Accelerating progress of key projects

At key projects including Ring Road 3 of Ho Chi Minh City, Provincial Road 830E, construction units are focusing on machinery and vehicles and deploying many construction steps to speed up progress.

Construction of Ring Road 3 of Ho Chi Minh City is ahead of schedule

According to Department of Transport, Ho Chi Minh City Ring Road 3 project has a total length of 76.34km passing through Ho Chi Minh City and 3 provinces: Dong Nai, Binh Duong, Long An, divided into 8 project components to operate independently.

Of which, the section passing through Long An province in Ben Luc district, Long An province has a length of 6.84km. After the preparation period, on June 30, 2023, project component 7- section passing through Long An officially started construction.

Up to now, after more than 9 months of construction, the shape of Ring Road 3 gradually appears.

Three construction and installation packages at component project 7, Ring Road 3 of Ho Chi Minh City are all guaranteed to meet and exceed the schedule.

At package XL1 - construction of the expressway main line in the Km85+200 - Km88+766 segment by the joint venture of Dai A Chau Production Construction and Trading Company Limited, Delta Trading Construction Joint Stock Company, and Tan Hoang Long Trading Construction Investment Joint Stock Company, currently the contractors have completed the input procedures, sanded the service road, and sanded the main route to the highest level to handle soft soil; Also, 20/28 bored piles were constructed, the construction value is nearly 18%.

For package XL2 - construction of Tan Buu bridge on the main expressway, parallel route on the left branch and parallel road from Provincial Road 830C to the intersection of segment Km88+766 - Km90+472, by the Joint Venture of Tan Nam Construction Joint Stock Company - IDICO Petroleum Construction Investment Joint Stock Company - Nui Hong Joint Stock Company, up to now, contractors have mobilized enough machinery and equipment, and organized a series of construction tasks.

In particular, on the main route, the unit constructed test piles of 35/36 bored piles, mass piles of 210/271 piles, the structure under the pedestal of 18/34 abutments and piers; the body of 11/34 abutments and pillars. On the parallel route, 7/7 bored test piles, 42/47 mass piles were constructed, and culvert section was completed with 35/35 piles and sand embankment of the parallel road was carried out with a performance value of nearly 25 %.

Package XL3 - the intersection at the end of the route is constructed by the Joint Venture of Trung Thanh Investment and Construction Company Limited - Tam Son Investment Joint Stock Company - Thang Long Corporation - Construction Joint Stock Company.

According to the Leader of Package XL3 - Vu Thong Truong, after receiving the site, the unit focused on organizing construction steps to ensure the progress committed.

“To date, we have completed the construction of bored piles for 16 abutments and pillars; the structure below the pedestal of 15/16 abutments and pillars; the body of 14/16 abutments and pillars; sanding the main line and branch lines; etc. Currently, the construction unit's value is nearly 32%" - Mr. Vu Thong Truong said.

According to Director of Department of Transport - Dang Hoang Tuan, basically, project component 7, Ring Road 3 of Ho Chi Minh City is being constructed, achieving and exceeding the plan and progress milestones required by Resolution No. 105, dated August 15, 2022.

In addition, implementing the Prime Minister's direction, the Department held a briefing meeting, asking construction contractors to commit to carrying out the construction with the spirit of not backing down, take advantage and ensure the best performance to meet the project schedule.

Focus on compensation, site clearance, and speed up the progress of Provincial Road 830E project

Although the Ho Chi Minh City Ring Road 3 project, section passing through the province, has been implemented relatively smoothly, progress has met and exceeded requirements, the construction progress of Provincial Road 830E is still slow.

Up to now, the section from Provincial Road 830 intersection to Nguyen Van Nham street, both the left and right units of the route have only completed about 18%.

As for the section from Nguyen Van Nham Street to Highway 1, the unit on the left of the construction route only reached 13.1% and the unit on the right reached 17.86%.

The reason is due to land problems. In many cases, people have received compensation but have not handed over the land because they have not received resettlement grounds.

