PM’s working group inspects civil service activities in Long An

On September 25, the Prime Minister’s working group led by Minister of Home Affairs - Le Vinh Tan worked with leaders of the Mekong Delta province of Long An to inspect civil service activities in the province. Secretary of the Provincial Party Committee, Chairman of Long An Provincial People's Council - Pham Van Ranh, representatives of the provincial leaders and related departments and branches work with the delegation.

Long An has 19 specialized agencies under the Provincial People's Committee, 3 agencies under the Provincial People's Council, 11 specialized agencies under the District People's Committee. In addition, the province has been approved by the Ministry of Home Affairs to establish the Provincial Public Service Center. Besides, the province has 695 public non-business units.

The province inspected civil service at 130 units; the provincial departments, branches and district-level People's Committees self-inspected civil service at 491 affiliated units.

After arranging the apparatus in accordance with Project 02-DA/TU of the Provincial Party Committee, Long An adjusted and approved the job position program for 13 agencies and administrative organizations with 594 job positions and 15 public non-business units without self-finance with 1,187 job positions; the remaining units are adjusting after the arrangement.

From 2015 up to the last 6 months of 2019, the Provincial People's Committee has downsized 643 staff.

The reception of citizens, handling complaints of the province have been in accordance with regulations. The Chairman of the Provincial People's Committee has dialogued with citizens and resolved complaints promptly.

In particular, the Provincial Administrative Reform Index (PAR) and the Provincial Competitiveness Index (PCI) improved significantly (in 2018, PAR was ranked 7 out of 63; PCI was ranked 3 out of 63).

At the meeting, the working group analyzed and clarified the provincial proposals on staff downsizing and arrangement; standards of leaders and managers; the evaluation and classification of cadres, civil servants and officials; wage policy; and so on.

Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - Pham Van Ranh emphasized that in the past time, Long An has strictly abided the regulations on civil service activities in the province.

In the coming time, the province will strengthen the inspection to correct promptly the violations; restructure cadres, civil servants and officials; focus on anti-corruption and administrative reform, especially procedures related to people and businesses; receive citizens and resolve complaints and denunciations; etc.

In addition to recognizing and praising the achievements of Long An province, the Minister of Home Affairs - Le Vinh Tan asked the province to continue drastically directing the arrangement of the apparatus and staff downsizing; review the violations in recruitment and appointment which was pointed out by the Ministry of Home Affairs inspectorate; review and arrange the provincial and district apparatus; restructure cadres, civil servants and officials.

At the same time, the province should focus on administrative reforms; renovate the operations of state administrative agencies; maintain the reception of citizens associated with raising the responsibility of the head. In particular, the province should be aware of "hot spots", especially in the period of preparation for the Party Congress at all levels, etc./.
