Routes to 3 bridges on Provincial Road 827E will start construction in 2025
Following the direction of the Provincial People's Committee, relevant sectors and localities are urgently carrying out tasks and duties to ensure the plan to start construction of the routes to 3 bridges on Provincial Road 827E on September 2025.

The Resolution of the 11th Provincial Party Congress, term 2020-2025, identified investment in 3 key projects: Completing Tan An City Ring Road; Provincial Road 830E (section from the expressway intersection to Provincial Road 830); Provincial Road 827E (section from the Ho Chi Minh City border to the Vam Co Dong River).
Of which, 2 projects have started: Tan An City Ring Road; Provincial Road 830E (section from the expressway intersection to Provincial Road 830). It is expected that in 2024, the Tan An City Ring Road, will be completed; and in 2025, Provincial Road 830E, the section from the expressway intersection to National Highway 1, will be completed.
Regarding the Provincial Road 827E, the Provincial People's Council has approved a Resolution on investment policy. Accordingly, the province assigned sectors and localities to carry out investment preparation work for 2 component projects: building access roads to 3 bridges on Provincial Road 827E and preparing land for building bridges and access roads to 3 bridges.
To implement, the Provincial People's Committee assigned the Department of Transport to complete investment procedures and send them to the Department of Planning and Investment for appraisal, submit them to the Provincial People's Committee to issue a decision approving the project. At the same time, the Department of Planning and Investment is assigned to coordinate with the Department of Finance to advise the Provincial People's Committee to submit to the Provincial People's Council to add the above component projects to the medium-term public investment capital plan for 2021-2025 and allocate the public investment capital plan for 2025 at the end of 2024 session.
The Provincial People's Committee requests the People's Committees of the districts: Can Giuoc, Can Duoc, Tan Tru, Chau Thanh to coordinate with the Department of Transport, the Department of Natural Resources and Environment and related units to complete the work of counting and identifying households affected by the site clearance of the project of the access routes to 3 bridges on Provincial Road 827E, thereby determining the scale of resettlement areas (including infrastructure and site clearance of resettlement areas), and implementation costs. This task must be completed by August 2024 at the latest.
Based on the scale of resettlement areas proposed by the People's Committees of the districts, by September 15, 2024 at the latest, the sectors and localities shall propose to the Provincial People's Committee a plan to allocate capital to the districts to implement the resettlement areas.
At the same time, the districts are responsible for completing the procedures for approving the investment policy of the resettlement areas and submitting them to the competent authorities before September 30, 2024; by October 10, 2024 at the latest, the resettlement areas will have their investment policies approved by the competent authorities. The People's Committees of the districts shall conduct bidding for infrastructure of the resettlement areas, ensuring that construction will start by April 2025.
For site clearance to build bridges and access routes to 3 bridge, the Department of Transport will coordinate with the Department of Natural Resources and Environment, and the People's Committees of the districts to complete the procedures and start paying people in January 2025 at the latest.
For the construction of access roads to 03 bridges on Provincial Road 827E, the Provincial People's Committee assigned the Department of Transport to complete all procedures and documents and approve the design and construction drawings and estimates by the end of June 2025 at the latest; in July 2025, the Department of Transport will organize the selection of construction contractors and start construction in September 2025.
Previously, on 1/7/2024, the Provincial Party Committee agreed on the investment plan for the Provincial Road 827E project to clear the land and invest in a 60m wide road section with a scale of about 10 lanes. However, in the immediate future, preparing land and construction of access routes to 3 bridges with a length of 10.58km and 4 resettlement areas in 4 districts with a total investment of about 3,797 billion VND. Of which, the site clearance and construction of access roads (in the immediate future, only 2 parallel roads on both sides, each side has 2 lanes, leaving a reserve land fund in the middle) with a total of about 3,040 billion VND (construction is about 1,433 billion and site clearance and construction of access roads are about 1,550 billion VND, the rest is other costs); 4 resettlement areas in 4 districts are about 757 billion VND. Accordingly, on July 31, 2024, the Provincial People's Council approved the investment policy for the project to build access routes to 3 Provincial Road 827E bridges. This access routes project is divided into two component projects including: Construction of access routes to the three bridges; Site clearance. Total project investment is 3,040 billion VND. Investment capital comes from the provincial budget and other legally mobilized capital sources./.
Regarding the project of 3 bridges on routes Provincial Road 827E, on July 5, 2024, the Prime Minister decided to approve the project proposal including: bridge over Can Giuoc River, bridge over Vam Co Dong River and Bridge over Vam Co Tay River from ODA loans from Korea. Accordingly, Can Giuoc bridge over Can Giuoc river has a scale of 6 lanes with a length of 1,975m; the route to the bridge is about 2,260m long, the asphalt concrete road surface is 22.5m wide, the roadbed is 40m wide. Vam Co Dong bridge across Vam Co Dong river will be build built with a scale of 6 lanes with a total length of 1,356m and Vam Co Tay bridge across Vam Co Tay river has a similar scale with a length of 1,412m. The total estimated investment of the project is more than 4,797 billion VND. Of which, the Korean ODA loan is equivalent to 4,060 billion VND and the counterpart capital is about 736 billion VND. Regarding the financial mechanism, the Korean ODA loan source, the central budget allocates 90%, the province borrows 10%; the counterpart capital is self-balanced 100% from the provincial budget. According to the plan, it is expected that 3 bridges on Provincial Road 827E will start construction in 2026. On July 31, 2024, the Provincial People's Council met and approved the policy for 3 bridges on Provincial Road 827E. Currently, the Department of Transport is advising the Provincial People's Committee to send a document to the Ministry of Planning and Investment and the Ministry of Finance for appraisal and submission to the Prime Minister for approval. |
