The conference was chaired by Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - Pham Van Ranh; Standing Deputy Secretary of the Provincial Party Committee - Nguyen Van Duoc and Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Tran Van Can.
At the conference, the Party Committee of the Provincial People's Committee reported the socio-economic development situation in the first 2 months of 2020; forecasted difficulties and challenges caused by Covid-19 disease, saltwater intrusion, diseases on crops and animals; and proposed directions and key tasks in the coming time.
Accordingly, the total rice area of the province was 245,563 hectares (until February 26), reaching 49 percent of the plan, equal to 105 percent compared to the same period in 2019; in which, 89,381 hectares were harvested, the average dry yield was 5.97 tons per hectare with an output of 533,552 tons, reaching 19.4 percent of the plan.
The price of rice and sticky rice decreases compared to the previous month, the price of lemon is stable while the price of dragon fruit is fluctuated. Currently, the price of white flesh dragon fruit is from 10,000 to 12,000 VND per kg, the price of red dragon fruit is from 25,000 to 30,000 VND per kg.

The industrial production index in February is estimated to decrease by 4.28 percent over the previous month, up 7.54 percent over the same period last year. Accumulated in the first 2 months of 2020, this index increases by 3.65 percent over the same period.
Total retail sales of goods and services in February are 7,653 billion VND, down 12.7 percent over the previous month and up 8 percent over the same period. Accumulated in the first 2 months of 2020, the total retail sales of goods and services is 16,418.6 billion VND, reaching 16 percent of the plan, up 8.2 percent over the same period.
In the first 2 months, the whole province has 202 newly established enterprises with a total capital of 1,532 billion VND, down 1.46 percent in quantity, down 54 percent in registered capital over the same period. Up to now, the province has 11,620 operating enterprises with a total registered capital of 305,806 billion VND.
Total state budget revenue in the first 2 months is 2,432 billion VND, reaching 14.51 percent of the estimate assigned by the Central Government and 14.41 percent of the estimate assigned by the province (until February 16). Total local budget expenditure is 1,693 billion VND, reaching 11.67 percent of the estimate assigned by the Central Government and 11.58 percent of the estimate assigned by the province (until February 16).
Students are absent from February 3 to 29 to prevent the Covid-19 epidemic. Provincial leaders regularly check and request the health sector, local authorities to fully prepare equipment to receive and treat patients promptly.
In the first 2 months of the year, there were many satisfactory and quite comprehensive results in implementing the Provincial Party Committee's resolution but Covid-19 epidemic, saline intrusion, diseases on crops and animals will adversely affect economic growth in 2020.

According to the forecast, the gross domestic product (GRDP) in 2020 may increase only 8.91percent over the same period and lower than 0.6 - 0.7 percentage points compared to the plan; all three areas of agriculture – forestry - fisheries, industry - construction and trade - services will be affected with low growth.
For that situations, the Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - Pham Van Ranh asked branches and levels to strive to overcome difficulties to successfully implement the Resolution of the Provincial Party Committee in 2020 and the Resolution of the Provincial Party Xth Congress.
The Party committees, Party organizations, authorities, Fatherland Front and socio-political organizations in the province, especially the heads of agencies and units, should focus on leading the prevention of Covid-19 epidemic with motto “Fighting the disease is like fighting enemies”.
All levels and sectors should closely monitor the agricultural production situation in order to proactively respond to natural disasters, especially drought, saltwater intrusion and epidemics on plants and animals with the goal of achieving the highest possible growth rate in the agricultural sector in the context of facing many difficulties and challenges.
The province should develop industry-construction and consider this as a motivation to develop and offset the losses of agricultural production; actively handle planning, investment, construction and land procedures to quickly implement key projects in the province.
It is necessary to direct the state budget revenue collection from the beginning of the year and ensure a balanced revenue; closely monitor credit activities in order to create favorable conditions for people and businesses to access concessional loans for production and business investment.
Besides implementing the targets of resolutions, key projects and breakthrough programs of the term 2015 - 2020, Mr.Pham Van Ranh asked the Party Committees at all levels to focus on monitoring and leading the successful organization of the Party Congress at all levels of the 2020 - 2025 term, especially the XIth Party Congress of the Provincial Party Committee.
At this conference, delegates discussed and approved a review of the leadership of the Standing Committee of the Provincial Party Committee in 2019, the financial work of the Provincial Party Committee in 2019; the change of some members of the provincial Party Congress (term 2020-2025)'s Document and Serving subcommittee./.
