Attracting investment in developing high-tech agriculture

In Resolution of the 11th Party Congress, term 2020-2025, Long An identified developing high-tech agriculture associated with restructuring the agricultural sector as one of the three strategic breakthroughs, contributing to the province's rapid and sustainable development. Therefore, the province has always paid attention to attracting enterprises to invest in developing high-tech agriculture.

Focus on high-tech agriculture

In recent years, the Project on Developing High-tech Agriculture in association with restructuring the provincial agricultural sector has achieved many positive results. Production value has continuously increased, agricultural structure has shifted in the right direction, the infrastructure system serving production has been increasingly improved; forms of agricultural production organization have been diversified, forming concentrated and high-tech agricultural production areas.

High-tech production models to produce safe agricultural products and adapt to climate change have been widely deployed and implemented. The types of crops and animals selected by the province to implement the program have made new progress, better quality, and higher economic efficiency.

In addition, organizing production according to the Large Field model and strengthening the linkage help the provincial agricultural sector build a stable raw material area, create a brand for agricultural products, and increase product value to achieve high efficiency in production.

The high-tech agricultural production area is built for 4 types of crops (rice, dragon fruit, lime, vegetables); beef cattle and brackish water shrimp farming areas. In particular, the province focuses on building high-tech production areas that meet export standards, according to organic agricultural models, VietGAP, GlobalGA standards, etc. Rice, dragon fruit and seedless lime are agricultural products that many enterprises are investing in for processing and export.

According to the Department of Agriculture and Rural Development of Ben Luc, the whole district has about 7,000 hectares of limes, concentrated in the communes of Thanh Hoa, Thanh Loi, Luong Hoa and Luong Binh, with an estimated output of about 100,000 tons/year. Up to now, the district has nearly 2,800 hectares of high-tech lemons, reaching 103.7% of the plan assigned by the province.

The whole province currently has 59,672 hectares of high-tech rice

Head of the Department of Agriculture and Rural Development of Ben Luc district - Le Van Nam said: “With the success of the cooperation in producing high-tech limes in the district, The Fruit Republic Can Tho Company Limited decided to sign a memorandum of understanding with the People's Committee of Ben Luc district to continue to implement 500 hectares of high-tech lemons. The company will have a team of engineers go to the gardens to support farmers in production. In particular, when lime trees had diseases, engineers will indicate the name of the pesticides to treat them, ensuring that the pesticides are on the permitted list and meets European standards." Deputy Director of the Department of Agriculture and Rural Development - Dinh Thi Phuong Khanh informed that lime trees are identified as one of the four crops that bring breakthroughs to the province's agricultural sector. Lime farmers are gradually trained to build raw material areas to serve not only the domestic market, China but also demanding markets such as the EU, UK, Russia, New Zealand, Netherlands and the Middle East.

According to the Department of Agriculture and Rural Development, up to now, the province has 59,672 hectares of high-tech rice, reaching 94.5% of the plan; 2,083 hectares of high-tech vegetables, reaching 104.1% of the plan; 3,738 hectares of high-tech limes, reaching 125% of the plan; 5,828 hectares of high-tech dragon fruit, reaching 97.15% of the plan; 69.35 hectares of hih-tech shrimp, reaching 69.35% of the plan and is supporting the conversion of cow breeds for people in the districts of Tan Tru, Duc Hoa, Duc Hue, etc.

Head of the Department of Cultivation, Plant Protection and Agricultural Product Quality Management - Nguyen Van Cuong said: “The program of high-tech agricultural development associated with restructuring the agricultural sector has created a breakthrough in the province's agricultural production, contributing significantly to changing people's awareness and changing farming practices. People are gradually becoming aware of using organic fertilizers, organic microorganisms, biological pesticides, using greenhouses and net houses; diversifying the types of cultivated crops, especially those with high economic value”.

"Most farmers see the benefits of applying high-tech in agricultural production. However, in order for farmers to actively participate in this transformation process, there needs to be support from functional sectors and enterprises in terms of cultivation techniques, seed sources, production equipment and preferential loans".

Mr. Nguyen Van Tai (Tan Hiep commune, Thanh Hoa district)

"Due to the impact of market fluctuations, the consumption of fresh dragon fruit often encounters difficulties. Therefore, it is necessary to have investment and support from enterprises in developing products made from dragon fruit, building a complete value chain from production to processing and consumption, contributing to increasing the value of dragon fruit and increasing farmers' income".

Director of Long Hoi Dragon Fruit Cooperative (An Luc Long Commune, Chau Thanh District) - Truong Minh Trung

"In the past, the cooperative has received a lot of support from the functional sector in building infrastructure to serve high-tech agricultural production such as irrigation systems, roads, etc. Therefore, the cooperative is ready to cooperate with enterprises and organizations to jointly build models of high-tech agricultural production, creating a closed value chain from production to consumption".

Many advantages to attract investment

Long An is a land rich in potential and located in the Southern Key Economic Zone with strengths in consumption market, capital potential, science - technology and infrastructure system, connectivity, domestic and foreign trade.

At the same time, the province is located in a humid tropical monsoon climate zone, favorable for developing the production of typical tropical agricultural products, cultivating many crops a year with good productivity, quality, high efficiency, etc.

In addition, the infrastructure system serving agricultural and rural production has been invested in, becoming a driving force for production development. On the other hand, with its location adjacent to Ho Chi Minh City, the province has a land fund for urban residential and industrial parks and clusters development of about 30,000 hectares; of which, more than 10,000 hectares are quite fully prepared in terms of infrastructure.

In particular, the province has an advanced and modern port system, notably Long An International Port (Tan Tap commune, Can Giuoc district), a port that allows ships with a capacity of up to 70,000 tons to dock on the Soai Rap River. In addition, the province also has the port cluster of Bourbon, Thanh Tai, Kien Thanh, Cam Nguyen (Ben Luc district) that allows ships with a capacity of up to 7,500 tons to dock. This can be considered a great advantage for restructuring the agricultural sector towards high-tech application linking agriculture with the processing industry, increasing added value and sustainable development.

According to Director of the Department of Agriculture and Rural Development - Nguyen Thanh Truyen, in order to attract enterprises to invest in agriculture, the province has strengthened the implementation of policies on encouraging the development of cooperation and association in the production and consumption of agricultural products, encouraging enterprises to invest in agriculture and rural areas, continuing to call on enterprises to increasingly participate in agricultural production and business in the direction of developing cooperation and association in production associated with processing and consumption of agricultural products.

Dragon fruit growers need investment from enterprises in developing processed products

"On the basis of the orientation of industrial development in the Mekong Delta and the strategy for developing agricultural mechanization and processing of agricultural, forestry and fishery products by 2030 of the Government, the province continues to research and develop an orientation for the development of the agricultural processing industry in accordance with the potential and strengths of the province; identify projects with a driving force to attract investment resources from domestic and foreign enterprises.

At the same time, Long An also promotes attracting enterprises and investors with potential in capital, technology, and market to invest in agricultural production using high-tech agriculture and clean agriculture as the core to support and guide the transfer of techniques and technology to farmers; linking the production of products that meet market requirements, organizing the purchase, processing and consumption of products for farmers" - Mr. Nguyen Thanh Truyen added./.
