Thanks to the efforts of the Department of Labor, War Invalids and Social Affairs in coordination with agencies, departments and branches, in the period from 2020 to 2023, the province sent 1,583 workers to work abroad, reaching 28 .78% of the plan for the whole period 2020-2025 (5,500 people). In the first 6 months of 2024 alone, the whole province sent 323 workers to work abroad.
Of which, Long An sent 251 workers to Japan, 28 workers to Taiwan, and 44 people to other countries, reaching 16.15% of the 2024 plan (2,000 people). This has created a positive change in employees' awareness of the importance and socio-economic effectiveness of going abroad to work.
As one of the localities that well implement the program sending workers to work abroad, in the first 6 months of 2024, Duc Hue district sent 13 workers, reaching 8.12% of the assigned target. A typical example of a successful case is Ms. Nguyen Thi Mai Dinh (born 2003, living in My Loi hamlet, My Thanh Tay commune, Duc Hue district). With propaganda and advocacy, Ms. Mai Dinh decided to join the program and work as a nurse at a nursing home in Shizuoka province, Japap with a salary of 150,000 - 160,000 yen /month (about 25-26 million VND/month). "When I was studying at Duc Hue High School, I was advised about the program, so I registered to join after completing high school." - Ms. Mai Dinh shared about the opportunity to go abroad . Thanks to participating in the program, Ms. Mai Dinh has more income to take care of herself and send money home to help her family. After accumulating a certain amount of capital, she returned home and is preparing documents to go to the US to work.

Deputy Director of the Department of Labor, War Invalids and Social Affairs - Nguyen Dai Tanh informed: "The program still faces many difficulties due to limited capital to support workers; foreign language skills and skills of workers are still low; the coordination between businesses and authorities is not tight; the work of monitoring and managing employees participating in the program and when returning is still lax; information about the program is sometimes incomplete and not timely. These difficulties affect the effectiveness of implementing the program and need to be resolved by the parties in coordination to improve the quantity and quality of labor working abroad."
To remove difficulties and obstacles, agencies, departments and branches deploy and implement many solutions such as: strengthening communication, propaganda and career guidance; expanding international cooperation; supporting workers; promoting information and propaganda about the Law on Vietnamese workers working abroad, and the province's labor support and programs to all levels, sectors and people; strengthening and expanding cooperative relationships with signed international partners, creating more new job programs such as connecting short-term work programs in the Agriculture and Fishery industries in Korea and Australia. In addition, the province also supports workers through reviewing and updating the list of units sending workers to work abroad, organizing vocational training, foreign language training, orientation education, loan support, documentation procedures, health examination, etc.
Focus on foreign language and career training
Recently, the rate of workers working abroad in the province is still low, not reaching the target set for each year. The main reason is that workers' skills and foreign language proficiency are still limited. By the end of 2023, the province will have only 32.43% of workers with degrees and certificates. This makes it difficult for them to participate in the labor market with high quality requirements.
Many vocational education establishments inside and outside the province enhance vocational and foreign language training for workers working abroad. In the first 6 months of 2024, vocational education institutions enroll 12,871 people with college, intermediate, elementary and rural labor degrees. In particular, Long An College coordinated with Esuhai Company Limited to help 64 workers to learn Japanese at the school's facilities. This is an important resource in local socio-economic development and contributes to creating a high-quality labor source to work abroad.

Mr. Dang Tran Quang Vinh (25 years old, living in Duc Hue district) is studying engineering program at Esuhai, shared: "Here, I get physical training, learn Japanese, working style, and Japanese culture. The teachers at Esuhai are enthusiastic and dedicated to their students. After completing the course, I will interview for the company's course in Japan. Initially, when going abroad, the company will assist students in finding accommodation and part-time jobs. If there are difficult problems, Esuhai office in Japan will support students."
In 2020, the Department of Labor, Invalids and Social Affairs signed a cooperation agreement with Esuhai Co. Ltd. to develop the province's human resources through training programs and sending workers to work for a limited time in Japan. According to the Chairman of the Board of Directors, General Director of Esuhai Co. Ltd. - Le Long Son, the company equips students with foreign languages, work knowledge, soft skills, professional attitudes and behavior when working abroad, thereby helping students orient themselves for the future. “Students all cherish long-term plans. After returning home after their contract expires, some want to work for businesses in the province, some want to open a mechanical workshop to create more jobs for local people or open a foreign language training center, etc." - Mr. Le Long Son shared.

Not only ensuring foreign language proficiency, employees working abroad need to meet sufficient professional knowledge for the chosen profession or field. Implementing the Agreement, Long An College signed an association contract with Esuhai Company to open a representative office and training center right at the school. These centers help pupils, students, and workers in the province learn Japanese, provide orientation education, and vocational skills training locally, reducing costs and time for learners. After graduation, Esuhai Co. Ltd. will send students to Japan to work. From July 2020 to June 2024, the school provided Japanese language training to more than 300 students and sent 26 students to work abroad.
Thanks to the efforts of Party committees, authorities, businesses and workers themselves, the progarm of sending workers to work abroad has achieved certain results. However, the cooperation of relevant parties is needed to further improve the effectiveness./.
