Can Giuoc should focus on implementing compensation and site clearance

On June 6, Secretary of Provincial Party Committee and Chairman of Provincial People's Council - Pham Van Ranh and the delegation had a working session with the Standing Committee of Can Giuoc district Party Committee on some key political tasks in the district. Standing Deputy Secretary of the Provincial Party Committee - Nguyen Van Duoc and leaders of relevant departments and agencies also participated in the working session.

Secretary of Can Giuoc district Party Committee - Pham Van Bon reported the delegation about the fields of economy, culture - society, security - defense as well as the operation of the political system achieved many positive results in the first 6 months of 2019. Along with the results of implementing breakthrough programs, key projects have made important contributions to the socio-economic development of the district.

Particularly, implementing the conclusions of the Executive Committee  of the Provincial Party Committee on compensation, site clearance and resettlement in some key localities of the province, the provincial People's Committee has approved the policy for Can Giuoc district in investing 108 projects for industrial parks, urban areas, residential areas, resettlement, resettlement - trade and services, etc. by June 2019, with a total area of over 5,560 hectares.

In which, more than 50 projects are approved by the district People's Committee. The district has paid compensation for 7,318 out of 10,700 households and individuals with the amount of over VND 3,750 billion, 1,823-hectare site clearance of land has been assigned to investors to implement projects. The district will strive to do ground clearance for 102.5 hectares to increase the total area of site clearance to 1,925.5 hectares by the end of 2019.

Particularly for key projects of Provincial Road 830 through the district, compensation has been paid for 1,044 out of 1,090 households and 23 out of 31 organizations for more than 8.5 hectares. The district strives to hand over the ground to the construction units in June. For the project of Tan Tap - Long Hau road, the section from Rach Dua river to the Ring Road 4 has now been paid compensation to 65% of households and 66% of area, striving to focus on mobilization and compensation payment for ground clearance in June 2019.

In addition to the achieved results, site clearance for projects still faces many difficulties and problems, especially the situation of land price volatility affecting the compensation price, many cases have not contacted land users as well as some shortcomings related to the current compensation and site clearance.

Regarding the development orientation of the district to 2025 and its vision to 2030, Secretary of Can Giuoc district Party Committee - Pham Van Bon said, the district will concentrate all priority resources for development investment and strongly shift economic structure in the direction of "Industry, urban ports, construction, trade - service and high-tech agriculture" together with upgrading, developing and expanding Can Giuoc urban areas.

At the meeting, representatives of relevant departments and agencies also focused on raising many solutions and requirements for Can Giuoc district to implement its political tasks in the area. Especially, the solutions to directly remove difficulties for Can Giuoc district related to the ground clearance for key project of Provincial Road 830 and projects related to breakthrough programs to mobilize all resources for construction of transport infrastructure system to serve industrial development in key economic regions.

Provincial Party Committee Secretary, Chairman of Provincial People's Council - Pham Van Ranh acknowledged the results that Can Giuoc district achieved in the implementation of local political tasks, especially efforts in compensation, site clearance and resettlement.

Simultaneously, Provincial Party Committee Secretary, Chairman of Provincial People's Council - Pham Van Ranh asked the Executive Committee of Can Giuoc district's Party Committee to continue to thoroughly master and speed up to successfully complete the Resolution targets and consider the district's development orientation on economy that is close to the current development reality.

For transport projects that still have difficulties, it is necessary to have solutions in accordance with the law and must synchronously implement the key projects, breakthrough programs as well as projects for IPs and ICs.

In addition, the Can Giuoc district People's Committee should review the progress of residential and resettlement projects to ensure the schedule and the provisions of law. Projects that does not ensure the schedule and are slow to be implemented should be reviewed the responsibilities of the State and investors. If the investors fail to comply with the commitment, these projects should be advised to withdraw by the provincial People's Committee.
