Can Giuoc district pays compensation for land with the amount of over VND 3,750 billion
According to Can Giuoc People's Committee, the district pays great attention to implementing site clearance. This work has recently changed positively.
Currently, 108 projects are totally implemented by the State in the district, with a total land area of 5,562.39 hectares. In which, more than 50 projects were approved by the district People's Committee and being paid compensation for 7,318 out of 10,700 households and individuals with the amount of over VND 3,750 billion, 1,823 hectares of land was handed over to the investors to implement the project. Particularly, the district prioritizes and focuses on important projects and key projects.
The key project of Provincial Road 830, the section from Thuan Thanh commune to National Highway 50 with a length of 1 kilometer has completed the payment of compensation and handed over the site to the construction company (reaching 100 percent). For phase 2 approved by Decision No. 3317/QD-UBND dated September 19, 2018, it is widened at the intersection of the old line and the new route, the collection area is 691 square meters, including 2 affected households (Mr. Nguyen Cong Minh household has a clearance area of 76 square meters and Mr. Nguyen Van Xinh household has a clearance area of 615 square meters).
On May 8, 2019, the district conducted a tally of land and assets attached to the land, however, only Mr. Nguyen Cong Minh household agreed on counting, Mr. Nguyen Van Xinh household disagreed for tallying. The district People's Committee will continue to advocate, persuade Mr. Xinh.
The section from National Road 50 to Long An International Port has a length of 12.8 kilometers through 5 communes (including Thuan Thanh, Long An, Long Phung, Dong Thanh and Tan Tap), in which 300-meter section (away from Soai Rap river) in range of 41 meters, this part has been compensated and cleared the land in 2000.
The remaining 12.5-kilometer section has a clearance area of 32 meters, of which compensation and site clearance is 22 meters, now extends to 5 meters on each side. For the area of compensation and site clearance within 22 meters, the district handed over the site to the investor and construction company.
For the expanded area of 5 meters each side: On the basis of the approval of the compensation unit price of the provincial People's Committee, the district People's Committee approved the compensation, support and resettlement plan and announced and paid for compensation for households. Up to now, compensation has been paid for 1,045 out of 1,090 households and 23 out of 31 organizations with 86,250.7 square meters, reaching 95.8 percent of households and 96.1 percent of the area (if the area of public land is calculated, it reaches 99 percent of the area). Currently, the project still has 15 households (7 households are not affected the construction progress and 8 households are in the new Rach Vop bridge - Tan Tap commune that need to focus on mobilizing and handling). The district resolutely handled according to regulations to hand over the ground site to the construction company in July 2019.
Besides, the district also focuses on site clearance for a number of other works and projects to soon hand over the ground to investors to implement, soon put into operation according to the plan.
However, the district presently faces many difficulties and obstacles in the process of site clearance such as some projects have not been agreed on compensation prices; investors with limited financial capacity prolonged the projects, caused waste of land and created public opinions; some mechanisms, policies and regulations of the State have not been close, suitable with the local reality, and so on.
The district will continue mobilizing people to comply with the guidelines and coordinate with relevant departments and agencies to remove obstacles and urge investors to implement projects or propose higher levels to withdraw projects if the investment owners intentionally suspend the project. At the same time, the district also proposed that the province should have central proposals to adjust, supplement and amend some regulations to suit reality./.
