The government has set a growth target of 8% in 2025, creating momentum and driving force for double-digit growth in the next period. In particular, the target of disbursing public investment capital in 2025 is 100% (the previous target was 95%).
According to the report at the conference, the total capital for 2025 resolved by the National Assembly is 829,365 billion VND. Of which, 825,922 billion VND has been allocated to ministries, central agencies and localities. Unallocated capital is 3,433 billion VND for 3 national target programs. Pursuant to the provisions of the Law on Public Investment and the Resolution of the National Assembly, the Prime Minister has assigned 100% of the capital plan for 2025 to be allocated by the National Assembly.
The estimated payment from the beginning of the year to April 30, 2025 is 128,500 billion VND, reaching 15.56% of the plan assigned by the Prime Minister, in the same period in 2024, disbursement was 110,500 billion VND, reaching 16.64%. Thus, in absolute value, in 2025, disbursement was about 18,000 billion VND higher than the same period in 2024, but the disbursement ratio compared to the capital assigned by the Prime Minister was lower. Of which, 37/47 ministries, agencies and 27/63 localities disbursed below the national average.
At the conference, ministries, central and local agencies reported on the progress of public investment disbursement and presented difficulties and problems mainly related to legal basis; arising in implementation organization when merging boundaries, arranging administrative apparatus; bidding work; ODA capital processes and procedures; etc.
In Long An province, the Prime Minister allocated 9,648,317 billion VND, including central budget capital of 1,555,447 billion VND and local budget capital of 8,092.87 billion VND.
Long An Provincial People's Council has allocated 10,997,575 billion VND, including central budget capital of 9,648,317 billion VND and provincial budget capital of 1,349,258 billion VND.
On that basis, the total capital allocated by the Provincial People's Committee in 2025 is 10,334.835 billion VND. As of May 14, 2025, the implementation volume was 2,719.529 billion VND, reaching 26.31% of the plan; disbursement volume was 2,684.141 billion VND, reaching 27.82% of the plan assigned by the Prime Minister and 25.97% of the plan allocated by the Provincial People's Committee (30.31% in the same period).
Prime Minister Pham Minh Chinh acknowledged and highly appreciated the results of 10 ministries, branches and 36 localities with high rates of public investment disbursement; at the same time, expressed his appreciation for the efforts of the staff and workers working on construction sites with the high spirit, contributing to the rapid implementation of projects and works.
To achieve the target of 100% public investment disbursement by 2025, the Prime Minister emphasized the key role of leaders in leadership and direction from the central to local levels, promoting decentralization and delegation of authority associated with resource allocation according to the principles".
It is urgent to build a database to measure public investment disbursement capital and evaluate contractors and consultants to promote the urging role of the Prime Minister's working groups.
The Prime Minister requested the participation of the entire political system in the site clearance work. In particular, during the site clearance process, localities must pay attention to the legitimate and legal rights and interests of the people.
He also requested leaders of Party committees and authorities at all levels to continue researching, reviewing, and proposing amendments to institutions and policies, and removing obstacles related to public investment. In the immediate future, the merger and organization of two-level governments must not affect the progress of public investment disbursement./.
