In particular, many administrative procedures are reviewed and reduced; tax payment time, customs clearance, import and export procedures, construction permits, investment procedures are shortened, etc. in order to create favorable conditions for Thailand businesses.” Currently, Thailand is in the top 10 out of 37 countries and territories that have a relatively large investment value (nearly 300 million USD) in Long An province with 22 investment projects in many fields.
One of the major advantages of the province in administrative reform is the regular review and assessment of administrative procedures in a simple way in all fields; the establishment of the Provincial Public Administration Service Center, the District-level Public Administration Center to create favorable conditions for the transactions of people and businesses. “At present, the Provincial People's Committee brings all administrative procedures (more than 1,300 procedures and 120 fields) under the jurisdiction of departments and agencies to implement at the Provincial Public Administration Service Center. The reception, resolving and return of the results of the entire administrative procedures are linked in the "one-stop-shop" software to ensure the quickness and transparency"- Deputy Director of Department of Home Affairs - Tran Ky Duc shared.
At present, the Department of Transport has 104 administrative procedures in 3 areas which are solved under the "one-door" mechanism such as Registry, Road and Inland waterway. Deputy Director of the Department of Transport - Nguyen Thanh Ngoan informed: “In order to create satisfaction for people and businesses in the implementation of related administrative procedures, the department has seconded 2 civil servants who meet the professional qualifications and working standards to work at the Provincial Public Administration Service Center. It was estimated that in 2019, the department would receive and solve more than 11,000 procedures on time, reaching 100 percent. "
Reliable destination
In 2018, the results of the Provincial Competitiveness Index (PCI) of Long An province reached 68.09 out of 100 points, ranking the 3rd in the whole country, up 12 grades compared to 2016. The above results show that the businesses highly appreciated the investment and business environment in the province, especially the attention and administration of provincial leaders, departments, agencies and local authorities.

As 1 of 13 provinces and cities in the Mekong Delta region, Long An province has many conditions to develop industry and services with a large land fund for industrial development and increasingly improved infrastructure. Director of Department of Natural Resources and Environment - Vo Minh Thanh shared: “In order to create an open, transparent and competitive investment environment compared to other localities in the whole country, the department continues to perform a number of key tasks to contribute to the improvement of the PCI, especially to create favorable conditions for organizations and individuals on issues related to the land access index. At the same time, the department will soon complete the granting of land use right certificates for the first time to organizations, individuals and households so that users can have full rights under the land law; effectively use the Land management software (ViLIS) in updating cadastral information and issuing land use right certificates; etc.
