Disbursement rate of investment capital in 2025 is still low

Deputy Director of the Department of Finance - Nguyen Tan Qui said that the Provincial People's Committee has allocated 8,923.6 billion VND. As of April 2, 2025, the implementation volume is over 1,131 billion VND, reaching 12.68% of the plan; disbursement volume is 1,130.2 billion VND, reaching 11.71% of the plan assigned by the Prime Minister and 12.67% of the plan allocated by the Provincial People's Committee. Of which, the district managed capital is 2,335.7 billion VND, disbursed 598.8 billion VND (reaching 25.64% of the plan); the provincial managed capital is 6,587.9 billion VND, disbursed 531.4 billion VND (reaching 8.07% of the plan).

Of the 24 investors, only 10 investors disbursed more than 20% of the plan, including Thanh Hoa District People's Committee (55.19%); Chau Thanh District People's Committee (36.93%); Kien Tuong Town People's Committee (36.03%); Provincial Police (34.56%); Department of Agriculture and Environment (34.12%); Provincial Border Guard Command (33.34%); Can Duoc District People's Committee (32.94%); Duc Hoa District People's Committee (29.07%); Can Giuoc District People's Committee (27.77%); Thu Thua District People's Committee (24.15%). The remaining 14 investors disbursed less than 20% of the plan; of which 5 investors have not disbursed.

The reason for the lower disbursement compared to the same period is that at the end of 2023, projects with a large payment volume have not yet balanced the payment capital. When allocating the capital plan for 2024, investors disbursed from the beginning of the year.

On the contrary, at the end of 2024, projects under construction with a large volume have been supplemented with additional capital by the province. Therefore, at the beginning of 2025, projects in the province do not have a large volume for payment. Most of the projects implemented until 2025 are mainly completed and settled the project, so this volume is not much in the first months of the year.

Meanwhile, newly started projects are implementing bidding procedures, so there is no volume, no compensation payment with a large amount, so the disbursement is lower than the same period.

As planned, the capital for the land clearance project of Provincial Road 827E is 1,575 billion VND (accounting for 18.06% of the allocation plan), but it has not yet been disbursed or paid to the people due to the need to complete procedures, which takes a lot of time. Currently, it has only been implemented to the counting step.

On the other hand, the implementation of streamlining the apparatus according to Project No. 25 of the Provincial Party Committee requires investors to adjust digital certificates and the appendix of the legal entity contract, so the public service system of the treasury has not been able to change investors due to the lack of conversion instructions. In addition, the temporary suspension of new construction of headquarters projects also affects the disbursement progress.

Facing the above situation, in the coming time, the province will direct departments, branches, People's Committees of districts, towns, cities, and investors to seriously implement the direction of the Provincial People's Committee in official dispatches on urging the completion of allocation procedures and promoting the disbursement of public investment capital in 2025.

Investors must urgently urge contractors to construct and disburse as soon as there is volume to increase the disbursement rate, strive to disburse 50% of the plan by the end of the second quarter and 100% of the plan by the end of the fiscal year.

At the same time, investors urgently complete investment procedures to promptly allocate capital, develop implementation plans, speed up the bidding process, and assign staff to monitor each specific project.

In addition, provincial departments, branches, People's Committees of districts, towns, cities, and investors continue to promote and uphold the spirit in deploying and implementing investment projects.

Also according to Mr. Nguyen Tan Qui, the People's Committees of Can Duoc, Can Giuoc, Tan Tru, and Chau Thanh districts promote the implementation of the site clearance project to build bridges and access roads to 3 bridges on Provincial Road 827E, urgently complete the site clearance procedures to approve the compensation plan, start payment in the second quarter of 2025, urgently complete the site clearance procedures, build resettlement areas and the access road project to 3 bridges on Provincial Road 827E.

He requested investors to urgently complete procedures to start projects soon, especially key projects such as the main building block in the Provincial Political and Administrative Center; the project to build a memorial area, a memorial house for comrade Vo Van Tan, comrade Vo Van Ngan and to restore and embellish the historical relic at Duc Hoa intersection; the construction of a new Lung Hospital, starting in the second quarter of 2025; the project of the Access Road to 3 bridges of Provincial Road 827E, starting on August 29, 2025; etc./.
