Long An proposes Government to assign Ministry of Transport to preside over construction of HCMC's Ring Road 4

Long An People's Committee proposed that the Government assign Ministry of Transport to act as the focal agency for synthesizing and coordinating the Ring Road 4 project of Ho Chi Minh City.

The Provincial People's Committee has just sent a document to the Prime Minister and Deputy Prime Minister - Tran Hong Ha to report difficulties and problems when assigning the province to act as the focal agency for synthesizing and coordinating the Ring Road 4 project of Ho Chi Minh city.

Accordingly, on April 16, during a working session between the Prime Minister - Pham Minh Chinh and the Standing Committee of the Ho Chi Minh City Party Committee, the Minister of Transport - Nguyen Van Thang proposed and the Prime Minister assigned Long An as the focal agency for synthesizing and coordinating the Ring Road 4 project in Ho Chi Minh City.

However, after researching, Long An encountered many difficulties when being assigned as the focal agency to coordinate the Ring Road 4 project in Ho Chi Minh City.

According to the report of the Provincial People's Committee, although the Ring Road 4 project in Ho Chi Minh City passes through Long An area the longest with about 78.3km from Thay Cai - Hiep Phuoc canal, including the section through Hiep Phuoc area of Ho Chi Minh City, legally, the province does not have enough influence to synthesize and coordinate the implementation of large-scale inter-regional projects.

In terms of experience, the province has never implemented large projects such as Ring Road 4 in Ho Chi Minh City. Therefore, assigning the province to act as the focal agency to coordinate the Ring Road 4 project in Ho Chi Minh City will be very difficult and may lead to delay in the project implementation.

Besides, the Provincial People's Committee also said that since Long An is in the Mekong Delta region, it is not appropriate to assign the province as the focal aggency for summarizing and coordinating the project with other provinces and cities in the Southeast region. In addition, the Ring Road 4 project in Ho Chi Minh City belongs to group A to be approved by the National Assembly. Therefore, it is necessary to assign the task of focal agency and synthesis to an agency that is strong enough in law, has experience in implementing many large projects of national importance. It will be more suitable than 1 province or Ho Chi Minh City to represent as coordinating agency of the National Assembly.

From that analysis, the People's Committee of Long An province also proposed that the Government assign the Ministry of Transport to act as the focal agency for synthesizing and coordinating the Ring Road 4 project in Ho Chi Minh City.

The Ring Road 4 project in Ho Chi Minh City is nearly 200km long, passing through 5 localities including Ba Ria - Vung Tau, Dong Nai, Binh Duong, Ho Chi Minh City and Long An. This is a large project with significant regional linkages, forming a connected and synchronous transport network between the Mekong Delta - Ho Chi Minh City and the Southern Key Economic Zone. The project is expected to start construction in 2024./.
