National online conference on implementing Decision No. 1521/QD-TTg of PM

On December 15, the Central Law Dissemination and Education Council held a nationwide online conference on implementing the PM's Decision No. 1521/QD-TTg promulgating the implementation conclusion 80-KL/TW of the Secretariat on continuing to implement Directive No. 32-CT/TW of the Secretariat on strengthening the Party's leadership in law dissemination and education, raising awareness about law enforcement for officials and people; At the same time, it builds an effective model of law dissemination and education in ministries, branches and localities.

Deputy Minister of Justice, cum Standing Vice Chairman of the Central Law Dissemination and Education Council - Nguyen Thanh Tinh attended the conference at the main-point bridge; representatives of ministries, central agencies and 63 provinces and cities attended the conference at the end-point bridges.

Implementing Decision 1521 of the PM and Conclusion 80, Directive 32 of the Secretariat, ministries, branches, mass organizations and localities, agencies and units have closely followed the practical conditions over the past time. They based on the assigned functions, tasks and powers to actively implement the work of law education dissemination. In particular, all levels have effectively built appropriate models of dissemination and education associated with the implementation of political tasks at all levels, helping people to access more easily, contributing to improving the efficiency of law enforcement in life.

Every year, all levels have organized many models of contests, law contests in localities from the province to grassroots, attracting the participation of a large number of officials, soldiers and people. The topics of the contests focus on writing exams about "Understanding the Constitution of the Socialist Republic of Vietnam"; The campaign of "Building the style of the People's Public Security, who are brave, humane, for the people to serve"; competitions to learn about land law; contest of "Initiative to reform administrative procedures and electronic transactions in the field of social insurance, health insurance".

Ministries, branches and localities also direct the dissemination and propaganda through posting news and articles in specialized pages and categories, developing programs and reports on law dissemination on radio - television, electronic portal, propaganda on the grassroots loudspeaker system.

In addition, all levels, localities, ministries, agencies also coordinate to open conferences, seminars, seminars associated with the work of building, implementing and protecting the law. They organize the consultation, build law projects, ordinances and documents guiding the implementation; and step up the implementation of working tasks within the assigned functions and tasks.

State management agencies also directly have the opportunity to listen to thoughts, aspirations, discover and solve difficulties, problems and shortcomings of people and businesses around unknown issues in the Laws arise from practice. Through models of active activities, many collectives and individuals successfully completed the assigned tasks and were recognized, praised and rewarded by all levels.

The conference agreed some main solutions to promote implementation: All levels and branches need to improve the quality of the organization to thoroughly grasp, disseminate to all classes of people and the whole society to understand and be aware of the position, role and meaning of the Constitution and law in national governance, social development, following the content, the spirit of Conclusion No. 80-KL/TW of the Secretariat on continuing the implementation of Directive No. 32-CT/TW, as well as Decision No. 1521/QD-TTg of the PM.

In addition, the Councils for Law Dissemination and Education at all levels bring into full play the role of directional advice in leadership, directing the development of models of legal dissemination and education associated with the implementation of the assigned case; strengthening responsibility, enhancing the role of judicial agencies, legal ministries, branches, mass organizations and localities in advising and assisting heads of relevant units to coordinate with press agencies in information and communication to raise awareness of the whole society about this work; actively organize the management and supervision of the law construction, enforcement and protection at the grassroots level; organize the preliminary and final review with evaluation of the advantages, limitations and impacts of each model. From there draw the lessons learned; detect problems, shortcomings and bottlenecks in order to have solutions to promptly remove the best implementation of the Law on Dissemination and Education in the coming time./.
