‘Speeding up’ to disburse investment capital

Good implementation of the project schedule and disbursement of public investment capital will contribute to accelerating socio-economic development

There are still very low disbursement projects

Over the past time, the Provincial People's Committee often paid attention to and directed investors, departments, branches and localities to implement and disburse public investment capital. The Provincial People's Committee emphasized that this must be considered a key political task, must have the highest determination and effective implementation solutions. The requirement is that the overall disbursement rate of public investment capital will reach at least 70 percent of the plan by September 30, 2021and reach 100 percent of the allocated capital by the end of the year, (including the capital plan for 2021 and capital in 2020 extended). 

The well-scheduled implementation and disbursement of public investment capital will contribute to accelerating socio-economic development, on the contrary, it may delay development opportunities. Along with other units, localities and investors, from the beginning of the year until now, the Long An PMU on construction investment of civil and industrial works has regularly paid attention to implementing and disbursing the public investment capital in 2021 at the works and the project invested by the unit.

As of September 16, the unit was allocated a capital of more than 503 billion VND. In which, capital for basic construction is concentrated at 68 billion VND; Lottery capital is more than 329 billion VND; Central budget support has a target of more than 26 billion VND; land use fee is more than 38.6 billion VND; provincial budget reserve capital is 33 billion VND, etc.

From the above allocated capital, the unit has implemented and disbursed 271 billion VND, reaching 54 percent of the assigned capital plan in 2021, estimated to reach 65.5 percent by September 30, 2021. 

Some works and projects reached a high level of implementation progress and disbursement. For example, the Project of purchasing equipment to improve the capacity of Long An Radio and Television Station, the capital plan allocated in 2021 is nearly 39,000 million VND, up to now, the progress of implementation and disbursement has reached 99 percent; Project of Hau Thanh Dong High School (Tan Thanh District), the allocated capital plan in 2021 is 18,200 million VND, so far it has been disbursed 100 percent, etc.

However, due to many reasons, the progress of implementation and disbursement of some projects and projects is somewhat behind schedule, especially disbursement of projects in the health sector is much lower than that of other projects. As projects of renovation and repair of Long An General Hospital (including equipment); upgrade and expand the Tan Thanh District Health Center (campus 2); upgrade and expand Chau Thanh district health center; upgrading and expanding Thanh Hoa district health center, the progress of implementation and disbursement has only reached 5-7 percent according to the capital plan arranged in 2021.

From public investment capital, many projects have been built spaciously

"Speeding up" the last months of the year

Generally, the progress of implementing and disbursing capital for projects invested by the Long An PMU on construction investment of civil and industrial works is still slow due to many factors and causes. For example, the projects such as Tan Thanh district health center (campus 2); upgrading and expanding the Chau Thanh district health center still face site clearance. There are also projects that generate items, but the adjustment for implementation is still slow.

In addition, the new construction projects, which are slow to be completed, have delayed bidding, resulting in a low construction volume, not yet reaching the technical items for acceptance and payment.

According to the Director of the Long An PMU on construction investment of civil and industrial works - Nguyen Van Hung, the Covid-19 epidemic and complicated developments are also a cause that greatly affects the implementation progress and disbursement of public investment capital for many projects and works invested by the unit. Because of social distancing, the construction unit has difficulty in mobilizing workers and carrying out the procedures. Dealers and factories closed and temporarily stopped operating, leading to increasingly scarce materials, not enough materials to supply.

The cost of materials is also high, transportation is difficult and takes a long time. Some projects temporarily stop construction due to the influence of the epidemic. Some projects were implemented slowly because recently it was requisitioned as a place to treat Covid-19 patients.

Mr. Nguyen Van Phuong, who is participating in the construction of the Ba Vu cajuput Forest Historic Site (Ben Luc District), said: "The display model package of the project must be designed in many steps, held meeting and approved many times. The design contractor is in Ho Chi Minh City, so it was difficult to travel and collect information for implementing the unit’s project over the past time due to the social distance”. According to the assessment, up to now, the project of the Ba Vu cajuput Forest Historic Site has disbursed 11,274 million VND (56 percent of the planned capital in 2021). Specifically, the construction package currently reaches about 75 percent of the volume.

Information from the the Long An PMU on construction investment of civil and industrial works, it is expected that by the end of 2021, public investment capital will be implemented and disbursed at 100 percent according to the plan arranged from the beginning of the year for all projects and works invested by the unit. In order to implement this plan, the unit will strengthen coordination with localities to remove difficulties for the project and works, especially soon solving problems on site clearance. The unit will regularly inspect, supervise and urge the construction unit to speed up the work progress and ensure quality.

“The unit also recommends the Provincial People's Committee to consider and direct localities to soon allow construction works to operate again. Along with that, it is regularly inspected, monitored and requested the construction unit to strictly comply with regulations on epidemic prevention and control to protect the health of workers" - Mr. Nguyen Van Hung emphasized./.
