Tay Ninh reviews 2025 public investment progress

On October 1, in Tan Ninh Ward, Member of the Provincial Party Standing Committee and Vice Chairman of the Tay Ninh People’s Committee Nguyen Hong Thanh chaired a working session to review the implementation progress and capital disbursement of projects managed by the provincial Project Management Board for Construction Investment.

The meeting was attended by leaders of provincial departments and units, including Finance; Construction; Agriculture and Environment; Culture, Sports and Tourism; the Provincial Land Development Center; the Provincial Development Investment Fund; the State Treasury – Region XVIII; along with leaders of the People’s Committees of Tan Ninh, Binh Minh, Ninh Thanh, Trang Bang, An Tinh wards, and the communes of Tan Bien, Hao Duoc, Chau Thanh, Ninh Dien, Loc Ninh, Truong Mit, and Hung Thuan.

In 2025, the Tay Ninh Provincial Project Management Board for Construction Investment and 9 affiliated regional boards were allocated a total capital plan of VND 5.715 trillion. As of September 29, disbursement had reached VND 3.748 trillion, equivalent to 65.59 percent of the plan.

Of this, the provincial board was assigned to implement 71 projects with a total capital of more than VND 3.295 trillion, achieving a disbursement rate of 70 percent. Cumulative disbursement is projected to reach 100 percent by December 30, 2025.

However, 1,494 projects managed by regional project management boards recorded a disbursement rate of only 59.7 percent, with two units reporting less than 50 percent.

According to the Tay Ninh Provincial Project Management Board for Construction Investment, out of 35 projects currently in the preparation stage, 16 have had their investment policy reports approved, 8 are under appraisal by the Department of Finance, and 11 are in the process of drafting investment policy proposals.

Currently, 3 projects are behind schedule due to both objective and subjective causes. Of the 16 projects, 7 have begun disbursing compensation and support funds to households, while the remaining nine have yet to have their compensation and resettlement plans approved. 3 projects have already received site handover for construction, while 4 are still pending — including Component Project 4 on compensation and resettlement for the Ho Chi Minh City–Moc Bai Expressway section through Tay Ninh Province. The latter is awaiting allocation of funds by competent authorities to pay the remaining households and complete land clearance.

At the meeting, local agencies and project units outlined their challenges and obstacles, while also putting forward proposals and solutions designed to accelerate capital disbursement and ensure timely implementation.

Concluding the working session, Member of the Provincial Party Standing Committee and Vice Chairman of the Tay Ninh People’s Committee Nguyen Hong Thanh requested departments, sectors, and units to strengthen coordination to ensure consistency in implementation, while also developing specific solutions and promptly reporting any difficulties or obstacles that may arise.

He also called on the State Treasury – Region XVIII to publicize and ensure transparency in disseminating new directives from higher authorities, provide uniform guidance on dossiers and payment documents, and harmonize interpretations of regulations. The Treasury was further asked to organize training sessions on newly issued legal provisions.

The project owners must take a proactive approach in carrying out their tasks, ensuring complete and accurate documentation to avoid errors that could affect progress. He underscored the target of achieving a 100 percent disbursement rate of allocated capital by the end of 2025./.
