Long An: Economic growth rate 2020 is forecast to be higher than the national average

In 2020, the Party Committee, authorities and people in the province focus their efforts on implementing the "dual goal" to both prevent and fight against the Covid-19 epidemic, preventing cases from occurring in the province, continuing positive growth, creating a basis for the economic recovery of the province in 2021. There are 18 out of 21 resolution targets reached and exceeded the proposed plan.

Notably, the economic growth rate (GRDP) of the province in 2020 is estimated at 5.91 percent; of which, sector I (agriculture, forestry and fishery) is estimated to increase 2.07 percent; sector II (industry, construction) is estimated to increase 11.45 percent; sector III (trade and service) is estimated to decrease by 0.29 percent. Although the growth rate did not reach the plan (9.5 - 9.6 percent), this is a positive recovery, it is expected higher than the general growth rate of the whole country.

The economic structure continues to shift in the right direction, in the direction of gradually increasing the proportion of industry - construction, gradually decreasing the proportion of agriculture - forestry - fisheries; The economic structure of the 3 regions I, II and III in 2020 is 15.24 percent - 52.19 percent - 32.57 percent respectively (in 2019 respectively: 15.86 percent; 50.00 percent; 34,14 percent).

Average GRDP per capita in 2020 is estimated at 77 million VND, up 5.75 percent, equivalent to 3,304 USD per person per year. Total state budget revenue was estimated at 16,990 billion VND, reaching 101.3 percent of the Central estimate and 100.6 percent of the estimate assigned by the Provincial People's Council.

Culture - society develops stably. Policies on social security are fully implemented promptly and in accordance with regulations. People's material and spiritual life continues to be improved and raised. National defense, security, internal affairs are maintained, the political stability and society are in order and safe. The political system continues to be strengthened and consolidated to improve the quality of operations.

In addition to the positive results, 3 out of 21 targets have not yet met the goals set by the Resolution (Economic Growth; Per capita GRDP; Rate of people participating in Health Insurance). Agricultural production has not yet developed stably and sustainably; the production link with the consumer market still faces many difficulties. The increased occupancy area in industrial zones and clusters remains low. The work of compensation, site clearance, and resettlement, although it was concerned, it has not clearly changed.

Control of environmental pollution, solving problems of waste in industrial production, agricultural production, and domestic waste is still inadequate and urgent. Social security, order and safety still hide many complex factors. The management capacity and effectiveness of the State apparatus in some fields have not met the requirements. The remediation of shortcomings and weaknesses after inspection and supervision is still slow and not serious.

The year 2021 is the first year implementing the Resolution of the XIth Congress of the Provincial Party Committee and the XIIIth Congress of the Party Committee; the year held the election of deputies to the XVth National Assembly and People's Councils at all levels for the term 2021-2026. Therefore, the successful implementation of the Resolution of the Provincial Party Committee in 2021 is of very important significance, it creates a solid premise for the coming years.

On the basis of the advantages and disadvantages, the Provincial Party Committee unanimously passed a resolution in 2021 including 16 main indicators: Economic growth rate (GRDP) of 9.0-9.5 percent; Average GRDP reaches 83-85 million VND per person; State budget revenue in the province increased by 12 percent; rice yield is 2.7 million tons, of which high-quality rice is 1.5 million tons; 7 communes have met the standards of advanced new-style rural; the proportion of people participating in health insurance is 91 percent; etc. 
In order to successfully implement the proposed objectives and targets, Secretary of the Provincial Party Committee - Nguyen Van Duoc suggested each member of the Provincial Party Committee, heads of agencies, units and localities to promote the sense of responsibility, study and follow Uncle Ho on renewing thinking, changing the ways, manners, ethical standards, working capacity to meet the requirements and tasks in the new situation.

The Secretary of the Provincial Party Committee emphasized that the tasks and contents can be done flexibly immediately, definitively, without pushing the responsibility, extending, contributing to strengthening the confidence of the people and business community; determination and efforts to complete the assigned tasks, successfully implementing the Resolution of the Provincial Party Committee in 2021 and the Resolution of the XIth Congress of the Provincial Party Committee./.
