Focusing on completing Provincial Road 830E project
According to the Provincial People's Committee, by the end of February 2025, the implementation of the key project Provincial Road 830E is basically guaranteed according to requirements, the construction units are focusing on completing the project items. Accordingly, the section from Provincial Road 830 intersection to Nguyen Van Nham Street, the left unit of the route, implemented by the Nui Hong - Tan Nam - 622 Joint Venture, has completed the concrete surface of An Thanh Bridge, focusing on constructing precast components of the drainage system, drilling cement piles, filling the intersection with sand and ensuring traffic safety with the package implementation value reaching 55%.
The right side of the route, constructed by the Joint Venture of Bridge 14 - Trade and Service 68 - Thang Loi, has basically completed the An Thanh bridge deck and is constructing soil cement piles, drainage systems, and railings, with a completion value of 46.3%. For the section from Nguyen Van Nham Street to National Highway 1, the left side of the route has completed 26% of the construction and the right side of the route has completed 34.21%.
However, at present, the Provincial Road 830E project is still facing certain difficulties related to site clearance because there are still 85 households that have not agreed to receive compensation and hand over the site.
According to the Deputy Director of the Provincial Construction Investment Project Management Board - Tran Thien Truc, to ensure the completion of the project as planned, first of all, the Board continues to urge contractors to construct according to schedule, and as soon as the site is available, construction teams must be deployed immediately to speed up the construction progress. At the same time, the Board continues to actively work and coordinate with the People's Committee of Ben Luc district to mobilize households to hand over the land to serve the project implementation process.
Along with the key project Provincial Road 830E, the province is currently focusing on completing procedures to implement the project of the access road to 3 bridges on Provincial Road 827E and the project to build 3 bridges on Provincial Road 827E including bridges over Can Giuoc River, Vam Co Dong River and Vam Co Tay River.
Ho Chi Minh City Ring Road 3 construction reaches 65%
According to the Provincial Investment and Construction Project Management Board, after nearly 2 years of construction, the Ho Chi Minh City Ring Road 3 project through the province has basically completed the requirements and progress set. Accordingly, the construction units are implementing 3 main expressway bidding packages with the construction volume reaching 65%.
At the same time, the construction units also implemented 2 other packages including adjusting the route-end intersection and completing the connection of the traffic safety, fences, and lighting system.

With the volume of work done, the Ho Chi Minh City Ring Road 3 project through the province has achieved the required progress, ensuring the completion of the expressway section in 2025 and the entire project in 2026 as directed by the Government
According to Mr. Tran Thien Truc, for the XL1 package - Construction of the main expressway section in the Km85+200 - Km88+766 segment constructed by the Joint Venture of Dai A Chau Construction and Trade Production Company Limited, Delta Construction and Trade Joint Stock Company, Tan Hoang Long Investment and Construction and Trade Joint Stock Company, the construction team has completed 3,214.65/3,214.65m of sand filling and loading, installing wicks and vacuum pumping, driving cajuput piles to reinforce the foundation, completing 100% of CDM pile drilling, etc. Total progress reached 58%.
Package XL2 - Construction of Tan Buu Bridge on the main expressway, parallel route of the left branch and parallel route from Provincial Road 830C to the intersection in the Km88+766 - Km90+472 constructed by the Joint Venture of Tan Nam Construction Joint Stock Company - IDICO Petroleum Construction Investment Joint Stock Company - Nui Hong Joint Stock Company, the construction team has completed bored piles, pier bases, pier bodies, 35/36 piers; 31/34 cap beams; casting super-T beams on 207/316 slabs, installing 192 super-T beams of 24/35 spans, pouring concrete for bridge decks of 12/35 spans; etcthe value of the implemented package reached 63.3%. Particularly for package XL3 - Construction of the route-end intersection, the progress is currently the fast, reaching nearly 80% of the plan.
In particular, the contractors are focusing on completing items such as the Ho Chi Minh City Ring Road 3 overpass, the parallel U-turn bridge, the construction of the main expressway section, the branch road section and the completion of the drainage system.
