Party Central Committee's Commission for Communications and Education surveys the propaganda of social insurance and health insurance in Long An

Deputy Head of Propaganda Division - Party Central Committee's Commission for Communications and Education - Nguyen Thi Thu Hoai led a delegation having a working session in Long An province on the propaganda of social insurance and health insurance.

Implementing Resolution No.21-NQ/TW issued on November 22, 2012 on "strengthening the Party's leadership in social insurance and health insurance for the period of 2012 - 2020" and Resolution No.28-NQ/TW issued on May 23, 2012 on "reforming social insurance policy", the province has focused on leading and directing to implement the Resolution and achieved some positive results.

The propaganda has been paid attention by all levels and sectors, contributing to a strong change in the awareness of cadres, Party members and people.

The social insurance agency has cooperated with the Department of Education and Training, the provincial Labor Federation, the Department of Labor - War Invalids and Social Affairs and some other agencies to propagate social insurance and health insurance to the people.

By September 30, 2019, the whole province had 334,234 people participating in social insurance (reaching 37.7 percent); in which, 328,994 people participated in compulsory social insurance (reaching 37.1 percent), 5,240 people participated in voluntary social insurance (reaching 0.59 percent).

In addition, 1,392,724 people participated in health insurance, reaching 92.66 percent of the provincial population. In which, 963,570 people participated in compulsory health insurance (reaching 64.1 percent); 269,059 students participated in student health insurance (reaching 97.31 percent compared to the total number of students); 429,154 households participated in household health insurance (reaching 28.55 percent).

The provincial social insurance authority has cooperated with relevant departments and agencies to fully and promptly issue health insurance cards to policy beneficiaries in the area. The quality of service provision has been increasingly improved, meeting the increasing requirements of the people.

However, the propaganda and implementation of resolutions and policies on social insurance and health insurance have still faced some difficulties and limitations.

Long An proposed the Central to have mechanisms and policies to encourage employees to reserve the time of social insurance payment, limit the one-off payment of social insurance benefits, adjust and supplement regulations in accordance with reality.

Besides, the social insurance sector should focus on developing voluntary social insurance participants by expanding agents; improve its propaganda to attract employees to participate in voluntary social insurance; strengthen training on voluntary social insurance policies; simplify medical examination and treatment procedures using health insurance; propagate social insurance and health insurance at organizations and businesses when hiring new employees.

At the same time, relevant ministries and agencies should research to handle violations of social insurance and health insurance appropriately.

Ms. Nguyen Thi Thu Hoai appreciated Long An's results and noted the proposals for reporting to the superior for consideration. She asked the departments, agencies and local authorities to strengthen coordination for the propaganda on social insurance and health insurance to achieve the planned results./.
