Disbursement reaches 64.4 percent of the capital plan

The total capital allocated by the PMU to date is more than 501 billion VND. In which, the capital for concentrated construction is at 68 billion VND, the lottery fund is 329 billion VND, the central budget has a target of 22 billion VND, the land use fee is 38 billion VND and the capital for restructuring the state budget expenditure is 35 billion VND, etc. As of October 21, 2021, the disbursed capital is over 322 billion VND, reaching 64.4 percent of the assigned capital plan.

Urgently constructing

According to Mr. Nguyen Van Hung, after the province returned to the "new normal" state and applied the measures "Safe adaptation, flexibility, effective control of the Covid-19 epidemic", it created conditions for the reopening of the projects with public investment capital. Despite facing many difficulties after the epidemic, with the high determination of all levels, sectors and localities, construction units have increased the gathering of materials and equipment, mobilized construction workers and accelerated the implementation progress. 

Every year, before entering the new school year, many schools in the province are interested in remodeling to best meet the teaching and learning needs of teachers and students.

Rach Kien High School (Can Duoc district) has been built for many years and is repaired every year before the new school-year. For the school-year 2021-2022, the school has 36 renovated classrooms.

In which, the renovated items are such as repainting the inside and outside walls, doors, windows, railing; replacing sanitary equipment, lights, fans, back windows with aluminum doors; Re-paved the ground floor tiles. The rows of toilets were also repainted on the outside walls, covered with tiles on the inside walls, and replaced with new sanitary ware and lights. Along with that, the administrative block was also re-paved with bricks on the ground floor, and concreted the road in front of the administrative block.

This project is constructed by Nguyen Phuc Can Duoc Construction Company Limited with a contract value of over 3.1 billion VND. The company's Deputy Director - Nguyen Phuong Tam said that the work started at the end of June 2021.

Due to the impact of the Covid-19 epidemic, the work had to be temporarily halted. From September 15 to now, the company continues to implement construction. To keep up with the schedule, the company mobilizes 30-40 workers every day. Up to now, the work has reached about 90 percent of the volume.

It is expected that the construction will be completed and handed over to the school to use the 24-classroom block, a 6-classroom row, a 3-classroom row No.1, a 3-classroom row No.2, toilet 1 and toilet 2 on October 31; By November 15, the construction will be completed.

In addition to repairing Rach Kien High School, the company also participated in the repair of Can Giuoc High School (Can Giuoc District) invested by the PMU with a contract value of over 3.8 billion VND. The investment scale includes: Repainting the inside and outside walls, doors, windows, railings; replacing damaged sanitary ware, back windows with aluminum doors; re-tile the floor of the toilet area and so on of the 24-classroom block.

It is expected that the construction will be completed and handed over to the school to use the 24-classroom block on October 31; By December 10, the construction will be completed.

Workers urgently construct Dong Thanh High School

Dong Thanh High School (Can Giuoc district) is a large-scale school, where a large number of students study in the lower communes of the district. In order to better meet the teaching and learning needs of teachers and students, the school is invested in building a new 16-classroom block including 1 ground floor and 2 floors in the 2021-2022 school-year. The PMU is an investment unit, the construction contractor is a Joint Venture of Khanh An Thien An Construction - Trading - Service Co., Ltd., An Dai Loc Construction Joint Stock Company and An Toan Co., Ltd., the contract value is over 11.5 billion VND.

Deputy Director of Khanh An Thien An Construction - Trading - Service Co., Ltd - Nguyen Thanh Cuong said that the construction started on July 5, 2021. Currently, all workers with more than 25 people have returned to the construction site with an urgent spirit to make up for the slow progress during the recent social distancing to prevent and control the Covid-19 epidemic. Up to now, the construction has completed the static test of piles and mass casting of piles; The project is expected to be completed by May 31, 2022.

It is great luck for the project that all workers are local and have been injected 2 shots of Covid-19 vaccine. Currently, the PMU is coordinating with the construction unit to implement measures to prevent and control the Covid-19 epidemic on the construction site. The construction unit always prepares face masks and antiseptic water to distribute to workers and coordinates with Phuoc Dong Commune Health Station to disinfect the work once a week.

Strive to complete the capital disbursement plan

Currently, the PMU is the investor of 51 projects, of which there are 18 transitional projects from 2020, 24 new construction projects in 2021 and 9 projects preparing for investment in 2022. After the temporary suspension of construction, Up to now, all projects are under construction urgently.

The PMU requires the construction unit to implement and comply with the regulations, in order to continue to execute the work, while ensuring the conditions for disease prevention and control, without disrupting the construction progress. In case of difficulties or problems, units should actively contact the PMU for support and implementation guidance.

Mr. Nguyen Van Hung said, the projects managed by the unit currently have many items, the project has a high disbursement progress. However, due to the Covid-19 epidemic, many projects and items had to be temporarily postponed constructing, buying, etc.

Despite difficulties, the PMU strives to disburse 100 percent of public investment capital according to the plan arranged from the beginning of the year for all projects and work items in which the unit is the investor. In order to implement this plan, the unit will strengthen coordination with localities to remove difficulties for the project and works, especially soon solving problems on-site clearance.
The unit will regularly inspect, supervise and urge the construction unit to speed up the work progress and ensure quality. The well-scheduled implementation and disbursement of public investment capital will contribute to accelerating socio-economic development./.

The PMU strives to disburse 100 percent of public investment capital according to the plan arranged from the beginning of the year for all projects and work items in which the Unit is the investor.
