Chairman of Long An Provincial People's Committee asks to evaluate the impact of Covid-19 on socio-economic development to have suitable solutions

On February 18, Chairman of Long An Provincial People's Committee - Tran Van Can chaired the February meeting with Vice Chairmen of the Provincial People's Committee - Pham Van Canh, Pham Tan Hoa and Nguyen Van Ut; leaders of the provincial departments and agencies aimed at approving the results of implementing the socio-economic development tasks in January and the February work program; evaluating socio-economic targets of the Tenth Provincial Party Congress; summarizing the regulations and laws on the reception of investment projects in the province.

Accordingly, the results of socio-economic development in January 2020 of the province were relatively stable. In the agricultural sector, the production was stable; there was no dangerous epidemic on a large scale in plants and animals. The consumption of some agricultural products was more favorable than in December 2019 such as rice, sticky rice, shrimp, dragon fruit, etc. However, due to the impact of acute respiratory infections caused by new strains of Coronavirus (Covid-19) on the Chinese export market, in February, the price of agricultural products fell sharply.

The National target program on new-style rural area building has continued to be implemented. During the month, the province appraised newly advanced rural communes including Phuoc Hau (Can Giuoc district), Thanh Phu Long and Hoa Phu (Chau Thanh district) as well as appraised new rural communes including Long Cang and Long Dinh (Can Duoc district); Bac Hoa (Tan Thanh district). Up to now, there have been 77 communes meeting the new rural standard, accounting for 46.3 percent of the total number of communes in the province.

Accordingly, the industrial development index in January decreased by nearly 8 percent compared to December 2019, up 5.11 percent over the same period. The review of investment projects continued to be carried out in order to promptly remove difficulties and create conditions for production and business.

During the month, the field of commerce - services developed due to the Lunar New Year. Total retail sales of goods and services in January reached nearly 9,300 billion VND, up 14.5 percent over the same period. The commodity market in the Lunar New Year was plentiful and diversified, meeting the demand for consumption in the Tet holiday; the prices were stable, there was no sudden price increase. In addition, market inspection, anti-smuggling and trade frauds were focused on the Lunar New Year.

Budget revenue was focused on directing from the beginning of the year; credit activities were stable, non performing loans ratio was controlled. The total state budget revenue in January reached 1,722 billion VND, reaching over 10 percent of the estimate assigned.

Especially, on the occasion of Tet holiday, activities to care for policy beneficiaries, the poor, people in difficult circumstances, ... were focused on carrying out.

At the meeting, the leaders of some departments and agencies reported on waste treatment, the plan to prevent drought and salinity, prevention and control of Covid-19, the solution of achieving and exceeding the tax revenue and import-export, and the preparation of conditions for implementing public investment projects in 2020, etc.

Chairman of the Provincial People's Committee - Tran Van Can asked the leaders of departments and branches to urgently deploy key tasks in socio-economic development in 2020; ensure the quality and progress of implementing tasks in the first quarter; complete the Provincial Planning Task for the period of 2021-2030 with a vision to 2045 to submit to the Prime Minister for approval in February 2020. In particular, departments and agencies should review and evaluate the impact of the Covid-19 epidemic on the province's socio-economic development in order to propose appropriate solutions.

He asked the departments to continue monitoring, supporting to solve difficulties and evaluating the impact of the Covid-19 epidemic on the production and business situation of the enterprises, especially enterprises exporting to China; focus on reviewing and urging investors to accelerate investment in industrial parks and clusters; focus on implementing capital construction investment projects from the beginning of the year; start the new projects that have been planned capital by the first quarter to ensure the payment of capital plans in the first 6 months, not to accumulate in the last months of the year.

In particular, the Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to coordinate with the branches in analyzing and evaluating the implementation of major socio-economic targets of the Xth Provincial Party Congress; to quickly prepare an outline for the Subcommittee of content for the XIth Provincial Party Congress to advise the Provincial People's Committee to submit to the Provincial Party Standing Committee for consideration./.
