A section of Ring Road 3 under construction
Continuing to handle weak soil and speed up construction of bridges
The Ring Road 3 project in Ho Chi Minh City through Long An province started construction on June 30, 2023, with a length of 6.8km. The starting point is at the border of Ho Chi Minh City and Long An province, the end point is at the intersection between Ben Luc - Long Thanh Expressway and Ho Chi Minh City - Trung Luong Expressway, passing through Ben Luc district. The total investment is 4,208 billion VND; of which construction is 3,040 billion VND and site clearance, support, and resettlement is 1,168 billion VND.
To date, the project is under construction, by October it has reached more than 51% of the construction value, basically completed compared to the plan and the progress milestones required by the Government in Resolution No. 105 dated August 15, 2022.
According to the Director of the Department of Transport - Dang Hoang Tuan, the construction of the service road has been completed. The highway section has completed the sand loading work, is pumping vacuum to treat the weak ground and is expected to be completed in December 2024.
For the river overpass and viaduct sections on the highway, the construction of 2/2 abutments, 2/2 pillars and the installation of girders for 1/3 of the span of Rach Rich overpass has been completed.
Meanwhile, the Tan Buu bridge (including the Cho Dem river overpass and the viaduct) has completed the construction of 2/2 abutments, 25/34 pillars, the installation of 11/35 spans (88/280 girders) and the concrete pouring of the bridge deck for 03/35 spans.
In addition, at the intersection with Ben Luc - Long Thanh Expressway, the overpass across the expressway has completed construction of 02/02 abutments, 05/05 pillars, installation of 6/6 bridge spans of girders and pouring of concrete for the bridge deck of 03/06 spans.
The U-turn bridge on the expressway has completed construction of 224/272m (6/8 spans) of box girders and 180/544m of guardrail concrete. As for the branch roads connecting in the intersection, the work of filling the roadbed with sand for 3,055/3,523m and 700/3,523m of crushed stone aggregate has been completed.
"Up to now, the Ring Road 3 project through Long An has been allocated capital of more than 1,107.7 billion VND (in 2023 it was 338.947 billion VND, in 2024 it is 768.757 billion VND); In which, the central budget is more than 698.2 billion VND (193 billion VND in 2023 and more than 505.2 billion VND in 2024). The local budget is more than 409.4 billion VND (nearly 146 billion VND in 2023, more than 263 billion VND in 2024). Of the allocated capital, more than 970/1,107.7 billion VND has been disbursed so far" - Mr. Dang Hoang Tuan informed.
In February 2025, 70% of the bridge girders were installed
The Department of Transport has set specific timelines for completing parts of the project for implementation. Accordingly, for the expressway section, by January 24, 2025 (before the Lunar New Year holiday), the weak soil will be treated and the roadbed will be completed. By October 31, 2025, the unit will complete the construction of crushed stone pavement and asphalt pavement.

For the river overpass and viaduct on the expressway, by February 28, 2025 (1 month after Tet), the bridge piers, piers and 70% of the bridge girders will be completed. By August 30, 2025, the work of installing girders and concrete bridge deck will be completed. By October 31, 2025, the work of asphalt paving the bridge deck and railing system will be completed.
"By December 31, 2025, the finishing work will be completed and the technical traffic will be opened" - Mr. Dang Hoang Tuan informed.
Meanwhile, for the final intersection connecting to the Ben Luc - Long Thanh project, the given timeline to complete the technical traffic opening of the entire intersection is October 31, 2025. A branch connecting to Ben Luc - Long Thanh Expressway (about 300m long, 2 lanes in one direction) is expected to be completed and technically opened to traffic on December 31, 2024. The remaining connection items will be completed in 2026 to put the project into operation.
The resettlement area of the Ho Chi Minh City Ring Road 3 project through Long An province is planned to be 3.5 hectares in Hamlet 3, Tan Buu Commune, Ben Luc District. The project has a total investment of nearly 95 billion VND. The items of the resettlement area project of the Ho Chi Minh City Ring Road 3 project through Long An province were started by the People's Committee of Ben Luc District in mid-June 2024. Currently, contractors are focusing on constructing drainage systems, lighting, sidewalks, and internal road rolling. According to the plan, the entire resettlement project is expected to be completed by the end of December 2024./.
"Currently, Long An province is investing in key national projects, including the Ho Chi Minh City Ring Road 3 and Ring Road 4 projects (section through Long An province) and other important projects such as National Highway 62, 03 bridges on Provincial Road 827E, etc. These projects are of great importance, not only for the socio-economic development of Long An province but also contribute to the success and overall development of Ho Chi Minh City and the entire Southeast and Mekong Delta provinces.
Accordingly, over the past time, the province has continuously strived to mobilize all resources to speed up the completion progress according to the set milestones of the entire project" - Director of Long An Department of Transport - Dang Hoang Tuan emphasized.
