Speed ​​up key projects

The 11th Long An Provincial Party Congress, term 2020-2025, determined to deploy and implement 3 key projects including completing Ring Road of Tan An City, Long An Province, Provincial Road 830E and 827E (now National Highway 50B). Up to now, put aside the Ring Road of Tan An City that has been completed and put into use, the Transport sector and localities are focusing on speeding up the construction progress of Provincial Road 830E.

The construction progress of Provincial Road 830E

According to the Department of Transport, Provincial Road 830E project has a total investment of 3,707 billion VND including construction investment and site clearance. The scale of phase 1 is to invest in 2 parallel roads along the route, each parallel road includes 2 mixed lanes of 7m wide, 1 rudimentary lane of 2.5m wide and river crossing bridges on the parallel road. The road connecting to Provincial Road 830 has a complete scale of 6 lanes, 20m wide, and 30m wide roadbed.

In the complete stage, there will be an 8-lane highway with 2 emergency stop lanes; The parallel road section has 4 mixed lanes (2 lanes in each direction). When completed, the Provincial Road 830E project is expected to create an important traffic connection from local urban routes to National Highway 1, Ring Road 3, Ring Road 4 of Ho Chi Minh City.

The project will make an important contribution to relieving traffic congestion in the inner city of Ben Luc town as well as completing the transportation infrastructure system connecting industrial zones and clusters in the province's economic region to Long An International Port.

Up to now, after more than 1 year of construction, the progress of construction packages on the key project Provincial Road 830E has had many positive changes. At the intersection DT830 to Nguyen Van Nham street, the left side of the route implemented by the Nui Hong - Tan Nam - 622 Joint Venture, the bridge deck from abutment M1 to pier T2 has basically been completed; completing the bored piles, pier cap beams T3, T4, T8, pier body T7, T9, T10, abutment base M2; constructing pier cap beams T7 for An Thanh bridge, etc with progress reaching more than 32% . The right side of the route was constructed by the Joint Venture Bridge 14 - DV and TM 68 - Thang Loi, with construction progress also reaching more than 26%.

For the section from Nguyen Van Nham Street to National Highway 1, the left side of the route are being implemented by the IDICO - An Hoa Joint Venture. The construction units deployed many construction steps of soil cement piles, reinforced sand filling, and backfiled K95 sand, vertical drainage system, implementation value reaches nearly 18%. Particularly, the right side of the route was constructed by Le Hung - BMT Joint Venture, progress reached over 27%.

According to Director of the Department of Transport - Dang Hoang Tuan, to ensure project progress, the department continues to direct construction units to focus on human resources, material sources, vehicles, and machinery to speed up the construction progress of bidding packages, soon completing the project to serve socio-economic development.

In addition, the department requested the People's Committee of Ben Luc district to continue to mobilize people to hand over the site to construction units. The Department of Natural Resources and Environment, Center for Land Fund Development, Natural Resources and Environmental Services need to speed up the progress of site clearance to create a clean land fund for resettlement of Provincial Road 830E and the urban area projects.

Accelerating progress of key projects

At key projects including Ring Road 3 of Ho Chi Minh City, Provincial Road 830E, construction units are focusing on machinery and vehicles and deploying many construction steps to speed up progress.

Focus on speeding up site clearance

According to Ben Luc District People's Committee, implementing the site clearance of Provincial Road 830E project, the District People's Committee has issued a decision approving the compensation plan, supporting 7 times for 878 affected cases with a total area of ​​40.08 hectares, compensation and support for households of more than 1,633 billion VND. Of which, the district paid 768/878 households, reaching 87.47%, with a total amount of more than 1,375 billion VND.

From the beginning of the year to May 17, 2024 alone, the district paid 27 additional households with an amount of more than 61 billion VND. People's Committees of communes and towns consider preliminary resettlement policies for cases where houses and residential land are affected. Thereby, there are 285 cases eligible for resettlement.

Provincial road 830E project is being speeded up

Chairman of Ben Luc District People's Committee - Le Thanh Ut said that the biggest difficulty of the site clearance of Provincial Road 830E is that 110 households have not yet agreed to receive money with a total cost of nearly 258 billion VND. The majority of households have requested to increase the compensation price and be allocated resettlement plots.

“From that reality, the District People's Committee has assigned the People's Committees of communes and towns to establish advocacy groups to focus on propaganda and mobilization of people to receive compensation money and hand over project grounds; Promote the role and responsibility of the leader to speed up site clearance progress, quickly hand over the complete site for the key project Provincial Road 830E.

The District People's Committee will assign specialized departments to gather and consolidate documents to enforce land recovery in cases where the prescribed conditions are met but the premises are not handed over" - Mr. Le Thanh Ut said.

Particularly for the site clearance project to create a clean land fund for resettlement of Provincial Road 830E and urban development in Thanh Phu commune, Ben Luc district People's Committee approved the plan for the total compensation, support and resettlement value for 447 cases, with an amount of 1,607 billion VND.

Up to now, the entire project has paid compensation and support for 380/447 cases with an amount of more than 1,312 billion VND, the cleared land has reached 85%. There are currently 65 cases where compensation has not been paid with an amount of more than 314 billion VND. Particularly for the 19 cases that have not agreed to receive money, the People's Committee of Ben Luc district issued a decision to enforce land recovery. However, after the enforcement decision was issued, 9 cases agreed to receive compensation.

According to Chairman of Ben Luc District People's Committee - Le Thanh Ut, in addition to promoting propaganda and advocacy work for households who have not agreed to receive compensation, the district requested the Center for Land Fund Development and Resource Services coordinates with relevant departments of the district to complete enforcement documents to promptly submit to the District People's Committee. It is expected that the district strives to complete the compensation and site clearance work for the resettlement area in June 2024 and the urban area in December 2024./.

On May 28, 2024, Secretary of Provincial Party Committee, Chairman of Provincial People's Council - Nguyen Van Duoc and the delegation directly surveyed and worked in Ben Luc district on the progress of implementing key projects.

At the meeting, despite the efforts of Ben Luc district, relevant departments, branches and construction units in deploying and implementing key projects, the current progress has not met expectations, making it difficult to complete at the end of the term. Regarding the Provincial Road 830E project and the site clearance project for resettlement and urban development in Thanh Phu commune, People's Committee of Ben Luc district needs to continue to promote advocacy, persuasion, and consensus, soonly handing over of site to speed up implementation progress.
