According to Director of the Department of Labor - Invalids and Social Affairs of Long An province - Nguyen Hong Mai, as of August 29, 2021, Long An province has provided support for 381,678 people belonging to the target groups to implement Resolution No. 68 of the Government and Decision No. 23 of the PM with a total budget of more than 220 billion VND.

The total of 381,678 people are supported, 83,832 people have been directly supported with an amount of over 111 billion VND so far.
According to Resolution 68/NQ-CP of the Government, there are 12 policies to support workers and businesses facing difficulties due to Covid-19. In the context of the epidemic, the province strives to achieve positive results, helping workers, laborers, employers and freelancers overcome difficulties in life, strictly comply social distancing, contributing to disease prevention and control.
Specifically, up to the present, the province has deployed and implemented:
1. Policy to reduce the insurance amount for occupational accidents and diseases
The provincial social insurance agency reduced the contribution rate for 5,237 organizations, agencies and units, the number of employees entitled to the reduction of the payment rate was 296,119 people, corresponding to the reduced cost of occupational accidents and diseases of 104,668,207,669 VND.
In addition, the social insurance agency is verifying the regular operating expenses of 99 public non-business units to consider the beneficiaries.
2. Policy on temporary suspension of contributions to the retirement and survivor fund
The provincial social insurance agency supports temporarily suspending contributions to the retirement and survivor fund for an enterprise with 22 employees, equivalent to an amount of 61,512,000 VND.
3. Policies to support employers in training and retraining to improve vocational skills to maintain jobs for employees
The Department of Labor, War Invalids and Social Affairs issued Document No. 2381/SLDTBXH-LDVL&GDNN dated July 26, 2021 guiding businesses, vocational education institutions and localities to implement. Long An College is developing a training plan for 2 businesses, it is expected that in early September 2021, classes will be deployed for these 2 businesses.
4. Policies to support employees in suspending labor contracts or taking unpaid leave
The province has supported 520 workers, of which 18 pregnant workers, 80 people raising children under 6 years old, with the amount of 2,003,230,000 VND.
The Department of Labor - Invalids and Social Affairs and the Department of Finance are submitting to the Provincial People's Committee to support 1,464 workers, including 27 pregnant workers, 331 employees raising children under 6 years old, with the amount of 5,780,020,000 VND.
5. Policies to support work-stopping employees
The Department of Labor, War Invalids and Social Affairs has issued guidance documents, requesting businesses and localities to implement issues related to Clause 3, Article 99 of the Labor Code and document No. 264 /QHLDTL-TL dated 15/7/2021 of the Department of Labor Relations and Wages - Ministry of Labor - Invalids and Social Affairs on paying wages to work-stopping employees during the work-stopping period related to the Covid-19 epidemic . However, the province has not received the application dossier of the enterprise up to the present.

6. Policies to support employees who terminate labor contracts but are not eligible for unemployment benefits.
The Department of Labor - Invalids and Social Affairs and the Department of Finance are submitting to the Provincial People's Committee to support 34 workers with the amount of 126,140,000 VND.
7. Children support policy
The province supported 700 children in concentrated isolation areas to prevent and control the Covid-19 epidemic (F1) with the amount of 708,000,000 VND.
8. Food support for people who have to be treated for Covid-19 infection (F0) and people who have to undergo medical isolation (F1)
The province has supported 27,840 people (of which F0: 12,141 people, F1: 15,699 people), the amount of 37,979,760,000 VND.
9. Support staff in art activities and tour guides
The province supported 40 people with the amount of 148,400,000 VND.
10. Policies to support business households
The province has supported 407 eligible business households with the amount of 1,221,000,000 VND.
11. Policies to support employers to borrow capital to pay wages to stop working, pay wages to restore production
The provincial branch of Social Policy Bank directed its affiliates to proactively contact more than 2,300 businesses by phone to understand their operations and loan needs. As a result, there are 14 businesses that need to borrow money to pay salaries for 1,926 employees, amounting to 6,613,000,000 VND. Of which, there are 11 enterprises that need to borrow capital to pay wages to 1,697 work-stopping employees, the amount of 5,304,000,000 VND, 3 businesses need to borrow capital to pay wages when restoring production for 229 employees, number money 1,309,000,000 VND.
Up to now, the provincial branch of the Bank for Social Policies has supported 4 businesses to borrow money to pay for 1,298 work-stopping employees, with the amount of 3,312,915,000 VND. Currently guiding 10 businesses to make loan documents according to regulations.
12. Support workers without labor contracts who lose their jobs (freelancers)
The province has supported 54,732 freelancers with the amount of 70,261,800,000 VND. In which, supporting 12,555 mobile lottery ticket sellers, with the amount of 12,173,750,000 VND.
For other freelancers, support has been provided to 42,177 people, with the amount of 58,088,050,000 VND.
Currently, districts, town and city continue to review, synthesize, approve and provide additional support for freelancers./.
