Enterprises are actively supported
Information from the Department of Planning and Investment (DPI), as of September 22, 2021, the province has 990 enterprises operating under the "3-on-site" measure with 64,530 employees staying in, total labor in normal conditions are 183,773 employees (in industrial parks with 588 enterprises, 37,955 employees; in industrial clusters with 182 enterprises, 10,459 employees; outside industrial parks and clusters with 220 enterprises, 16,116 workers).
Over the past time, the DPI, the Economic Zone Authority, the Department of Industry and Trade have actively coordinated with the locality and enterprises to appraise and review the additional registration, change laborers working and staying in "3 on site". In addition, relevant departments and branches also support enterprises to implement Plan 2688/KH-UBND of the Provincial People's Committee on Covid-19 screening in the province, carrying out PCR samples for employees in enterprises and perform rapid antigen testing weekly.

In addition to supporting enterprises to implement "3 on site", the province also accelerates the vaccination schedule for "3-on-site" workers with 2 shots of vaccine when allocated. Accordingly, by September 22, 2021, 2 shots of Covid-19 vaccine were given to 68,818 workers in 1,634 enterprises in the province; in which, in the industrial parks with 1,097 enterprises, 42,867 employees; industrial clusters with 186 enterprises, 8,739 employees; Outside industrial parks and clusters 351 enterprises, 17,212 employees.
Implementing the policy of the Provincial People's Committee, the Mien Nam Lubricant and Chemical Joint Stock Company (Miennampetro, Thinh Phat Industrial Park in Ben Luc District) started organizing for employees to work "3 on site". Accordingly, all employees in the company have been vaccinated with 2 shots of vaccine. Company Director - Ly Minh Huan shared, up to now, all workers have been vaccinated with 2 shots of the vaccine. Mr. Huan said that authorities at all levels in the province were urgently "covering vaccines" for workers in enterprises and people like now, this made him believe that determination, cooperation and solidarity would help him. The province's epidemic prevention and control work soon succeeded. This quickly brought about stabilizing the production environment in enterprises, workers were assured to join enterprises in production and trade activities in the "new normal".
"Dual goals" are determined to implement
According to many enterprises, when the epidemic was complicated, the authorities of Long An province as well as the southern provinces and cities implemented social distancing, many enterprises had to stop operating. After workers had been vaccinated, many enterprises were very secure, preparing to be ready to go to work after a period of stagnation. Hopefully, when enterprises go into operation, stabilize production and business, they contribute to the province's well implementation of the goal of restoring the economy due to the impact of the epidemic.

Facing with difficulties of enterprises when production is interrupted, the DPI has presided over and together with relevant agencies to advise and propose the Provincial People's Committee to issue Plan 2962/KH-UBND on “Restoring production and trade activities of enterprises in the province of Long An" with the goal of supporting enterprises to gradually recover production and trade activities, contributing to implementing the "dual goals" of both epidemic prevention, control and economic development to stabilize people's lives.
Accordingly, the enterprises are allowed to operate in the current period are enterprises operating under the "3-on-site" measure; Enterprises with remaining employees that have not been appraised or have not yet met the "3-on-site" measure must be assessed to meet the requirements before they can operate; enterprises producing and trading in essential goods and services (according to Document No. 4481/BCT-TTTN, dated July 27, 2021 of the Ministry of Industry and Trade and relevant legal documents); enterprises participating in the global supply chain (enterprises are subsidiaries, branches, transaction offices, so on or production and processing partners of multinational enterprises).

Out of 367 inspected or reviewed enterprises, there are 71,128 employees in 356 enterprises who have received the first shot of Covid-19 vaccine; 17,767 employees of 295 enterprises have received the 2nd shot of vaccine against Covid-19.
In order to well ensure the Covid-19 prevention and control, Plan 2962 also specifically stipulates the scope of labor use, vaccination, form of stay and movement; on-site medical care and other regulations on Covid-19 prevention and control as prescribed in Decision No. 2194/QD-BCDQG, dated May 27, 2020 of the National Steering Committee for the Covid-19 Prevention and Control and other relevant guiding documents and other instructions of the Ministry of Health and the province on epidemic prevention and control at enterprises. In particular, the enterprises must arrange a place where they are expected to isolate F0 and F1 as a precaution when an epidemic situation occurs and have a medical department (or have a contract with a medical facility) to control the Covid-19 epidemic.
