PM - Pham Minh Chinh launches the program "Network and computers for students"
"Network and computers for students" is implemented by the Ministry of Information and Communications in collaboration with the Ministry of Education and Training. The program focuses on the following main contents. Firstly, it ensures 100 percent of network coverage of all 283 areas without mobile internet connection in localities that are implementing social distancing according to Directive No. 16 and implementing online learning, that will be completed in September 2021; 100 percent of network coverage of all 1,910 areas without mobile internet connection nationwide, that will be completed in 2021.
Secondly, computers support for online learning. Phase 1 (in 2021) mobilizes 1 million computers for students from poor and near-poor households nationwide. It immediately prioritized to localities that are social distancing according to Directive 16 and implementing online learning. In phase 2 from 2022 to 2023, the program aims at 100 percent of students from poor and near-poor households nationwide to be equipped with computers for online learning.
And thirdly, some other supports are for localities in social distancing according to Directive No. 16, organizing online teaching and learning: 100 percent free use of online teaching and learning platforms, internet fees mobile when using online teaching and learning platforms; supporting packages, information technology infrastructure for online teaching and learning: servers, server locations, internet connection to ensure online teaching and learning.
At the online conference, the PM emphasized that the program "Network and computers for students" has profound social and humanistic meanings. With the motto "stop going to school, never stop learning", the program will create conditions for children to study safely online. "Network and computers for students" will be a new method of learning in the temporary situation, but it is suitable in the context of social distancing and strengthening of social distancing, so that students in remote, isolated and extremely difficult areas or disadvantaged households have equal learning conditions in accessing knowledge.
PM Pham Minh Chinh requested that the Ministry of Health would coordinate with the Ministry of Education and Training, ministries, branches and localities to actively in developing a scenario for reopening schools in safe places, so that students safely return to school in the coming time. It is necessary to focus on early vaccination for children, especially children from 12 years old and older.
The PM directed the Ministry of Information and Communications to act as a focal unit and coordinate with the Ministry of Education and Training, relevant ministries, branches and localities to build concentrated telecommunications infrastructure in areas where there is no signal or signal not meet the quality must be upgraded; at the same time, develop criteria and conditions to support the computers for students openly, transparently and effectively.
After the launching ceremony, the program "Network and computers for students" received more than 1 million computers, with a total value of more than 2,575 billion VND donated by businesses, organizations and localities.
