Many positive results
Immediately after the merger, the new Tay Ninh province received the entire capital plan and list of ongoing public investment projects from the two old provinces. The review and re-evaluation of the investment portfolio was carried out urgently, ensuring consistency in capital allocation and management according to the general direction.
Following the direction of the Ministry of Finance, all capital plans previously assigned to the district level have been adjusted to the provincial level.
Projects that were implemented before the merger continue to be allocated capital for implementation. However, a series of procedures will have to be adjusted, such as changing investors, updating accounts, and re-signing contract appendices to comply with the new administrative organization.
Although the initial conversion affected the disbursement progress, especially in the preparation of payment and settlement records, the province proactively directed functional units to closely coordinate with investors to ensure that the investment process was not interrupted.
According to Mr. Truong Van Liep - Director of the Provincial Department of Finance, the total public investment capital plan from the state budget in 2025 is 15,697 billion VND. By early July 2025, the whole province had disbursed 7,491 billion VND, reaching 47.7% of the plan. Of the 48 investors (including 25 from the old Long An and 23 the old Tay Ninh), 22 units disbursed over 50%.
Many units have achieved outstanding disbursement results at high levels such as the Department of Finance, the Tan An City Regional Project Management Board, the Border Guard Command, the Can Giuoc Regional Project Management Board, the Department of Culture, Sports and Tourism, and the Hoa Thanh Regional Project Management Board.
At the same time, a number of large projects with high capital allocation also achieved very positive disbursement rates such as Component Project 4 - compensation, support, and resettlement of the Ho Chi Minh City - Moc Bai Expressway section through Tay Ninh with 1,504 billion VND, disbursed 1,348 billion VND, reaching 89.6%; the project to renovate and upgrade Provincial Road 830C was allocated 1,000 billion VND, disbursed 819 billion VND, reaching 81.8%; Truong Chinh Street - from Provincial Road 781 to 30/4 Street, disbursed 342 billion VND out of a total capital of 435 billion VND, reaching 78.6%.
Removing the bottleneck of site clearance

Although the disbursement results are higher than the national average, the province still believes that it has not met the set expectations. According to assessments from functional departments and branches, the biggest obstacle is site clearance.
At many projects, especially key transport infrastructure projects, compensation and resettlement support work is facing many difficulties.
The Provincial Road 830E project is a key project that started construction in April 2023 and is still stuck in site clearance. This project in My Yen and Ben Luc communes, Tay Ninh province has paid compensation to 798 cases, reaching 36.77/40.16 hectares, however, there are still 80 households, equivalent to 3.39 hectares, who have not agreed with the compensation price and resettlement policy.
In addition, the resettlement area has not completed the infrastructure, directly affecting the handover of sites.
Moreover, the disbursement work is also under pressure from the transfer of the entire district-level capital plan to the provincial level after the merger. Due to the large number of projects, many of which are of small value but require review, comparison, and synthesis of the entire volume.
A number of officials who were in charge of construction investment work at the district level were transferred to other positions or changed their work units after the merger, leading to difficulties in inheriting information, records, and data.
Some projects are no longer suitable for the new situation, such as old commune headquarters that are no longer in use, forcing them to suspend or adjust investment targets.
Mr. Nguyen Van Hung - Director of Long An Construction Investment Project Management Board, said that the unit is currently assigned to be the investor of 76 projects under the 2025 public investment plan, with a total capital of more than 5,701 billion VND. As of July 23, 2025, the disbursement value reached more than 2,032 billion VND, equivalent to 35.65% of the plan.
In the coming time, the unit will continue to coordinate with departments, branches and localities to review each specific project, focus on removing obstacles in site clearance, and speed up the implementation progress for projects with low disbursement rates.
At the same time, it will urge construction contractors to closely follow the committed progress, ensure construction quality and transparency in investment capital management.
The positive signal is that many projects are entering the acceleration phase, which is expected to create a strong driving force for capital disbursement in the last months of 2025.
Currently, some projects are in the bidding process, such as the project of access roads to 3 bridges on Provincial Road 827E, allocated 200 billion VND, expected to start construction on August 19, 2025; the bidding package for purchasing artificial kidney dialysis machines and emergency equipment worth 72 billion VND is preparing to open bidding in August 2025.
On the other hand, the province is also speeding up the completion of procedures to pay compensation to people in major projects such as access roads to 3 bridges on Provincial Road 827E (1,575 billion VND), site clearance for Provincial Road 830E (93 billion VND), site clearance for resettlement area for Provincial Road 830E and urban development project (249 billion VND).
Some projects under construction have resolved problems with materials and clean sites such as Ho Chi Minh City Ring Road 3 and Provincial Road 823D. This will help speed up the implementation and disbursement progress.

In order to ensure the progress of disbursement of public investment capital, Chairman of the Provincial People's Committee Nguyen Van Ut requested sectors and localities to be determined, closely coordinate, and effectively implement assigned tasks. The province aims to disburse at least 75% by the end of the third quarter and complete 100% of the plan by the end of the year.
To achieve this goal, investors must review the entire volume of work performed, complete acceptance records, and establish payment procedures in accordance with regulations. Disbursement must be closely linked to control of construction quality and construction safety, to prevent loss, negativity, and waste.
The province established two specialized working groups to monitor and urge the progress of key projects, promptly remove difficulties, handle slow procedures or report to competent authorities to request solutions.
The investor units must strengthen their responsibility, work resolutely, and complete each content, not allowing backlogs or prolongation. Inspection and supervision work must be strengthened, especially for large, key national projects and regional linkage projects.
In the context of large-scale administrative reorganization, the disbursement of public investment capital in Tay Ninh is generally stable and has many outstanding highlights.
