State budget collection exceeds schedule, creating momentum for breakthrough

Facing many economic challenges, Tay Ninh still recorded positive results as the state budget collection exceeding the schedule in the first months of the year. Many revenue items reached and exceeded the estimate, with high growth compared to the same period in 2024. This is a clear demonstration of the drastic and effective management of the provincial government, the synchronous participation of the political system, and the consensus and efforts of the business community and the people.

Breakthrough in the first half of the year

According to Mr. Truong Van Liep - Director of the Department of Finance, the total state budget revenue in the area in the first 6 months of 2025 reached 28,249.7 billion VND, equal to 75.9% of the estimate assigned by the Central Government, 75% of the estimate assigned by the Provincial People's Council and increased by 35.5% over the same period in 2024. This is a positive signal from the local economy as well as the effectiveness in organizing collection.

Of the total revenue mentioned above, domestic revenue (including lottery) reached 24,842.6 billion VND, equivalent to 79.2% of the central budget estimate and 78.1% of the provincial budget estimate, an increase of 38.5% over the same period in 2024. In particular, if excluding extraordinary revenue items such as land use fees and lottery, the remaining domestic revenue still reached 13,854.2 billion VND, equivalent to 65.5% of the central budget estimate and 64.1% of the provincial budget estimate, an increase of 25.3% over the same period in 2024.

State budget revenue is an important resource for development

A notable bright spot is that revenue from land use fees reached 8,462.7 billion VND, exceeding the annual estimate by 144.4% and increasing dramatically by 84.5% over the same period in 2024. Revenue from lotteries reached 2,525.7 billion VND, equal to 57.9% of the estimate, up 9.8%. Up to 11/17 domestic revenue items exceeded 50% of the estimate, reflecting a uniform improvement in many areas.

Behind these positive results is the strong direction from the provincial Party Committee and government to the grassroots level. From the beginning of 2025, the Steering Committee urged the collection of state budget from the provincial to the communal level, operating methodically and focusing on the core contents. The Provincial People's Committee directed the development of specific plans, clearly assigning responsibilities and synchronously implementing solutions to strengthen revenue management, prevent revenue loss and expand the tax base.

Notably, each field and each revenue item was analyzed for the reasons for increase and decrease to have appropriate adjustments. Localities were assigned the task of maximizing revenue potential, while at the same time stepping up inspection, examination and strictly handling tax evasion and long-term tax debts. The Finance and Tax sectors coordinate synchronously to ensure correct, sufficient and timely collection, creating stable resources for socio-economic development.

At the same time, the provincial tax sector has flexibly and effectively implemented the propaganda and support for taxpayers through many forms, from direct to online. New tax policies are disseminated quickly and promptly; people and businesses are guided to declare and pay taxes in accordance with regulations, limit errors, and contribute to raising awareness of compliance with financial obligations to the State.

Resolutely managing and innovating collection methods

In many localities in the province, state budget collection has truly become a key political task. Mr. Nguyen Quoc Cuong - Chairman of Khanh Hau Ward People's Committee, shared: "The ward closely coordinates with the tax authority, organizes the review of revenue sources, strengthens the mobilization of people to comply with tax obligations, contributing to the overall results of the whole province".

In My Yen commune, Mr. Nguyen Quoc Hung - Chairman of the Commune People's Committee said that as of June 30, 2025, the total state budget revenue according to the ordinance managed by the commune reached more than 17.48/28.55 billion VND of the estimate, equivalent to 61.24%. Of which, the revenue from construction tax with 30 households reached more than 528 million VND. The budget balance revenue up to this point reached more than 5.91 billion VND, equal to 54.96% of the estimate. "This is the motivation for us to continue to make more efforts in the last months of the year" - Mr. Nguyen Quoc Hung emphasized.

An important factor contributing to improving the efficiency of state budget collection is promoting digital transformation in the public finance sector. The provincial Tax Department has widely deployed technology platforms such as eTax Mobile application, electronic tax system, electronic invoices and state budget revenue and expenditure management software. Digitalization helps people and businesses easily look up and pay taxes, thereby reducing time, costs and administrative risks.

In particular, from July 1, 2025, the personal identification code has been officially applied as a personal tax code according to new regulations. This helps build a unified database, facilitating tax management in the context of business activities on digital platforms, e-commerce and digital economic models that are growing rapidly.

According to Mr. Truong Van Liep, in the last months of 2025, the Provincial People's Committee will continue to direct all levels and sectors to synchronously deploy many solutions to maintain the momentum of increasing state budget revenue. The focus is on monitoring electronic invoices in real time to detect irregularities, prevent and combat tax fraud; strengthen the management of business households, businesses via digital platforms, social networks, and closely coordinate in monitoring resource exploitation, to prevent revenue loss in the mineral sector.

At the same time, the authorities will step up post-tax refund inspections and in-depth inspections of areas prone to fraud such as real estate, capital transfer, e-commerce, and transfer pricing. Enforcement measures, tax debt disclosure and temporary suspension of exit for long-term debt cases will be implemented resolutely, ensuring deterrence and fairness in law enforcement.

On the other hand, the province also fully implements policies to support businesses according to the right subjects and regulations, helping businesses overcome difficulties, stabilize production and business, thereby creating sustainable revenue for the budget.

The impressive results in state budget revenue in the first 6 months of 2025 are an important premise for Tay Ninh to enter the final stage with a new momentum. Not only contributing to consolidating resources for development investment and ensuring social security, this result also reflects the flexible and effective management capacity of the government apparatus, the proactiveness and positivity of localities and the spirit of responsible cooperation from people and businesses.
