In order to create a driving force for socio-economic development and attract investment, Long An province has been promoting investment in transport infrastructure connecting the region.
Long An borders Ho Chi Minh City, is the gateway to the Mekong Delta and belongs to the Southern Key Economic Region. The province has many potentials and advantages for economic development and investment attraction. Besides creating favorable conditions for mechanisms, policies, administrative reform and geographical advantages, infrastructure is identified as the driving force as well as the "backbone" in attracting investment, especially large-scale investors and FDI.
Transport infrastructure - the first step for development
Over the years, the province has mobilized many resources to continue investing in a complete and synchronous transport infrastructure system. In the period 2015-2020, the province implements the Program to mobilize all resources to establish a transport infrastructure system for industrial development, including 14 projects located in the districts of Ben Luc, Duc Hoa, Can Giuoc, Can Duoc with an investment of nearly 5,900 billion VND (most of them completed and put into use); In addition, there were 3 key traffic works. These works were synchronously connected to industrial zones, clusters, Long An International Port and traffic routes of Ho Chi Minh City.
Notably, Provincial Road 830 connects localities in key economic regions of the province such as Duc Hoa, Ben Luc, Can Duoc, Can Giuoc; connects industrial zones and clusters to the seaport system, Ho Chi Minh City and localities in the region through National Highway 1, Ho Chi Minh City - Trung Luong expressway, etc. In addition, important traffic routes such as Provincial Road 825, Provincial Road 823, Provincial Road 826B, etc. were also built to create an interconnected transport system.
General Director of IMG Phuoc Dong Joint Stock Company - Phan Trung said: Over the past time, provincial authorities at all levels have paid great attention to the development of transport infrastructure, including many projects that directly connect to Long An International Port. The projects have created a smooth connection from industrial zones and clusters to seaports, meeting the needs of freight transport as well as helping businesses save time and reduce costs.
According to Deputy Director of the Department of Transport - Nguyen Hoai Trung, traffic must be the first step to meet the needs of socio-economic development in the future. From now to 2025, many lists of transport works and medium-term public investment projects for the period 2020-2025 have been approved by the province, including many large projects of inter-regional connection to serve socio-economic development. The resolution of this term in the field of transport has a breakthrough program on mobilizing all resources to build a synchronous transport infrastructure system to serve the development of industry and urban areas in key economic regions of the province (8 works) and 3 key projects.
Many traffic projects connecting the region and Ho Chi Minh City
In order to implement the Resolution, the province continues to focus on investing to complete the Ring Road of Tan An City and the bridge over the Vam Co Tay River. At the same time, many new projects will be implemented such as Provincial Road 830E, Provincial Road 827E, Provincial Road 823D, Provincial Road 822B, etc. In which, Ring Road project of Tan An City, Provincial Road 830E, Provincial road 827E is 3 key traffic works. Recently, the Ring Road of Tan An City with a length of 22.4 kilometers is being constructed simultaneously. On December 11, 2021, the bridge over Vam Co Tay river with an investment cost of nearly 570 billion VND was started. And the Provincial Road 827E project through Tien Giang, Long An and Ho Chi Minh City has a length of 55 kilometers; the section in Long An province is about 35 kilometers long, passing through the districts of Chau Thanh, Tan Tru, Can Duoc and Can Giuoc.
3 localities determine route orientation as well as complete procedures for investment deployment. Currently, localities focus on site clearance for project implementation. Meanwhile, the Provincial Road 830E project with a length of more than 9.3 kilometers has been agreed by the Department on route orientation with localities, selected consulting contractors, checked and approved construction survey plans. This route is being planned for an investment project.
For the upgrading and expansion of roads and connection points with Ho Chi Minh City, the two localities have had many discussions and set up investment plans. Up to now, the province has agreed to implement 6 projects connecting with Ho Chi Minh City. In addition, from now to 2025, Long An and Ho Chi Minh City are determined to implement 23 connecting projects between the two localities.
In December 2021, the Department of Transport started construction of Provincial Road 823D with a length of 14.2 kilometers. This is the new open axis Northwest connecting Long An and Ho Chi Minh City. The starting point of the project is the Ho Chi Minh City - Long An border (Duc Hoa Dong commune, Duc Hoa district), the end point is the intersection between National Highway N2 (Hau Nghia roundabout) with a total investment of more than 1,490 billion VND.
After that, Long An continued to implement projects including Provincial Road 826E, the section from the intersection of Provincial Road 826C to Can Giuoc Bridge (1.6 kilometers) and the connecting route leading to Rach Doi Bridge to Provincial Road 826E (2 kilometers).
Long An will also start construction of a new road in the North Ben Luc planning area, which is Luong Hoa - Binh Chanh Street (bordering Ben Luc - Ho Chi Minh City) with a length of 6.2 kilometers. The starting point of the project is the Vam Co Dong riverbank, the end point is adjacent to Ho Chi Minh City. The project has a total investment of more than 2,270 billion VND.
Mr. Nguyen Hoai Trung assessed that the completed works will connect to form a synchronous traffic network; especially connecting important industrial zones and clusters from Ben Luc, Can Duoc, Can Giuoc to Hiep Phuoc Port - Ho Chi Minh City, Long An International Port; redirect traffic to the suburbs, contributing to reducing pressure on National Highway 1, bypassing National Highway 1, creating a continuous traffic axis to connecting communes and wards; connect the region between districts and cities to create favorable conditions for circulation and transportation of goods.
When completed, the above projects will play a very important role in attracting investment and developing urban, socio-economic infrastructure of the province in particular and the region in general.
In order to speed up the investment progress as well as create favorable conditions for the implementation of important transport projects, the province will implement many mechanisms and policies to mobilize all investment resources. The province also sets a very high determination and has synchronous and effective solutions to well implement the work of compensation and site clearance./.
Besides creating favorable conditions for mechanisms, policies, administrative reform and geographical advantages, infrastructure is identified as the driving force as well as the "backbone" in attracting investment, especially large-scale investors and FDI. |
