Long An: Measures applied to prevent and control the Covid-19 epidemic according to Directive 15/CT-TTg in some localities
On July 1, Long An People's Committee issued Official Letter No. 6224/UBND-VHXH on continuing to strengthen the application of measures to prevent and control the Covid-19 epidemic in the province.
Measures are applied to prevent and control the Covid-19 epidemic according to Directive No. 15/CT-TTg dated March 27, 2020 by the PM in some areas of Tan An City and districts of Duc Hoa, Ben Luc, Can Duoc, Can Giuoc. Restaurants, food services and beverage services can only serve take-away, not on-site service
The situation of the Covid-19 epidemic in the province is currently very complicated and unpredictable, the number of Covid-19 cases has increased rapidly in recent times, especially there have been cases of infectious disease in businesses and hospitals. In order to prevent, control and step by step repel the Covid-19 epidemic in the province, the Provincial People's Committee directs to do the following things:
1. About applying social distancing measures:
1.1. Apply uniformly throughout the province the following epidemic prevention and control measures:
- Suspend activities or services such as karaoke, discos, spas, bars, massages, saunas, gyms, yoga, art performance, public video game services; billiards clubs, concert venues, cinemas, dance clubs, gyms, internet services; sports and martial arts activities with direct contact; beauty clinics, beauty surgery and physical therapy.
- Do not gather 5 or more people outside of offices, schools, and hospitals; require to implement a minimum 2-meter distance between people at public places.
- Suspend the operation of fixed passenger transport routes, public passenger transport by bus, except for passenger transport under contract and serving workers. Assign the Department of Transport to notify and guide relevant organizations and individuals to implement in detail.
1.2. Apply measures to prevent and control the Covid-19 epidemic according to Directive No. 15/CT-TTg dated March 27, 2020 by the PM in some areas of Tan An City and districts of Duc Hoa, Ben Luc, Can Duoc, Can Giuoc until further notice, specifically as follows:
- Tan An city (09 communes and wards), including: ward 2, ward 3, ward 4, ward 7, Tan Khanh ward, Khanh Hau ward, Binh Tam commune, Loi Binh Nhon commune and Nhon Thanh Trung commune.
- Ben Luc district (01 townlet and 05 communes), including: Ben Luc townlet, communes of An Thanh, Tan Buu, My Yen, Phuoc Loi and Long Hiep.
- Duc Hoa district (06 communes and 02 townlets), including: Duc Hoa Dong commune, Duc Hoa Ha commune, My Hanh Nam commune, My Hanh Bac commune, Huu Thanh commune, Loc Giang commune, Duc Hoa town and town Hau Nghia.
- Can Duoc district (04 communes) including: communes of Long Dinh, Long Cang, Long Khe and Long Trach.
- Can Giuoc district (03 communes and a part of Can Giuoc townlet), including: communes of Long Hau, Phuoc Ly, Long Thuong, Can Giuoc townlet with 07 quarters (including: Tan Xuan, Tan Phuoc, Kim Dien, Kim Dinh, Long Phu, Thanh Ha, Tri Yen).
* Measures are applied to prevent and control the epidemic: implement the epidemic prevention and control measures mentioned in Section 1.1 of this document and the following measures:
- Stop all activities, crowd-gathering events that are not really necessary for more than 20 people in one room.
- Thoroughly stop religious ceremonies and activities gathering more than 5 people at religious, belief and worship establishments.
- Restaurant, food service and beverage service can only serve take-away, not on-site service.
- Notary offices: only receive and notarize contracts and transactions directly related to the credit granting of credit organizations and secured transactions. The Department of Justice has been assigned to issue a document directing the Notary Offices when they organize notarization reception and performance to ensure to implement the strict and complete requirements and measures for epidemic prevention and control as prescribed.
1.3. For Kien Tuong town, the remaining districts and other areas of Tan An city and the districts of Duc Hoa, Ben Luc, Can Duoc, Can Giuoc: implement the epidemic prevention and control measures mentioned in section 1.1 of this document and the following measures:
- Suspend activities, crowd-gathering events that are not really necessary for more than 30 people in one room.
- Restaurant, food services and beverage service are served on-site but not more than 10 people at the same time and do not serve alcoholic beverages. The owners of the above establishments are responsible for strictly implementing the 5-K requirements, especially disinfection, medical declaration and the minimum 2-meter distance between 02 people.
2. For managing and controlling people returning from epidemic areas:
2.1. For people who have come to and returned from epidemic areas as announced by the Ministry of Health and other provinces and cities (permanently or temporarily residing in Long An province): complete 21 days of concentrated medical isolation from the date of leaving the locality or from the date of last contact with the patient; take Covid-19 testing samples for 4 times: 1st time at the beginning of isolation, 2nd time on 7th day, 3rd time on 14th day, 4th time on 20th day from the last contact with the patients or leaving date.
People under concentrated isolation must pay for their own expenses related to concentrated isolation, including the Covid-19 testing cost.
2.2. For people who have come to or returned from other areas (permanently or temporarily residing in Long An province): carry out home isolation for full 14 days from the date of leaving the locality; take testing samples for 3 times on the 1st, 7th and 14th days. People isolated at home paid for Covid-19 testing cost themselves.
Chairpersons of People's Committees of districts, town and city are responsible for organizing medical isolation at home under the direction of sections 2.1 and 2.2 of this document, ensuring strict assignment of management and supervision forces under regulations. In case the quarantined person leaves the house and spreads the disease, the Chairpersons of the People's Committee of the district, town or city are responsible to the Chairman of the Provincial People's Committee.