"With the volume of work done, the Ho Chi Minh City Ring Road 3 project through the province has achieved the required progress, ensuring the completion of the expressway section in 2025 and the entire project in 2026 according to the Government's direction" - Mr. Tran Thien Truc added.
However, currently, the construction of the Ho Chi Minh City Ring Road 3 project is also facing some difficulties related to the supply of materials during the construction process. Of which, the remaining demand for selected soil materials to cover the top of the foundation is about 56,969m³, must be brought to the construction site by the end of June 2025 to complete the expressway project in 2025.
On average, about 15,000m³ is needed each month, the supply comes from Thuong Tan IV, VI mines - Bac Tan Uyen district, Binh Duong province and Tan Cang 1 mine, Bien Hoa city, Dong Nai province. Sand materials for leveling the foundation, the remaining demand is about 133,318m³, 91,000m³ must be brought to the construction site by the end of April 2025, from the supply from mines in Vinh Long and Ben Tre provinces.
In addition, other key materials to complete the expressway section in 2025 such as grade 1 crushed stone aggregate of about 134,000m³, grade 2 crushed stone aggregate of about 32,742m³, crushed stone for hot asphalt concrete aggregate of about 33,000m³ mainly supplied from quarries in Dong Nai province.
The expressway and Long Thanh Airport projects are in the final construction phase to complete the target of 3,000km of expressway in 2025 according to the direction of the Prime Minister, so the material situation is scarce.
According to Mr. Tran Thien Truc, to ensure the progress of completing the expressway section in 2025, the Board also proposed that the Provincial People's Committee recommend the People's Committees of the provinces: Ben Tre, Vinh Long, Binh Duong, Dong Nai to direct the Department of Agriculture and Environment of the province to include the list of component project 7 of the Ho Chi Minh City Ring Road 3 Project - Construction of Ho Chi Minh City Ring Road 3 section through the province in the list so that material mines are allowed to prioritize supply according to demand./.
3 basic breakthrough programs meet the set requirements
The Resolution of the 11th Provincial Party Congress, term 2020-2025, sets out 3 breakthrough programs including the Program for Developing High-Tech Agriculture in conjunction with restructuring the agricultural sector; the Program for Training Human Resources to Meet the Needs of Industrial and Agricultural Development of the Province and the Program for Mobilizing All Resources to Build a Synchronous Transport Infrastructure System to Serve Industrial and Urban Development in the Key Economic Zone of the Province.
Up to now, after more than 4 years of implementation, the breakthrough programs have generally met the set requirements. In particular, for the Program on Developing High-Tech Agriculture in conjunction with restructuring the agricultural sector, by the end of February 2025, the area of high-tech rice area is at 59,672 hectares, reaching 99.5% of the plan for the period 2021-2025; 2,148.46 hecatres of high-tech vegetables, reaching 107.4% of the plan; 5,849 hectares of high-tech dragon fruit, reaching 97.5% of the plan; 4,114 hectares of high-tech lemon, reaching 137% of the plan; 1,446.6 hectares of high-tech shrimp, reaching 1,446.6% of the plan; for beef cattle, up to now, 62 breeding cows have been supported in 5 pilot models, and 285 breeding cows have been supported for 59 households to improve the cow herd in the districts of Duc Hoa, Duc Hue, Tan Tru and Thu Thua. The whole province currently has 6 enterprises recognized as high-tech agricultural enterprises.
Regarding the Human Resources Training Program to meet the needs of industrial and agricultural development in the province, up to now, the number of cadres, civil servants and public employees sent for training has reached 191/459 targets, reaching 41.6% of the plan. Provincial and local departments, branches and sectors are continuing to deploy and implement according to the approved plan, basically achieving the set progress.
In particular, for the program to mobilize all resources to build a synchronous transport infrastructure system to serve the development of industry and urban areas in the province's key economic zones, the implementation progress is guaranteed, currently 2 projects have been completed including the Project to upgrade and expand Provincial Road 824 from Tua Mot to Kenh Ranh Bridge and the Project to connect Hung Vuong Road - National Highway 62, Tan An City. At the same time, the contractor is also focusing on the construction of Luong Hoa - Binh Chanh Road.
