improve testing and treatment capacity, ensuring not to be passive when epidemics arise according to the motto 4 at the sites; in which, it is necessary to review and propose to upgrade the number of beds, necessary medical equipment and supplies to meet the requirements of field hospitals and hospitals treating positive Covid-19 cases.

The Department of Health coordinated with the Department of Information and Communications, the Economic Zone Authority, the Department of Industry and Trade and related sectors and localities to proactively propose the establishment of a "Quick Response Information Team" according to the direction and guidance of the Ministry of Health and relevant ministries and branches to improve the effectiveness of epidemic prevention and control in industrial parks, industrial clusters and border-gate economic zones in the province./.
