The province-managed capital more than 3,917 billion VND, disbursed value was more than 1,746 billion VND, reaching 44.6 percent of the plan.

Some capital sources as of September 15, 2021 have a low disbursement rate - less than 40 percent: the ODA capital (disbursed 12.8 percent); land use levy (26.4 percent); capital exceeds land use levy (23.1 percent); capital exceeds lottery revenue (22.8 percent); capital exceeds balance revenue (21.2 percent); Central budget capital (35.2 percent); loans from foreign governments (39.6 percent). By September 15, 2021, 15 investors disbursed over 60 percent of the plan; 4 investors disbursed from 50 percent - 60 percent of the plan; 2 investors disbursed from 30 percent - 50 percent of the plan; 6 investors disbursed less than 30 percent of the plan. In addition, 5 investors have not yet disbursed.

Deputy Director of Department of Transport - Nguyen Hoai Trung said: “There are many reasons for low disbursement. In particular, due to the Covid-19 epidemic, materials are scarce, transportation to Long An area faces many barriers, so costs are high, and it is difficult to mobilize workers.

In addition, the process of implementing and disbursing ODA capital takes a long time. The settlement of the project has not been paid due attention, so it is still slow to complete the settlement procedures. There are still cases where the contractor is slow in construction and has not taken the initiative in gathering construction materials right from the time the site is handed over; It also disperses human resources when winning multiple bidding packages at the same time.

According to the assessment of the province, there are still investors who are still slow to urge the construction contractors to implement the project according to the set schedule; delay in proposing to harmonize capital plans from projects with excess capital to projects with insufficient capital. Some projects have construction equipment at the factory in Ho Chi Minh City, so they cannot be accepted and paid.

Focusing on speeding up in the last months of the year

To ensure the disbursement of public investment capital in 2021 reaches 100 percent at the end of the year, the Provincial People's Committee requires the sectors, localities and investors to consider the implementation of the project and disbursement of capital as important tasks that need to be acted drastically.

The well-scheduled implementation and disbursement of public investment capital will boost growth targets and contribute to the province's socio-economic development. On the contrary, if the progress of implementation and disbursement is congested, stagnant or delayed, it can lose the opportunity for development and breakthrough.

Accordingly, the Provincial People's Committee directed all levels, sectors and investors to have drastic and effective solutions to speed up the implementation and disbursement of capital. In the process of deploying and implementing each project, encountering difficulties and problems must be promptly removed.

Information from the Department of Planning and Investment, on the side of investors, localities need to closely coordinate to focus on implementing site clearance. Then, they hand over to the construction unit to speed up the progress, soon put the work into use and promote investment efficiency. On the other hand, the investor must actively review the volume of implementation, if the projects are eligible, they are conducted to check and take over, set up payment procedures immediately.

Through research, one of the reasons affecting the progress of implementation and disbursement of capital in some traffic works is due to problems in site clearance. However, when the epidemic situation is under control, the implementation and disbursement of capital for traffic works will be less difficult.
