For the key work of Resolution of the 11th Provincial Party Congress - the Ring Road of Tan An City, there are a total of 1,678 affected households. Currently, the city has paid compensation and supported 1,576 households, reaching 93.9%. However, 102 households have yet received payments. The area of 33m of road surface was handed over to the construction unit; for the 20m of the two sides alone, there are still 37 households not agreeing on the policy. This project is expected to entirely open to traffic by the end of 2023.
In addition, the city has performed ground clearance and invested in building 2 resettlement areas that have been put into operation (Khanh Hau Ward Resettlement Area No. 1 and An Vinh Ngai Resettlement Area - phase 1). The city has also actively coordinated to deploy Binh Tam Resettlement Area - phase 1.
Currently, the difficulty is that the implementation cost for the whole project has increased (exceeded the total investment compared to the initial estimate). The construction progress of basic construction work items, technical infrastructure system is behind schedule, the construction unit had to request an extension, prolong the contract performance time, etc.

At the meeting, leaders of Tan An city also informed a number of contents related to the criteria for grade I urban areas before 2030. Accordingly, Tan An city has proceeded to prepare a plan to meet the grade I urban areas standards and develop the implementation progress of related projects, programs and schemes. However, through the review, there are two criteria that are unqualified: population size and population density.
In addition, the city recommends contents related to the mechanism of resource mobilization, site clearance, and clean land fund for investment and development of residential and resettlement projects.

He suggested that the Standing Board of Tan An City Party Committee continue to innovate thinking and working methods; focus on site clearance in the remaining section of the Ring Road; continue to dialogue with 37 households to agree on the policy; focus on speeding up progress, completing infrastructure, and clearing ground for resettlement projects, especially Binh Tam Resettlement Area. In addition, relevant departments and branches need to have close coordination and close support to Tan An City to remove difficulties in the implementation of the Ring Road project to complete on schedule.
