Improving PCI—The key solution to attract investment

In 2024, the Provincial Competitiveness Index (PCI) of the old Long An improved impressively, continuing to maintain a high ranking (3rd/63 provinces and cities); the old Tay Ninh continued to maintain its ranking of 20th/63. Behind the above numbers is the story of persistent efforts to improve the quality of economic management, consistent spirit of accompanying enterprises, improving the investment and business environment associated with the sustainable development goals of Long An province, Tay Ninh before the merger and Tay Ninh province today.

High ranking in the PCI 2024 rankings

Speaking at the announcement ceremony of the Provincial Competitiveness Index - PCI 2024 report, Chairman of the Vietnam Federation of Commerce and Industry Pham Tan Cong affirmed: PCI is not simply a ranking. It is an annual dialogue between the business community and local authorities, where businesses can speak frankly from practice and where the authorities listen and act.

The PCI 2024 report was conducted with feedback from nearly 11,000 businesses, including domestic private enterprises and foreign-invested enterprises. Businesses continue to show confidence in local authorities, especially in areas such as information transparency, labor quality, and administrative procedure reform.

The PCI 2024 report shows a positive picture of improved provincial economic governance. The national median score reached 67.67 points, up 1 point from the previous year and exceeding the 60-point mark - the threshold considered to reflect a favorable business environment the 8th consecutive year.

Notably, the core PCI - an index reflecting the quality of core economic governance - reached 68.18 points, continuing to improve continuously from 2016 to present. This is the result of the persistence and perseverance of many localities in reform and active supervision from the business community.

According to the PCI 2024 report, the old Long An province achieved 72.64 points, ranked 3rd out of 63 provinces and cities, and was assessed by the Vietnam Federation of Commerce and Industry as the most reformed province in 20 years according to the PCI score for the period 2005-2024 and was one of the 10 provinces and cities with excellent economic management quality.

Most of the PCI 2024 component indicators of the province have improved significantly with high scores, notably the legal institutions and security and order index (8.29 points), time costs (8.16 points), informal costs (7.39 points), fair competition (7.37 points), business support policies (7.1 points).

PCI 2024 of the old Tay Ninh province reached 68.78 points, ranked 20/63 provinces and cities. Compared to 2023, the index increased by 0.98 points and continued to maintain the 20th rank. The PCI 2024 component indices on market entry, transparency, informal costs, fair competition, business support policies, legal institutions and security and order of the old Tay Ninh province all improved compared to 2023. However, some component indices decreased slightly such as: land access, time costs, dynamism of the provincial government, labor training.

PCI 2024 is the final PCI report that fully assesses 63 provinces and cities before the whole country merges provincial-level administrative units according to the Central Government's policy. Merging provincial-level administrative units, implementing the 2-level local government organization model and reorganizing local departments and branches, and improving the provincial business environment in the new period will have many opportunities and challenges.

From the perspective of a private enterprise, Mr. Nguyen Ngoc Son - Business Director of Tan Nhien Company Limited, said: “Since the start-up and development of production and business, the company has always received support from local authorities from the province to the grassroots, departments, branches, especially the Department of Industry and Trade, Science and Technology, Agriculture and Environment, and the Department of Food Safety and Hygiene. The company is doing well with local specialty products. We are very proud to be the first enterprise in Tay Ninh province to achieve the 5-star OCOP product certification. Currently, the company continues to produce, expand the domestic market and export products such as non-dipping rice paper, shrimp salt, spices, wheat flour, mineral water, mixed rice paper, etc.”

Mr. Son also expressed his confidence: The merger of the province is a great opportunity for the company. After the merger, Tay Ninh province is in the Top 10 of the country in terms of economic scale, which is something to be very proud of. Enterprises understand that, when the administrative boundaries expand, in the near future, the connecting traffic system, industrial park infrastructure, and logistics infrastructure will be invested in in a systematic and increasingly better way, helping enterprises optimize costs.

The province will also have more programs and policies to support enterprises in developing science and technology, innovation, digital transformation, and green transformation. Administrative transactions between enterprises and state agencies are also encouraged to be carried out online, with applications that help shorten steps, reduce time, and costs for enterprises.

After the merger, Tay Ninh has a strategic location, great economic potential, and will continue to make strong steps in developing infrastructure, industrial parks, and attracting foreign investment. The province continues to focus on developing high-tech industries, supporting industries, and large-scale green industries, industries associated with agricultural and rural development; prioritizes attracting strategic investors with capacity, reputation, and experience in developing infrastructure, industrial ecosystems, and urban areas in a modern and sustainable direction.

According to the provincial planning for the period 2021-2030, with a vision to 2050, Tay Ninh has 59 industrial parks with a total planning area of about 16,800 hectares. Currently, the province has established 46 industrial parks with a total area of over 14,500 hectares, of which 28 industrial parks have completed infrastructure and are receiving investors. Accumulated to the end of June 2025, the whole province has 2,482 investment projects in industrial parks, including 1,394 FDI projects and 1,088 domestic projects.

At the recent working session with the Provincial Economic Zone Management Board, Vice Chairman of the Provincial People's Committee Huynh Van Son requested the unit to quickly complete the organization, apparatus, and assignment of tasks; improve the quality of consultation; speed up the progress of industrial parks; and maintain good coordination with departments and branches to improve the investment environment and improve PCI, DDCI, PAR INDEX and PAPI.

This is also the general leadership and direction of the Provincial Party Committee and Provincial People's Committee to departments and localities to implement solutions to improve and enhance administrative reform, public administration and provincial competitiveness indexes. The focus is to continue to promote administrative procedure reform; strengthen dialogue, promptly resolve difficulties and problems of enterprises; build mechanisms and policies to mobilize the participation of the private economic sector to contribute to the overall development of the province. In particular, urgently concretize the program to implement Resolution No. 68 of the Politburo on private economic development, ensuring practicality, feasibility, contributing to promoting rapid and sustainable growth.

The PCI 2024 results are a process of persistent efforts to improve the quality of economic management, consistent spirit of accompanying enterprises, improving the investment and business environment associated with the sustainable development goals of Long An and Tay Ninh provinces before the merger.

This is an important foundation for the new Tay Ninh province to continue to inherit and implement many solutions to improve PCI in the coming time to create a transparent, favorable, safe and fair investment and business environment, realizing the goal of double-digit growth./.
