Simplifying administrative procedures
According to the People's Committee of Long An province, implementing the plan for controlling administrative procedures, the one-stop mechanisms in handling, reviewing and evaluating administrative procedures in the province in 2024, the People's Committee of the province has directed departments, branches, and district-level People's Committees to review and clean up data under the authority of local authorities and review, reduce, and simplify internal administrative procedures in the system of state administrative agencies.
In the first 6 months of 2024 alone, the province issued 31 decisions to promulgate 296 administrative procedures, of which 82 new procedures were issued, 104 procedures were amended, 1 procedure was replaced, and 109 procedures were abolished under 14 agencies and units.
In implementing the one-stop mechanisms, the one-stop departments at all levels receive and circulate administrative procedures in accordance with the Government's regulations, including returning 100% of administrative procedures at the place of receiving.
In particular, currently, the province is expanding the model of posting electronic administrative procedures using QR codes, creating conditions for people and businesses to easily access, search, and track; agencies and units continue to implement the coordination regulations in handling administrative procedures between the Provincial Public Administration Service Center and specialized agencies, the apology regulations, and the working regulations. Thereby, ensuring the effectiveness of receiving, coordinating, and handling administrative procedures between the Provincial Public Administration Service Center and provincial departments and branches.
In addition, 100% of administrative procedure records received and processed at units and localities are transparent so that people and businesses can monitor and evaluate the implementation process. In cases where records are late, agencies, units and localities must apologize to people in accordance with regulations.
Over the years, the province has been considered a highlight in attracting investment, especially FDI projects
According to Deputy Director of the Provincial Public Administration Service Center - Luu Hieu Trung, by the end of August 2024, the Center received 60,330 records, with 98.43% of records received online. Of which, 58,378 records were processed, of which 82.22% were processed before the deadline and 17.57% were processed on time, with only 0.21% being overdue. At the same time, since the beginning of 2024, departments and branches have apologized in writing to 74 cases of overdue applications.
“In the process of handling administrative procedures, the Center received 5,520 reviews from people and businesses. Of which, 5,466 were satisfied, accounting for 99.02%; 43 normal reviews, accounting for 0.78% and only 0.2% were dissatisfied. This is also the basis for the Center to continue to strive towards the satisfaction of people and businesses when coming to resolve administrative procedures" - Mr. Luu Hieu Trung said.
Creating an atractive investment environment
According to the Department of Planning and Investment, for many years, the province has been assessed as a highlight in attracting investment in the whole country, not only because of its favorable geographical location, adjacent to Ho Chi Minh City, relatively complete socio-economic infrastructure, abundant industrial land fund but also the factor that the investment and business environment of the province is increasingly friendly, open, safe and effective.
In 2023, the Provincial Competitiveness Index (PCI) has improved significantly, increasing in score and ranking to 70.94 points, ranking 2nd in the country, increased 8 places compared to 2022 and leading the Mekong Delta region. The PCI results show that the province's investment and business environment has many positive changes compared to previous years.
Notably, the quality of provincial management continues to improve over time. Administrative procedure reform is recognized by the business community, creating favorable conditions for enterprises to carry out investment, production and business activities. The business environment increasingly creates equal competition between private economic sectors. The burden of unofficial costs continues to be reduced. Control of corruption and harassment of enterprises is strictly managed in many areas.
Among the PCI component indicators, business support is a highlight. This is also the highest increasing index of the province. Along with that, legal institutions, security and order in the province are guaranteed, creating peace of mind and trust for businesses when investing in the province.
Many solutions in administrative reform help improve the investment environment, thereby creating a competitive advantage to help the province effectively attract many investment capital flows
According to the Director of the Department of Planning and Investment - Truong Van Liep, the results in administrative reform and improving the investment environment have created a competitive advantage to help the province effectively attract many investment capital flows.
By the end of August 2024, the province received 1,388 FDI projects from about 40 countries and territories with a total registered capital of nearly 11.9 billion USD. Regarding domestic investment, the province has 2,254 projects with a registered capital of 491,574 billion VND; 18,822 enterprises registered to operate with a total registered capital of 386,470 billion VND.
In addition, as the agency in charge of advising the Provincial People's Committee on improving the investment and business environment and enhancing PCI, immediately after the PCI results were announced, the Department advised the Provincial People's Committee to organize a conference to evaluate the results to analyze in depth the indexes to propose innovative, specific, creative, and practical solutions to improve the scores and rankings of the low-scoring component indexes.
At the same time, the Department prioritizes promoting on-site investment promotion with many practical supports such as advising the Provincial People's Committee to regularly organize delegations to visit, dialogue, and remove difficulties for enterprises to clear bottlenecks in the production and business process.
The Department proactively coordinates with agencies and localities to support and quickly resolve procedures related to project implementation, expand production and business, increase investment capital, etc to help enterprises reduce time and costs to enter the market; strengthen legal support, arrange staff at the Provincial Public Administration Service Center to support, provide free consultation, guide enterprises to carry out business registration procedures, register for investment online through the National Portal on Business Registration, Investment Registration or provide planning information, development orientation of the province, connect, introduce and accompany investors to survey suitable project investment locations according to the planning.
“To continue to improve the investment and business environment and maintain a position in the top group of the country, in addition to solutions to improve PCI, it is important to raise awareness from both sides. The government apparatus must be aware of its responsibilities, change from thinking to action to create an investment and business environment, contributing to the common development.
