Facing the complicated situation of the Covid-19 epidemic affecting all aspects of social life, especially the circulation of people and production, the Long An Department of Transport issued many documents guiding localities to organize traffic in order to facilitate the transportation of essential goods to serve the lives of people in epidemic areas according to Directive 16 of the PM. 

In particular, many difficulties and obstacles related to transport in agricultural production were also promptly removed. Accordingly, agricultural and aquaculture producers and means of purchasing and transporting agricultural and aquatic products, supplying inputs for agricultural production and aquaculture are allowed to travel in the province, but must strictly implement epidemic prevention and control measures during circulation and make medical declaration before starting the journey.

Information from the Department of Transport, in addition to creating the best conditions for agricultural production during the implementation of social distancing, the Department also requires transport units and vehicle owners to only allow drivers and accompanying people on vehicles having negative testing result for SARS-CoV-2 within 72 hours. For units transporting goods by car in the province, they must apply for a certificate identifying priority vehicles. Particularly, the employees participating in agricultural production must have a certificate from the commune-level government to be allowed to move to the area to perform the their work.

“Currently, the Department also recommends that localities when carrying out inspections at Covid-19 epidemic control stations and checkpoints in the province do not check for vehicles having identification papers with a valid QR code issued by the Department of Transport. Transport of provinces and cities is superior to all highways, national highways, provincial roads, inter-district roads, urban traffic in the province"- Director of the Department of Transport - Dang Hoang Tuan said.

Thus, after many adjustments and instructions, up to now, despite applying social distancing according to Directive 16 of the PM, the difficulties and obstacles in transportation have been basically removed to help timely supply of essential goods and ensure not to disrupt the production chain.

Strict control to maintain the "green zone"

Information from the Department of Transport, since the province implemented social distancing, in addition to localities with a high number of Covid-19 infections such as Duc Hoa, Can Giuoc, Ben Luc, Can Duoc and Tan An City, the strict control of people and vehicles on traffic routes, especially connecting roads, in localities which are considered "green zones" of the province, the control of people and vehicles is also simultaneously implemented. from the beginning of July.

In Vinh Hung district from July 2, 2021, the district People's Committee decided to establish 3 checkpoints for Covid-19 epidemic prevention and control on the main roads in the area to Kien Tuong town and Tan Hung district. The checkpoints are arranged at the entrance and exit gates of the district. 

Vice Chairman of Vinh Hung District People's Committee - Nguyen Tuan Anh said: "Although the number of Covid-19 infections in the district is not high, to ensure safety in disease prevention and control, in addition to strictly implementing social distancing measures. For more than a month now, the district's Covid-19 prevention and control checkpoints have been operating all day and night, ensuring strict control of people and vehicles entering and leaving the area in accordance with regulations, guidance of the Department of Transport and the Provincial People's Committee".

According to Director of the Department of Transport - Dang Hoang Tuan, the organization of transportation in the province currently ensures the most favorable conditions for the circulation of essential goods and production in accordance with the provisions of the prevention and control work. Up to now, the Department has issued 3,255 QR codes to identify vehicles on the "green channel" of priority transport for vehicles transporting goods, workers and experts to be able to travel smoothly during the implementation of social distancing in association under Directive 16.

Director of the Department of Transport - Dang Hoang Tuan also emphasized that, in the process of organizing transport in the "green areas", the Department requires localities to continue to strengthen stricter control measures to maintain the "green areas" of the province not only meets the requirements of epidemic prevention and control, but also meets the supply of goods, without disrupting the production chain.

In particular, in the process of issuing vehicle identification cards with QR codes, business owners and vehicle owners must bear the main responsibility. In the transportation process, vehicle owners and transport business owners are responsible for monitoring and supervising the operation of the vehicle, ensuring that all people on the vehicle must have a certificate of negative testing results for SARS. -CoV-2 within 72 hours and make a medical declaration, strictly follow epidemic prevention and control measures throughout the journey.

“Business owners and vehicle owners are absolutely not allowed to arrange people having not been tested for Covid-19, having not yet declared their medical status, or anyone has a negative testing certificate but have expired to participate in the process of transporting goods. The Department's units will actively check and monitor the operation route of the vehicles on the system to update data from the journey-monitoring device and perform post-inspection for units with licensed vehicles having identification certificates with QR codes operating on the “green channel”; At the same time, remind transport units with violating vehicles. In case the units continue to violate, the Department will take measures to revoke the identification certificates, not renew or refuse to issue an identification certificates with QR code operating on the "green channel" - Director of the Department of Transport - Dang Hoang Tuan added./.