2.3. For people who are experts, managers and workers:
Assign the Economic Zone Authority, the Department of Industry and Trade, the Department of Planning and Investment to closely coordinate with the People's Committees of districts, towns and cities, the Department of Health, the Department of Transport, the Provincial Police, the Labor Confederation of the province to closely manage and supervise according to Decision No. 2194/QD-BCDQG dated May 27, 2020 of the National Steering Committee for Covid-19 Prevention and Control on "Guidelines for prevention, control and assessment of risks of Covid-19 contagion at the workplace and dormitory for workers”; In which, it is important to check and closely monitor the distance, daily medical declaration, travel schedule, etc.
For managing and controlling employees working in enterprises, export processing zones, industrial parks and industrial clusters in Ho Chi Minh City: request the Provincial Labor Confederation to coordinate with the Economic Zone Authority, Department of Transport urgently contact and coordinate with the Confederation of Labor, the Management Board of Export Processing and Industry Zones and the Department of Transport of Ho Chi Minh City to agree on the management plan, supervise the movement of employees from home (in Long An) to the working company (in Ho Chi Minh City) and vice versa, ensure to be strict, synchronous and safe. The above plan must be sent to the relevant provincial and district epidemic prevention and control stations and checkpoints.
Assign tasks to provincial checkpoints to closely inspect the implementation of this content.
2.4. For cadres, civil servants and public employees working at state agencies located in the province: clearly state the working time and location and fully implementing epidemic prevention and control measures as prescribed.
when going on a business trip outside the province, there must be an introduction from the head of the agency or unit. When returning to the locality, they must make a medical declaration and perform a rapid test; If the test result is negative, return to normal work but must strictly comply with the 5-K requirements and limit close contact with people around for 14 days.
Heads of agencies, units and localities are responsible for the necessity and know the time, place of departure, arrival and travel schedule of cadres, civil servants and public employees under their management when they are assigned to go on bussiness.
Particularly for delegations of central agencies and provinces and cities to work in Long An province: assign heads of agencies, units and localities to actively grasp the travel plans and schedules to notify the relevant authorities and the Control Stations, coordinate to carry out the control according to their own procedures. Assign the Department of Health to issue documents to guide localities, checkpoints and related agencies and units to implement.
2.5. For drivers of companies and businesses; taxi driver; truck drivers, people in charge of transporting food, construction materials, and so on: Must implement a quick test for SARS-Cov-2 according to the instructions of health authorities or the checkpoints; or present a negative rapid test certificate issued within 3 days from the time of entering Long An.
When the above people meet one of the above two conditions, they will be allowed to enter Long An province.
Assign the Department of Transport to notify the Department of Transport of other provinces and cities to propagate and inform the above people to actively perform quick test for SARS-CoV-2 before entering the Long An province.
Assign the People's Committees of districts, town and city to coordinate with the Department of Health, the Department of Transport, the Provincial Police, the provincial checkpoints and relevant agencies and units to have a plan to ensure the implementation of the assessment. rapid test SARS-CoV-2 for the above people, ensuring fast, timely, accurately and safely.
3. For the operation of the Provincial Public Administration Service Center, the District Public Administration Centers, the Division to receive and return the results of administrative procedures dossiers at commune level: Assign the Provincial Public Administration Service Center and Chairpersons of People's Committees of districts, town and city, based on the epidemic situation and the need to handle administrative dossiers and procedures of organizations and individuals in the localities, to decide on the mode of operation in each area at a specific time, ensuring the principles of safety, efficiency, accuracy and timely settlement of legitimate needs of organizations and individuals in accordance with current law.
Note: when receiving and returning documents directly, there must be a plan to ensure the safety for civil servants, officials, employees and customers who come to submit and receive documents directly.
4. Conferences, seminars and meeting activities necessary to perform important political tasks of the sector and locality and serve the socio-economic development, national defense and security of the locality, The organization of the province is allowed to organize (no limit on the number), but must fully implement measures to prevent and control the epidemic as prescribed. Assign heads of agencies, units and localities to have specific regulations to implement and take responsibility for the necessity and absolute safety for attendees.
5. Chairpersons of People's Committees of districts, town and city are responsible for directing functional forces to strengthen inspection and remind organizations and individuals to strictly and fully implement epidemic prevention and control measures. mentioned in items 1 and 2 of this document; resolutely handle violations in accordance with current law; summarize and report daily performance results to the Department of Health to summarize and report to the Provincial People's Committee.
6. Department of Information and Communications, Long An Newspaper, Long An Radio and Television Station, People's Committees of districts, town and city deploy information quickly, regularly and continuously to direct the people to know, correctly and completely.
In addition to the epidemic prevention and control measures specified in sections 1, 2 and 3 of this document, Chairpersons of People's Committees of districts, town and city - Heads of district-level Steering Committees, based on the epidemic situation and the risk level of each locality in the localities proactively reports and consults with the Party Committee to decide on the application of additional measures to prevent and control epidemics corresponding to the epidemic situation according to Decision No. 2686 /QDBCDQG dated May 31, 2021 of the National Steering Committee on promulgating the Regulation on risk assessment and corresponding administrative measures in the prevention and control of the Covid-19 epidemic. In case of exceeding their competence, they will report and consult the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for consideration and decision.