According to Chairman of Ben Luc District People's Committee - Le Thanh Ut, for site clearance work, the district has organized 755/878 cases with a total compensation of 1,343.5/1,629.32 billion VND, with an area 34.5/39.94 hectares. The remaining 123 households with a total amount of 285.8 billion VND, an area of 5.2 hectares, have not received compensation because they have not agreed with the compensation unit price, support and resettlement policy. These households requested to increase the compensation price for land damage; compensate partially cleared houses and land and arrange resettlement plots.

“To speed up the compensation process, recently, the District People's Committee assigned the People's Committees of communes and towns to establish advocacy groups to focus on propaganda and mobilization of people to receive compensation money and hand over the land to the construction unit.

At the same time, the District People's Committee also assigned specialized departments to gather and consolidate documents on enforcement and land recovery for cases eligible for enforcement and land recovery.

However, to facilitate compensation and site clearance, the District People's Committee also proposed that the Provincial People's Committee direct the Center for Land Fund Development and Provincial Natural Resources and Environmental Services to speed up the compensation process for site clearance projects to create a clean land fund for Provincial Road 830E and urban development of Thanh Phu commune as well as urgently invest in building resettlement areas to prepare for relocation and arrange resettlement for households affected by Provincial Road 830E and Ho Chi Minh City Ring Road 3 projects, creating favorable conditions for the district to carry out site clearance work as planned" - Mr. Le Thanh Ut shared.

According to the Department of Transport, to ensure the actual progress of Project Provincial Road 830E, in the coming time, the Department will focus on urging contractors to increase vehicles, machinery, equipment and human resources to speed up construction progress with the motto "Organize and deploy construction wherever there is a site".

At the same time, the Department will continue to coordinate with the People's Committee of Ben Luc district to mobilize households to hand over the site during the construction process./.

Ministry of Planning and Investment submitted to the Government the project of 3 bridges on National Highway 50B

According to the Department of Transport, the project to build 3 bridges on Provincial Road 827E (now National Highway 50B) including bridges over Can Giuoc River, Vam Co Dong River, Vam Co Tay River has a total project investment of about 4,797 billion VND. Of which, construction costs are 3,374 billion VND, consulting costs, project management and other costs are 539 billion VND, and reserves are 883 billion VND. It is expected that investment capital includes ODA capital of about 4,060 billion VND and provincial budget counterpart capital of about 736 billion VND. Up to now, the Ministry of Planning and Investment has submitted the document to the Prime Minister for approval.

The investment and construction of National Highway 50B is one of three key projects in the Resolution of the 11th Provincial Party Congress, term 2020-2025 with the goal of creating a driving force connecting the development of three localities: Ho Chi Minh City, Long An, Tien Giang. According to planning, the project has a starting point at Pham Hung Street, Ho Chi Minh City and an ending point at Trung Luong junction, Tien Giang province. The National Highway 50B project has a total length of about 55km, of which the section through Long An province is 35.6km long, the section through Tien Giang province is 14.2km long and the section through Ho Chi Minh City is 5.8km long. The section through Long An province will pass through 4 districts of Can Giuoc, Can Duoc, Chau Thanh and Tan Tru. The starting point is at the border of Long An province - Ho Chi Minh City, in Long Hau commune, Can Giuoc district, and the ending point is at the border of Long An - Tien Giang province, in Hiep Thanh commune, Chau Thanh district. There are 3 bridges on the route, including bridges over Can Giuoc River, Vam Co Dong River, and Vam Co Tay River.

On April 19, 2023, the Provincial Party Standing Committee issued Conclusion No. 583 agreeing on the investment plan to build the National Highway 50B section through the province: "In the immediate future, the province will focus resources from capital budget to carry out site clearance work and invest in the construction of roads leading to bridges on National Highway 50B to connect the bridges with provincial and national roads to promote the effectiveness of investment in 3 bridges with ODA loans". In addition, implementing the policy of the Provincial People's Committee, the Department of Transport is waiting for the districts to review and re-propose the scale of resettlement to complete the investment plan, advise the Provincial People's Committee to report to Standing Committee of Provincial Party Committee for consideration and opinions.
